A~r. Lambert of Wentworth avenue was told by Mr. LawEor that he could not have a trail~
on his premises as it was not in conformace with~ the by-laws of the community. He
told Mr. Lambert that he could not grant a permit to him to have the trailer on the
street, since it is a violation of the building code and to~n by-laws.
J~NSON HIGH SCHOOL MAT~
George L? Cleaves of Needham appeared before the board seeking information as to
payment for work done by him on boarding in the JoHnson High school builidng. He
was told that the town did business through contract with James Wright and that
until a proper bill was submitted by Wright, no money would be fortbcomiug.
Wright appeared later at the r~xk session. He was .questioned as to why the work on
the school was not completed and he stated he thought it was. Chairman Finck z told
Wright that he had better survey the building and send the board arax adjusted bill,
before he could expect any payment. Selectman Finneran motioned that Nr. Wright
submit a bill which he thought proper for the work completed and let the board
decide on the matter of final payment. The motion carried.

A release form submitted by the New England Telephone and TeleNraph company was signs
by the board. It was in the amount of $229 for repair to~ the fire truckwhich
was damaged by a cable during a snow storm.

Atty. Vincent Corcio as obtained as counsel to settle the matter of easenantsin
the matter of Pleasant street surface drainage as mm~kk~ contained in Arttcle 30
of theannualtownwar~ant.
BOARD OF HEALTH TO NEET WITH SELECTNEN
~e Board of Health requested, a m~ettng ~ith the board to discuss real estate at the
corner of Great Pond road and 0sgoed street.+~ The me,ting was set for Monday, May .
5, 19~8.
The board also received a letter from the ~oard of Health notifyimg.~kz~ of its
intent to condemn the Town Line restaurant as au eating place 'as it is below
health standards.' The board voted to take no action on the letter or on the
matter until after the board of Helath had taken final.action.
LETTER RESARDING CC~DITIOE~ OF CHEETNUT AND A.NDOVER. STREETS
A letter from Kurtz Hanson informed the board of his concern over the existing couditi
condition of Andover and Chestnut streets. He stated that letters had been sent to '
the kigh~my department and board of public works in regard to the matter. Also x~mx ·
recei~d was a letter from William B. Duf£y, superintendent of public works, who
w~te to Mr. H~usen informing him that theEX Elm Comstruction Col, the~ firm which
installed the new sewer trunk, was to begin work during the current week in repairing
the streets. The board voted to thank Mr. Hanson for his interest and to keep~him
informed of progress in the matter. ~
LETTERS FROM THE BOARD GF TRADE
A letter from the Board of Trade requested that publication of the zoning by-law
be forthcoming in order that residents of the co,unity may be able to de~ermine the
status of parcels of prop~ty in the community and thus avoid confusion and
misunderstanding. Chairman Finck pointed out that the board could not have the km
by-laws published but felt that money was a~ailable to the planning board for such
a project. The board voted that such action be urged.
Another letter from the Board of Trade requested iufermatfon on the buldtng code. ~sk
asking that it ~e made pubic so that it could be studied as it progresses toward'
final legislation.
The board decided to have the planning Board attend the Monday, May S, 1958 session
to determine progress o n the building code and progress on the publication of
the by-laws.
A letter from the Board o~ Trade commended the Selectmen for their stand on the
airport sitaation and pledged co-operatiou and support in forcing conformance by the
Lawrence commission of the zoning laws of this community.

REPC~T ON DOGS
Selectmen Sutcdiffe asked for the dog officers report on the alleged dog nuisance
on Massachusetts avenue. There ~as no report as was the sase with a report from
the police department on the dog situation.x~ He stated that he expected a report
frem the dog officer as to what action had been taken in regard to reaching an
amicable agreement between the two. ~ parties. Chairman Finck stated he felt
a decision could have been reached following the public hearing some weeks~ ago.
Selectman Finneran motioned that ax~m~z~m the dog officer be requested to send a
lettertnfcrming the board of his actions in regard to the matter for the meeting of
Nay 5, 1958. Selectman Sutcliffe seconded the motion. Chairman Finck was recorded~
as opposed. ·
GRANT HORSE SH0~ LICEkBE
· The Andover Pd81ng Academy was~ granted, a license to conduct a horse showm on Sunday
May 25on a majority votem of the board. Selectman F~er~n motioned that the licens
be granted, seconded, by ~electman Sutel f ffe. Chainran Finck was recorded as opposed
since ha~felt that ~ the academy shpnld apply for a license under Chapter .140
and not the usual Sunday permit.
LAWRENCE FIRNS DUMPING AT CLARK STREET SITE
Selectman Sutml~fe brought up the matter of Western E~entric dumping volatile
material from its Lawrence plant at the local dump. He said that it causes heavy
black smoke and that the highway department employee at the dump was unakle to stay
.there while the material was being burned. C~mdmman Finck stated that he had ~
· talked with the highway, surveyor and the fire chief aheut~ the situatlen~ and that it
had met with their approval. He said the material is b~rned in a matter of 20 minutes
and was only once ever~/~few weeks. Selectman Sutcliffe maintained that if the
Lawrence plant of Western l~Electric could~ dump here in North Andover, so could
other,Lawrence firms;, · Selec~n~ Finneran motioned that~ an agreement hex set up
between ~m~x~mm Western Electri'c and the highway survey~z to allow the. firm to dump
~2' the North Andover loc~tion. Chairman Finck stated he would coutacm the fire
~ef and seek his advice .on ~ture procedure. Selectman Sutvdiffe ~
insisted that if Western Electri~$s Lawrence plant could dump there, so~ could
other,Lawrence firms and he did not want to see this happen.
LETT~ TO COUNTY COMNISSION REGARDING RATLROAD CROSSING.
Selectman Sut.~efe mStioned that the county co~,,~ssiouers be contacted ~n regard to
what, pregress~had~ beenm, made to determine the Marblehead~x street railroad crossin
as a public way. Also to determine of the North Main .street and Sutton Street
crossings were pri~te~ or public ways. He also pointed to the minutes of the
meettn~ of April 4, 1927 ~hich notes that the Boston and NAine railroad had been
given permission to change the grades at North N~tu street~ and Marblehead street
crossings provided they assumed any liablility mhich may occur from such change. The
~bo~rd voted to investigate this matter further.

The Board of Selectmen met on this date with all members present and Chairman Ralph
E. F~nck presiding.
GASOLINE STORAGE
Rev. Vincent A. MaQuade, OSA, President 6f Merrimack College appeared at this scheduled
hearing as applicant under the provisions of Chapter 148 for a license to store under-
g~ound 20,000 gallons of fuel oil. The application before the board had received
the approval of the Fire Chief, James P. Daw. No abuttors attended this hearing. Upon
motion of Mr. Ftnneran, seconded by Mr. Sutcliffe, this license was unanimously granted.
EERRIMACK COLLEGE
Chairman Ralph ~E. Finck informed the board that Father NcQuade had spoken to him
concerning the use of the college tennis courts by the town child, red during the su~er
months providing they were properly supervised. The board directed a letter be sent
to the Recreational Council suggesting they contact Father McQuade on this matter.
