STREET SIGN REQUEST
Atty. Finck read a letter from Reverend William A. Long, Pastor of Saint Michael's
Parish, North Andover, requesting that a street sign be placed at the corner of
Douglas Road and MiffLin B~ive, designating Douglas Road. The board voted to
refer the matter to the Highway Department and that said department be requested
to make a survey of all streets in need of sign identification and that signs be
so placed.
MASS. SELECTMEN"S ASSOCIATION
Notice of Mass. Selectmen's Association 1958 dues in the amount of $45.00 was
accepted and it was directed that payment be made.
BOSTON & MAINE D. P. U. HEARING
Chairman Finck .asked if the board would allow him ~o represenm the town at the
Boston and Maine Hearing at the Department of Public UtiLities. The Board agreed
that Mr. Finck should attend.
ADVISORY BOARD
Mr~ Stil!well appeared before the board mo request that said board meet with the
Selectmen on Monday evening January 20, 1958 in regard to budgets and articles
for the Annual Town Meeting. The board was in agreement on this matter.
DROWNING TRADGEDY
Chsirman Finck speaking for the Board stated that ht Selectmen would go on record
in extending a sincere vote of gratitude to the Lawrence, .Andover, and North
Andover departments and individuals for their valuable assistance at the scene
Of the drowning of the two North Andover Children at the Shawsheen River on
January 5, 1958. This trad~ic accident took the lives of MaryIminski, 8~rs. old,
and Thomas Eldridge, 3rd., both of Beverly Street. The Board was pleased with
the policy of the Salvation Army in setting up a canteen to care for the workers
at~thel, scene of the addident. Particular commendation was given mo the frogmen
for their services that were considered over and a~ove the call of duty. The
board directed that their appreciation' be extended to the Lawrence, Andover and
.North Andover departments for their assistance at the scene of this ur. fortunate
disaster. The board also offered their sincere condolences to the families of
~the child victims.

~riRE INSPECTOR
Mr. John Thompson, Wire Inspector, appeared before the board to request that the
board consider an annual salary rate of ~1,000.00 per year. The board stated
they would take tha matter under advisement. Mr. Thompson thanked the board
for their consideration.
HIGHWAY DEPARTMENT
Mr. Sutcliffe stated that the Highway Department requests that Civil Defense
place a 2-way radio inhis truck that he might be contacted in case of emergency.
T~e board directed a letter be sent to Mr. Dyer, Civil Defense Director, referring
the ,matter to his department.
JCHNSON HIGH SCHOOL BUILDING
Mr. Finck requested that something definitely be done about the condition of the
Johnson High School Building. He advocated that the building should be completely
boarded-in, that is, all windows and doors, and that the outside well entrances
be filled in. Mr. Finneran motioned that the wells be filled in and that the
second floor windows be barred. Mr. Sutcliffe seconded the motion with the provision
that bids be sought on the work to be done. The board voted on the combined
motion unar~bmously. Mr. Finneran motioned that bids be advertised in tomorrow
nights paper. Th s motion was unanimously voted upon.
BOARD OF PUBLIC WORKS
The board directed that aletter be sent to the Board of Public Works relative to
the condition in which they leave roads after excavation. Particular reference
was made to Middlesex Street and Second Street.
TOWN TREASURER
Mr. James J. Maker appeared before the board to requesm that the Selectmen sponsor
an article extending his elective term to three years. The board agreed ~o do so
if Mr. Maker would prepare the article.
WARRENT FOR ARTICLES
The Selectmen opened the Warrant for Annual Town Meeting on this dame. Warrant will
close January 27, 1958 am 9:00 P.M.

DAMAGE CLAIM
The Selectmen agreed to offer $2~.00 in settlement of D. H. Fa%ightly Claim upon
presentationoof signed release.

The Board of Selectmen met on this date with all members present and Chairman Finck
presiding. TheWeckly Warrant for bills payable and deparunenmpayrolls was unan-
imously approved and signed by the board.
POLE LOCATION
At a scheduled hearing on the petition of New England Tel. & Tel. Co. and
Merrimack-Essex Electric Company for a pole location on Margate Road, Mr. Ftnneran
made the motion that permission be granted. Mr. Sutcliffe seconded the motion and
there was a unanimous vote.
CH~TERg0 Work
The board received notification from the State' Department of Public Works of an
estimate to be paid by the town of North Andover for work accomplished ~o date
on Dale Street. The Department approved that $1,119.15 be paid Mr. Martin Nailet,
Contractor. The Selectmen voted to refer the bill to the Highway Department for
payment. The Department of PublicWorks also sent the Selectmen their copy of
the Contract for Chapter 90 Work on Dale Street.
STREET LIGHTING
Recommendations from Mr. Geor§eFrost, Merrimack-EssexElectric Company, for im-
proved street lighting in the vicinity of 465 Great Pond Road, oppositeMr. Vance
C. Petersom, were accepted and approved by the beard.
GAS CCMPANY
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted upon unanimously
permission was granted the Lawrence Gas Company to excavate on Chestnut Street
to install gas service for C. L. Giles. Mr. Dully had already approved the request.
JOINT POLE LOCATION
Petition for a Joint pole location on Osgood Street, i existing pole, by the New
England Tel. & Tel. Co. and the Merrimack-Essex Electric Company was unanimously
approved by the board of Selectmen. Said petition did not require a public hearing.
DROWNING TRADGEDY
Mr. Finck read a letter from Alderman Lou~ J. Scanlon, Director of Public Safety in
the City of Lawrence, in regard to assistance from Lawrence departments during the
recent double drowning tradgedy. Mr. Scanlon thanked the board for their letter
of appreciation and stated his departments would be of service at any time and in
particular in a case of this nature.
USED CAR DEALERS LICENSE
The Board voted un~nimouslyupom motion by Mr. Finneran seconded by Mr. Sutcltffe
that application for renewal of Class 2, used oar dealers license be approved and
license renewed.
The board received a letter from Mr. Charles E. Kurtzman, Chairm~n of Regional 1958
Brotherhood Week, requesting the Selectmen to appoint a local Brotherhood Week
Chairman to represent the Town of North Andover. Upon motion of Mr. Finneran,
seconded by Mr. Etnc~f*.he matter of an appointment was taken under advisement.
Mr. Sutcliffe ~as prepared to make appointment but deferred and there was a unan-
imous vote.
Town Treasurer James J. Maker was served a land damage claim which he presented to
the Board of Selectmen. The claim was for land taken on Hewttt Avenue for the
new elementary school. The Board voted unanimously to refer the matter to Atty.
Charles Trombly who is handling the land taking claims in regard to the land-
takings for the new school.
TAX ABATEMENT
An application for tax abatement was presented %o the board by Mr. Fleishman.
Upon motion of Mr. Finneran, seconded by Mr. Sutc]_iffe, voted upon unanimously,
this matter was taken under advisement.
CONPLAINT
Mr. Finneran stated hd had a complaint of excessive water on Chadwick Street. Since
the source of the water was unknown, the matter was referred to the Highway Department
and Board of Public Works.
