MASS. SELECTMEN'S ASSOCIATION
The board accepted a letter from the Mass. Selectmen's Association and enclosed material rela
relative to disability pensions and allowances.
Invitations were sent to the members of the Board of Selectmen to attend a Spring
Luncheon of the Greater lawrence Conference of Community Services to be held at
Me~-~-imack College, June 3, 1958 at 12:15 P.M.

~. Sorensen appeared before the Selectmen as requested. Mr. Finck stated the amount
of his performance bond should be increased to $3500. Mr. Sorensen a~reed to have
this adjustment made by Wednesday afternoon of Ehis week, at which tine he would
appear to sign the agreement.
SITE REVUE, N~ TOWN GAR.~GE
Mr. Quigg, ~ho has been d~ing some investigating ~nto the matter of a site-plan re,me
for a new Town Garage memtioued to the Selectmen that he had spoken to Department
Heads and Planning Board and that he had not been able to accomplish much bo date
especially not ~,ith the Planning Board. Mr. Finneram asked Mr. Qwigg if he had
been able to determine yet if the present e~sting location ~as satisfactory. Mr.
Qwigg stated Mr. Puffy is in favor of a new location and Mr. Carty prefers the
present location. Mr. Finck suggested Mr. Qwigg meet with the Planning Board and
submit a proposal to the Selectmen next week.
DEATH ~FMR. ABBOTT STEVENS
ChairmanFinck suggested the board send a letter of regret toMrs. Stevens on the
deathof Mr. Abbott Stevens and thatthe f~.llowing resolution be spread inthe
Selectmen's Records:

DIED MAY 22, 1958
%~ereas, by the death of Mr. Abbott Stevens, The Town of North Andoverhas
sustained the loss of a valued and homered citizen; and
%~ereas, his kindness, charity and honesty ~rill long be remembered by
the townspeople, therefore be it
Resolved, that we, the Board of Selectmen of North Andover, hereby
give mormal expression for the community and district, of ou~ respect
and appreciation for his valued contributions for eighteen y~ars to
the Board of Public Works, for his untiring services to the School
Building Co~nittee and other civic activities; and be it ~mther
Resolved, that ~ extend to his family our deep sympathy in this time
of bereavement, and be it further
Resolved, that these resolutions be spread upon the records of th~s
Town of North Andover and a copy thereof be transmitted to hfs family.

BUILDING CODE
Fire Chief James P. Daw appeardd before the Board of Selectmen to request the
Selectmen go on record as being in favor of the National Building Code and suggest-
ed ~the National Fire Prevention Code be adopted along with the Building Code. Mr.
Finck stated he ~ms agreeable but would like to hold up the adoption until after
the meeting of Wednesday night with the Building Inspector and Planning Board. The
Chief was assured thmt the board would no doubt respect his recommendation on the
Fire Prcventton Code.
PLA~E~NG BOARD
Mr. Barmen appeared before the board to state that the P ~lanning Board cannot sit on
any matters until June 2, next meeting of the Planning Board. He further stated
there ~ms not a quorum at this evening's meeting .,nd that members ~no did appcar have
already left. Mr. ?inck called Mr. Barmen's attention to the letter from the Board
of Selectmen requesting the Planning Beard meet% on matters of importance this
evening at R:O0 P.M. Mr. Finck added he felt it was the duty of the ~lanning Board

to be present as requested. ~. Finck explained that representatives of the
United Shoe ~.hchinery Corporation ~re due to arrive here by nine o 'zlock and
it was the intention of the Board of Selectmen to make plans t~night for a Special
Town Meeting to effect the necessary changes to the Zoning By-Law which ~uld allow
this company to become located in the Town of North Andover. Mr. Barmen suggested
perhaps the matter could be attended to on Wednesday evening, a scheduled Joint
meeting of the bosrds. ~ ....... ~,~. ,-,:- Mr. Miller and Mr. Johnson represneting the
United Shoe Mash. Corp. arrived at the scheduled meeting. Mr. Finck explained the
interest of the Board of Selectmen in having the Corp. come into the Town of North
A,udover. Mr. Finck e~plained that a majority of the members of the Planning Board
were not in attendance and the board could not petition the ~lanuing Board until
Wednesday evening of this week. He stated it is required by statutes that the
Planning Board call a public hearing on the matter previous to Town Meeting. Atty.
Finck also stated Selectmen ~ntend to request the Planning Board to take exception
to regulations and requirements of a 50 foot wide road and narrow it down to 40 '.
Mr. Finck sh~.~d plan of proposed roadway which would cost approximately $~270.
Mr. Johnson and Atty. ~.~ller asked questions on proceedure to Town Meeting~ water
and sewerage etc. Mr. Finneran questioned the design of the building and was
told there are several designs in progress bFt that it is a one story building and
weuld be finished brick. Mr. Bannon suggested the design should be presented at
public hearing. Mr. Finck stated he would send his copy of the Zoning By-Law to
the Atty. for the United Shoe. Mm. thanked the members of United Shoe for appearing
before the Board of Selectmen this evening and stated they would be kept informed
as the matter progresses. Mr. O'~Juley, Chairman of the Greater Lawrence Industrial
Committe~, later stated to the board that pro~p~ station on the part of the town
should be effective in bringing this new industry to the town.
PUBLIC WORKS
The board directed a letter be sent to the Board of Public Works to inquire whether
or ~bt the departmemt intends to open the bathing beach to t~he public upon the
d~osing date of the to-~n schools. Th~s was at the suggestion of ~.~. Sutcliffe who
reminded the board of conditions of last year when the children thronged the beach
previous to its opening and therefor ~*ithout adequate protection.

Danvers, requesting Bitum/ncus Concrete be used to surface Dale Street inbtead of
oil as contracted.

A Sppcial To~ Meeting ~s called by the Selectmen on this date at which time the
Warrant w~s opendd and closed to include 10 Articles. The date of town meeting will
be June 9, 1958 at 8:00 P.M. in the North Andover High School Auditorium.

The Selectmen met on this date with all menbers present and Chairman Ralph E. Finck
presiding.

Chairman Finckop~ued and read sealed proposals for the reconstruction of Highand
Park Streets. The follo~dng bids were submitted:

Merrimack Paving Corp. - .... 9,212.90
The board voted to take the matter under consideration and later awarded tha bid
to Essex Bituminous Concrete Corp. for their lowest most responsible bid of $8,760.

Sealed proposals for the laying of 1000 tons, more or less, of Bituminous Concrete,
Type I-l, on Waverly Road fromMain St. to Middlesex Street, on Pleasan~ Street
from Davis St. to Stevens Corner and the reminder on Greene Street, under the
Chapter 90 )Euintenance program, were opened and read by Chairman Finck. The
following bids ~re received:

Essex Bituminous Concrete Corp. - .... $5.40
George Brox Inc. - .... 5.85
The board voted to .take this matter under advisement and later awarded the contract
to MerrimackPaving Corp. for their lowest most responsible bid of $5.40 less 2% T.P.D.
