POLICE DEPART~ENT REPORT
Chairman Finck read a report from ChlefMcKee relative to overtime parking con-
ditions on Main Street. Chief McKee stated no observance of cars being parked
longer than one hour excep~ in fromt of home owners. Mr. Sutcliffe suggested
the Police Department extend the survey an additional two weeks with definite
conclusionS and recommendations to the board at the end of this period. The board
agreed unanimously.
LAWF~NCE DUMP
Mr. Finck read a letter from Alderman Gudlmette requesting a meeting scheduled for
this night be postponed until after the first of November. Mr. Finck stated that
the problem of the Lawrence Dump is here in North Andover and that in all fairness
to the Seloctmen Mr. Guilmette should be willing to meet here with the board. Mr.
Finck added that if Mr. Guilmette will not honor us by meeting in this office, the
boards only recourse ~d_ll then be to petition the State Department of Health. Mr.
Sutcliffe motioned a letter be sent to Alderman Guilmette requesting that he meet
~tth the Selectmen iu this office on Monday evening, November 18 at 8:00 P.M. This
motion was seconded by ~. Finneran and voted upon unanimously.
STREET LIGHTING
Mr. Finneran stated that Mr. Rosario Copolla of 1679 Osgood Street has complained
that the Electric Co. removed the street light from in front of his residence and
that he would like to have it replaced. The Board voted to request the Merrimack-
Essex. Electric Co. replace the light and explain why it was removed.
I.~r. Sutcliffe motioned that a letter be sent to~. Joseph A. Humphries, Insurance
Commissione~ of the Commonwealth in regard to the very high automobile insurance
rate accorded the t~n of North Andover. Mr. Sutcliffe referred to the two safety
awards recently given the town for its record of no pedestrian deaths in 1956, and
suggested we request the reasons for the increase in insurance rate. Mr. Finneran
seconded this motion and it received a majority vote of the board.
HOUSING FOR THE AGED
Mr. Sutcliffe wanted itunderstood that he did not intend to interfere with the
local HousingAuthority, but that he had received se~eralphone calls from inter-
ested persons regarding the housing program for the aged. Mr. Sutcliffe quoted
figures OhS!locations to various cities and towns and mentioned manyunits have
already been constructed. Ne motioned a letter be sent to the Housing. Authority
informing them that we would be very interested in getting this project started.
Mr. Finck informed Mr. Sutcliffe that we are aware that the Housing Authority
endorses the project, but that there are various and proper steps to be taken
under the laws guiding the housing Authority. Mr. Finneran stated that any phone
calls on the matter should be referred to the NousingAutheri~y. ~. Finneran also
stated he had been informed by~r. E&cln Murpby, Chairman ofthe Housing Authority,
that they were first trying to establish the need for such units in this town. ~r.
Finck stated that the Housing Authoritywas an elective board answerable to the
public and not under the jurisdiction of the Board of Selectmen. Mr. Sutcliffe
motioned that a letter be sent to I.~. Murph~ requesting another progress report
concerning this matter. It was a unanimous vote.

Ail members of the Board of Selectmen were present with Chairman Finck presiding.
The WeeklyWarrant for payrolls and bills payable were approved and signed by the
board.
JOINT POLE LOCATION
Petition byMerrimack-Essex Electric Companv and New England Tel. & Tel. Co. for
a Joint pole location on Barker Street was received by the board and hearing set
for November 18, !957 at 7:30 P.M. A similar petition for Joint pole location
on Concord Street was given the same date for hearing. Petition for the removal
of one polo on Lincoln Street was approved by the Board. A hearingwas not necess-
ary.
DEP~_RTM~T OF PUBLIC UTILITIES
A notice of hearing was received from the D. P. U. on petition of the Merrimack-Essex
Electric Co. concerning land to be used by said company in the tewn of North Andover.
The board voted to be in approval of said petition and that the D. P. U. should be
so notified.
STREET LIGHTING
Recommendations from Merrimack-Essex Electric Co. as requested by this board for
Cot. of Academy Road and Osgood Street, and Cor. of Bay State Rd. and Chickering Rd.,
were by the Board Selectmen.
