The Board of Selectmen met onthis date with all members present and Chairman Ralph E.
Ftnck presiding. The warrant for bills payable and payrolls was approved and signed
by the board.
Mr. Robert Finneran, Waverly Road, Eagle Tribune reporter for the North Andover news
was present at this meeting. He has replaced Mr. Frank Murphywho has been transfered
to the Andover district. The board extended a friendly welcome to Mr. R. Ftnneran.
LAWRENCE GAS CC~PANY
Upon motion ofMr. William Finneran, seconded by Mr. Sutcltffe and followed by a
uamnimous vote the Lawrence Gas Company was granted permission to excavate on High
Street ko repair a gas main. This request had been previouslyapproved by Mr. William
Dully, Superintendent of Public W~vks.
BILL FOR REPAIRS TO T~ GARAGE
The board viewed a bill submitted b~the Lawrence Plate and Window Glass Company for
repairs to the Town Garage. The bill was addressed to the North Andover Board of
Public Works and had been referred to the Selectmen on February 4, 1958. Balance
forwarded included $269.00 for work done during the month of October, 1957. An
additional $7.00 included in the balance forwarded reverted to ~ime 9, 1954. This
bill had not previously been received by the Board of Selectmen. ,The board voted
unanimously to request a representative of the Lawrence Plate and Window Glass Co.
attend the board meeting of next Monday for an explanation of this ~illl
OPEN MEETINGS
Mr. Finck referredYto a newspaper item of this date wherein itwas stated that
certain Selectmen of various towns in the Commonwealth were in objection to the
holding of open meetings. Chairman Finck requested that it go on record that the
North Andover Board of Selectmen will continue to maintain the policy of holding
open meetings. Mr. Sutcliffe and Mr. Finneran are recorded in agreement with this
policy.. Mr. SutcLtffe stated however, in matters concerning welfare or character
analysis, the meeting should be closed to the public. The board agreed that certainly
in matters of welfare the meetings should be c~osed.
DAMAGE CLAIM
An automobile damage claim by Ernest A. Ro~erts, 400 Wimter Street, for damages
to his car which took place at the corner of Johnson S~reet and Mill Road. Mr.
Robert~ stated it occurred at 6:15 A. M. on January 29, 1958 when his car bumped
ifl~o a wooden horse placed in the middle of the road without lights o~ flares.
The board dizeet~d that the matter be ~eferred to the Highway Department for in-
vestigation and report.
STOP SIGNREQUEST
A resident of Second Street appeared before the board to request that a stop sign
be placed at the corner of Second Street and Maple Avenue. He stated that his
request was based on the facts that many children live in the neighborhood, that
St. Michael's grammer school is situated nearby and that there are many drtvers
speeding through the intersection. He stated that he hoped his request would be
effective in preventing an accident in that area wkich he claims is bound to happen
unless preventive measures are taken. Mr. Finneranmade the motion that the Chief
of Police be contacted on the matter and that the board investigate the area for
the best possible location to place the sign. This motion was seconded by Mr.
Sutcliffe and carried a unanimous vote.

The board of Selectmen met on this date with all members present and Chairman'
Ralph E. Finck presiding. The warrant for payrolls and bills payable was approved
by the board.
ADJUDICATION ~FSUTTONHILLROAD
At the scheduled hearing relative to the adjudication of Sutton Hill Road and at
which no interested parties were present, Mr. Finneranmade the motion that the
board approve the extension of Sutton Hill Road as a public way. Mr. Sutcliffe
seconded the motion and there followed an unanimous vote. Mr. Catty of the Highway
Department had previously stated his approval. The matter will be placed before
the Town in the form of an article at the March 1 S, 1958 annual town meeting and
at that t~me the Planning Board will recommend.
CHAPTER 90 DALE STREET
Chairman Finck read a letter from Mr. Russell E. Jenkins, District Highway Engineer,
relative to progress of Chapter 90 work on Dale Street. This information was requested
by the board. The following work has been completed to date:
1500 cubic yards of earth excawtion
850 cubic yards of peat excavation
105 lineal feet of stone balance walls remoVed and rebuilt.
These items involve pa2ment of about ~j~O~ to the contractor and about 15% of the contract.
