at the Lawrence Superior Civil Court session to be held April 7, 1958. The name
of Mr. Jeremiah Murphy, 26 Second Street, a retired molder a~ the Davis & Furber
Machine Company was drawn byMr. Finneran. The board directed that Mr. Murphy he
so notified.
DOG CG~PL~INT
Mr. Finck read a letter free,iv. James H. Montgomery, 415 Massachusetts Avenue,
making complaint of e vicious dog owned by his nezt doer neighbor Ed~e~rd p. G~igeli,
421 Massachusetts Avenue, and requesting the board take action to elLminate the
nuisance. Mr. Finneran stated the Montgomery's had reported this nuisance several
times in the past. Mr. Flock stated under the statutes a hearing may be held. Mr.
Sutcliffe motioned a hearing be called. Mr. Finneran seconded this motion and there
followed a unanimous vote. Mr. Finck stated he weuld refer to the statutes for
proper procesdure before naming a date for hearing.
DAMAGE CLAIMS
The board, in consideration of damage claims presented by Mr. Guy Howe of Howe
Heating Corp for oil truck damage sustained at the corner of Milk and Chestnut
Streets, and by Mr. Robert S. Teel for damage to his car when in an accident with
a Highway Department truck on Foster Street, voted to refer Mr. Teel's claim to
Police and Highway Departments for investigation and report. The Howe Heating
Corp. claim ~s referred to Pelf ~e and Public Works departments for the same.
CHARACT~REPG~T
An application for license to peddle Cushman Bakery Products by Mr. Howard Beeley
requesting board certification of character ~*as approved and signed by the board
upon recommendation of Mr. Finneran who vouched for the character of Mr. Beeley.
Mr. Beeleyappeared in the interest of said application.
T~N BUILDING OFFICE HOURS
Mr. Sutc~f~e submitted a list he had compiled of the number of hours town build-
ing offices would be open to the public and asked if the board w~s in agreement on
the printing of hours on the office doors. The board w~s in agreement. Diccussion
took place on Selectmen's ~ffice hours with definite decision not made on the matter.
ELECTION PAYB
Patrick C. Cronin, Fred McCormack, JohmMcDuffie and John Lyoms representing the
Board of Registrars and Officer John J. Lanni of the Police Relief Association
with Chaif of Police Alfred H. McKee, appeared before the beard to discuss the matter
of election pay to police officers on duty a~ the polls. Mr. Finck stated it w~s
aparent to him that a misunderstanding er~sted between the Registrars and Police
Department over the matter and further stated the feeling of the board that any
board with delegated authority should set up their own budget. Mr. Cronin protested
that the Board of Selectmen had always handled the pay increases in the past. Mr.
Finck suggested the Registrars make such provisions in their own budget in the
future. It was suggested that in the future the Police department make provision
intheir budget for police pay at the polls. Chief McKee agreed but stated no such
provisions were made for this years budget. Mr. Finck asked if any ethers who ~ere
present were interested in the discussion. Mr. William Lafond, custodian of St.
Michaels School and Mr. Car~ Thomas, custodian of A. Thomson School stated if other
workers at the polls ~ere to receive an increase they would -~ish to be included.
Mr. Finneran asked what precipitated the police officers request for an increase.
Mr. Lamni stated the Association had discussed the matter and voted to request an in-
crease in pay. ;~. Flock stated the decision ~s in the hands of the Selectmen
and ~uld be taked under advisement. Chief McKee and Officer Ianni returned to the
meeting later on to suggest the Board of Registrars pay the usual amount as in the
past ~nd that the Police Association would make up for the ~*ference in the future.
The Sele ~tmen stated they would consider the possibility of handling the matter in
that manner.
BOARD OF REGISTR&RS
~. Cronin protested the use of twenty employecs in precinct three in comparison to
eighteen workers in the other p=ecincts. Mr. Finneran suggested the board also take
that matter under advisement.
POLICE REGULATIONS
It ~s voted by the board ~o amend the Police Department Regulations effectLug
vacation schedule allowances to agree with those in the Personnel By-Law.
JO~SON HYGH SCHOOL BUILDING
The board ~oted unanimously %o request Mr. Wright, contractor a~nrded the bid to
board-in the Johnson High School building, to appear at this office by Wednesday noon,
March 18, 1958, at the latest to discuss completion of this ~,~rk in accordance ~ith
the ~erms of contract. It was directed that thio communication be sent special del-
ivery, certified mail, requested receipt.
