SPECIAL TO~NMEETING
Mr. Dully appeared before the board to request a special town meeting . Mr. Duffy~s
article requested a transfer of $80,000 for extension of water mains. Mr. Finne~an
motioned the warrant be opened and closed on this one article and that the meeting
be held on D~cember 9, 1957 at 7:30 P.M. in the Company Room of the Fire Station.
Mr. Sutc~ffe seconded the motion ~nd there was a unanimous vote.
November 20, 1957
The board met in special session with al~ members presen~ to discuss the matter
of another Sergeant in the Police Department.
News reporter Frank Murphy, Chief McKee, Patrolman A. Houghton Farnhum and retired
police officer Myron B. Lewis were present at this meeting.
Mr. Finck explained the meeting was called for the benefit of Mr. Finneranwho had
requested formal requesm from the ~hief of Police before voting on the matter of
an additional Sergeant to the Police Department. Chairman Finck questioned Chief
McKee as to whether or not the department needed another sergeant. Chief NcKee
stated that the department could use another Sergeant as there is one shift where
they do not have a seEgeant on duty. He added that until this time he had never
made formal request but that he had discussed the matter with members of the board
on other occasions. Mr. Sutcliffe stated he felt there should be a sergeant on
duty during the day shift, especially during the absence of the Chief. Mr. Finck
mentioned he felt the promotion should go to someone in the departmmut with a
knowledge of police law. Mr. Finck further explained the proposed set up f~r
the police department as recommended in the Charm Report. Chairman Finck stated
the Police Department should be made adequate to fulfill the requisites of the
~own, especially in view of the rapid growth of the town over the pas~ few years.
He added that the increased duties of the traffic division in itself was a problem
due to the growth of many new industries in anddaround North Andover.
Mr. Sutcliffe then made motion thmt Mr. A. Houghton Farnhambe promoted from
~o Sergeant in the Police Department. Chairman Finck seconded the mo~ion and
the vote was unar. imous.
Mr.~ Sutcliffe s~ated he was honored to recommend a man who has been on the force for
thirty years, a man whose past record was unquestionable, a man who in his estimation
was well qualified for the job. Ail members of the board and persons present
~ng~.~tulated Sergeant Farnham. Mr. Myron B. Lewis congratulated the board on their
~ne ~ecmszon.
November 25, 1957
All memberz of the Board of Selectmen were present a~ this regularly scheduled
Monday night meeting withMr. Finck presiding as chairman. The Weekly Warrant
for payrolls and bills payable was unanimously accepted and signed with Mr.'James
J. Maker, Treasure~ present as usual.
TREE REMOVAL
Upon m~tion of Mr. Sutcliffe seconded byMr. Finneran and recommended by M. r. John
Connors, the board voted unanimously to grant the petition of Mrs. Samuel Furness,
36Milton Street, North Andover, for the removal of one tree.
LA~RENCE GAS COMPANY
The board voted unanimously to approve the Lawrence Gas Company reques~ to excavate
on High LStreet for the purpose of installing gas service to Mr. Rober~ McLellan,
204 High Street.
LEGAL SERI~ICES
Letters of explanation and bills for legal services in regard to Gerard ProuLxvs
the Town~ and the Town of North Andover vs Beatrice Walsh, were unanimously approved
and accepted by the board. Paymen~ of the bills was postponed un~il after January
l, 1958 as there is not sufficient money left in the contingent fund. This , of
course, was agreeable ~o Mr. Curcio.
CHAPTER 90
The board received and accepted the State Department of PubLic Works approval of
Chapter 90 Maintenance Work contrac~ #17258 dated August 20, 1957 for the LTown
of North Andover.
