The meeting was called to order at 7:07 p.m.
Members Present
Richard Nardella, Chairman, Joseph Mahoney, Vice Chairman, Richard
Rowen, Clerk, Alison Lescarbeau and Alberto Angles, Associate
Member. Kathleen Bradley Colwell, Town Planner was also present.
John Simons arrived at 7:30 p.m.
On a motion by Ms. Lescarbeau, seconded by Mr. Rowen, the minutes
of April 4, April 13, April 18 and May 1, 1995 were accepted.
Discussion - Osco Drua Revised Plan - Review
Ms. Colwell stated that the final state curb cut permit has been
issued. The exit out to Route 114 was relocated across from "The
Crossroads." The exit out to Route 125 was moved away from the
intersection. Ms. Colwell looking for authorization from the Board
to approve the modified plans. The Board authorized changes subject
to the addition of The Crossroads driveway.
Lot 3 Great Pond Road CLelan~) - review house location
Ms. Colwell stated that the Planning Board must review the final
house layout. The Planning Board reviewed and approved the house
layout.
Merrimack Valley P1An~n~ Co_mm_Lesion
Atty. John Smolak is our regular representative member. Alberto
Angles, the Planning Board's new associate member, will be the
alternate member in the event Atty. Smolak cannot attend a meeting.
Ms. Colwell to call Atty. Smolak and give him Mr. Angles telephone
number.
Endorsement of Plang
Lost Pond - subdivision/PRD
David Kindred was present.
Mr. Rowen asked what is the maximum span at the brook crossing at
entrance to subdivision?
Mr. Kindred replied: 6t6'' x 38t

Ms. Colwell suggested that the Board sign the plans as all of the
documents are in order. The Planning Board endorsed the plans.
Oakridge Estates - su~aivision
A one lot subdivision off of Blueridge Road.
Ms. Colwell stated that the roadway is a private driveway, not a
public road. Suggested setting a $1,000 site opening bond. Plans
were signed by the Board.
Form
Lot D Dale Street (Smolak Lot)
$125,000 bona fide offer was made to the selectmen. Make an
official recommendation to selectmen as to why The Planning Board
not recommended that this lot be purchased. It is a single lot,
expensive, abuts an existing house and outside of the watershed.
Recommend that staff endorse the plan.
Lot Release/POst Bo~d
Woodland Estates
Mr. Rowen read a letter from DPW recommending retaining $41,480
bond. On a motion by Mr. Mahoney, seconded by Mr. Rowen, the Board
unanimously voted to set the bond at $41,480 and to release lots
1,2,3 and 4.
Nadine Lane - bond reduction
Mr. Rowen read a letter from DPW recommending release of $96,735.
Discussion of wetland crossing between Meadowood III and Nadine
Lane. Ms. Colwell will attend the Conservation Commission
Wednesday evening regarding this matter.
On a motion by Ms. Lescarbeau, seconded by Mr. Rowen, the Board
voted to retain $107,210 bond.
Den Rock View - Dost bond/release lot~
Mr. Rowen read a letter from DPW. On a motion by Mr. Mahoney,
seconded by Ms. Lescarbeau, the Board voted to set the bond at
$125,000 and to release lots I thru 8.

National Medical - Site Plan Review

Mr. Rowen read the legal notice to open the public hearing.
A letter from the applicant was read requesting a continuance to
June 20, 1995.
Hearing was continued to June 20, 1995.

Mr. Rowen read the legal notice to open the public hearing.
Tom Neve presented the subdivision plan.
96 acres of land to be divided. In order to make the PRD viable,
the land mass must be reduced. Plans are to take out 65 acres and
donate it to the town as open space. The main access to the open
space will be left undeveloped. Will be building a road from
Boxford Street 1700' feet long to service 28 lots. Plan to bring
town water on site; will be on septic system. Only 5 lots left for
septic testing. The road will be drained conventionally; reports
are being studied by the outside consultant. No waivers will be
needed for construction of roads or lots, won't be crossing
wetlands.
Ms. Colwell stated that the proposed open space area is very usable
land, and there could be a graveled area for 4 or 5 cars to park.
Mr. Rowen: what size are the lots?
Mr. Janusz: .82 acre average size lot. .52 is the smallest size.
Mr. Rowen: do all lots have required frontage and are there any
pork chop lots?
Mr. Neve: yes to the required frontage, and yes there are some
pork chop lots (lots 7 and 14).
Mr. Simons: what style of homes do you plan to build?
Mr. Neve: Schultz design homes with gable fronts. We have six
styles in mind. We will provide the Board with house plans.
Mr. Rowen: concerned about houses being stacked behind houses,
maybe you could rotate homes on lots 4 and 8 to face each other.
Mr. Simons: possibly too many lots for too small a space.
Elsie Pouliot, Boxford Street: how much land will be given to the
town?
Mr. Neve: 65 acres of open space will be given to the town.
Suggested this property as part of the open space plan.
David Carlson, Boxford Street= question regarding gas line being
extended down Boxford Street.
Mr. Neve= haventt spoken with gas company, but will look at it.
Richard Rogers, 255 Boxford Street, questioned setback of houses
from the wetland?
Mr. Neve: 180 feet from the wetland, 100 feet of wooded buffer
will be preserved.
Mr. Mahoney suggests a site walk at 8:00 a.m. on June 3, 1995.
On a motion by Ms. Lescarbeau, seconded by Mr. Rowen, the public
hearing wi11 be continued until June 6, 1995.

Middle School Addition
Ms. Colwell stated that at the last meeting there was discussion
regarding moving the addition further up and back to allow for less
tree cutting. The outstanding issues are with the Conservation
Commission. Meeting with them Wednesday, May 17, 1995.
Mr. DiNisco presented the revised plan. Areas of change are the
town wetlands. 80 foot clearing reduced to 43 feet. Tree line
discussed extensively with neighbors, 81,000 square feet of wooded
area are to be disturbed. Will be putting back more trees.
Mr. Nardella: do plans show 2 to 1 and 1 to I replication of
wetlands?
Ms. Colwell: yes, they do.
Mr. Simons: could you move or eliminate some of the parking spaces
adjacent to the football field and keep more trees?
This would save 18 feet of trees and eliminate 16 spaces.
Mr. Rowen: when the facility is full, how many spaces short is the
site?
George Blaisdell: 4 to 5 times a year when parents are there and
multiple events are going on, there is a parking problem.
Mr. Nardella: show them as future Parking spaces on the plan.
Ms. Colwell: will check with police department on parking numbers.
Mary Ann Lafond, Tavern Road, suggests that an additional area of
parking could be added at the rear, left of building.
John Erle, 21 Woodbrldge Road spoke of town abandonment of Tavern
Road. Is happy to see that the Board is keeping the neighborhood
in mind when making decisions.
Dan Glynn, 73 Bradstreet Road: what about cutting back more than
43 feet?
Mr. DiNisco= We are under time constraints, but will make every
effort to comply.
Mary Ann Lafond: that area is one of the last wooded areas in the
downtown.
John Erle= can the Planning Board stipulate that the remaining
wooded area be designated as a "no build, no cut area?"
Mr. Nardella: that is outside of the jurisdiction of the Planning
Board, but would support a Conservation restriction on a portion of
the property.
On a motion by Mr. Mahoney, seconded byMs. Lescarbeau, the public
hearing was closed
Everureen Estates - Subdivision
Phil Christiansen presented a revised wetland crossing. There will
be a 26~ wide road with sidewalk and a 4~ shoulder. Also, a
concrete arch crossing.
Ms. Colwell to review previously approved subdivision plans for
this site.
Re-alignment changed the lotting. Lot 23 has been eliminated, we
now have a 22 lot subdivision.
Mr. Simons= concern about wetlands on lots 4 and 6. Is there
enough room on the lots for septic systems and houses?
Mr. Christiansen= The roadways are 1000~ and 1700~ long.
Mr. Simons= has flooding concerns.
Ms. Colwell to be sure the outside consultant reviews the flooding
issues.
Add trees along Ian Danis property.
Ms. Colwell to review the road layout for the previous approval.

Niddle School Addition
1. ~ ~ line to rear of property - eliminate some parking
spaces - ~l~ate them as future parking.
2. Any change in thetree line needs to come back to the Planning
Board.
On a motion byMr. Rowen, seconded by Mr. Mahoney, the Board voted
unanimously to accept the draft decision as amended.
Walkina Trail (Bradford Street)
No bond will be required.
On a motion by Mr. Rowen, seconded by Ms. Lescarbeau, the Board
unanimously voted to approve the draft decision as amended.
Lot lA and 2A Forest Street
No bond will be required.
Add a no-cut line along the edge of the easement.
On a motion by Ms. Lescarbeau, seconded by Mr. Rowen, the Board
unanimously voted to approve the draft decision as amended.
On a motion by Mr. Mahoney, seconded by Ms. Lescarbeau, the meeting
adjourned at 10:15 p.m.
