HomeMy WebLinkAbout1958-09-15.' 98 Septmmber 15, 1958- continued- STOP LIGHTS The BOard of Selectmen received a petition ~or installation of a mechanical traffic si~ system at the intersection of Massachusetts Avenue and Middlesex Street. Upon motion of Mr. Sutcliffe seconded by Mr. Finueran and voted unanimously, the petition is sen~ to the Department of Public Works for proper action. ~ROOES S(2IOOL SKATING RINK The board met at this time with Dr. Frank D. Ashburn, Headmaster of Brooks School and the Recreational Council to discuss the use and cost to the Town ~f the Geddes Hockey Rink. Mr. William McEvoy, Chairman, Nicholas Evangelos, Carl Thomas and Raymond Sullivan were the members of the Recreational Council present at this meeting. Dr. ~As~hburn stated the figures presented a conservative estimate . Mr. Finneran asked if the Skating Club could be c~,~+~ ~- ~ ~-,- - ~ ..... ~ ..... ,~ ,,,, ~, :~mp ~ezray expenses. Mr. Mr, Evoy s~a~en vms club didn t prove to be too successful as parents preferred to skate with their children. Dr. Aehburn stated the figures ~mre an audit of the "57-"58 season. The figure for this y~ar is $§00.00 ever last years figure of $1,000.00. Mr. Sutcliffe asked if the Town could anticipate future increases. Dr. Ashburn stated unless use of utilities increases can forsee no additional increase. The bOard mentioned difficulty of appropriating money a~ a Special Town Meetin~ since the new By-Law involving imergency appropriations ~s adopted at last Annual Town Meeting. Dr. Ashburn stated the school intends to ~o on same basis for this year but hopeful of more financial assistance in the future. He stated it. may prove necessary to cut down available hours to the town. Mr. NcEvoy. stated 1300~person~,.,~i had applied for the tags pro~lng town interest. Dr. Ashburn asked ig he could ., ,- report at ~eeting of the trustees that it is impossible for the town to raise the money for the present year, but assurance of increased appropriation for the, next ymar. The board stated they would ask the North Andover Insurance Associates to investigate the cos~ of such coverage, and request such coverage in their report to the Advisory Board for the coming year Mr. McEvoy stated an area of land near Chadwick Street and owned by the Lawrence Airport would be an ideal spot for another playEround in town. He stated the children in that general area had no playground ~acilities a~ailable m them. ~,The board stated they would talk to the Airport Commission on the matter. A meeting- with the Commission was arranged for next Monday evening at 8:1~ o'clock. ROUTE 110 The Board of Selectmen voted to go on record as opposing Route 110 plan to build, an access in .the Town of North Andover from Main Street opposite the Po2i~e Station:to _Waverly ROad to Marklehead Street by way of the Housing project and p~ayground to ~everly Street. Also' opposed to the dead-ending of any North Andover streets. Mr. Finck stated the board intends to meet with State officials to further determine the exact route of the road. The board directed a letter be sent ~ the Department of Public Works stating the feelings of the board in this matter. A letter was also directed to Mr. Malo, Engineer for the Department of Public Works requesting that a plan of Route 110 as it effects this town be sent to the board as promised. The application to store flamable fluids was referred to the ~ire Chief and that he be asked to investigate the matter with a representative of the Department of Public Safety to insure the Town against any dangers therefrom. No hearing was se~ on this application. 399 September 15, 1958 - continued - STREET LIGHTING The board direct~i the Merrimack-Essex Electric Company be asked to conduct a survey for improved street lighting on Johnson Street in the vicinity of the Carter residence. Mr. Finck requested the same for Osgoed Street between Nain Street and Stevens Corner. JOHNSON HIGH SCHOOL BUILDING The board viewed bill of Mr. Sorensen in the amoun~ of ~3250.00 for the razing of the former Johnson High School building. The board voted unanimously to make immediate payment of4 the bill and to commend Mr. Sorensen for the performance of the Job. }ir. Finck stated he spoke for the whole neighborhood in respect ~ the wonderful manner in which Mr. Sorensen conducted the razing of the building. S~S CORNER Mr. Finck stated he had talked with 'the Department of Public Works relative'to stop signs at Stevens Corner and that there was a possibLlity the departnent would warrant the installation of a mechanical device at the intersection. FRANXE~N SCHOOL The board voted to advise the Police Department to Keep all outside vendors away from the Franklin Fair grounds on September 20, 1958. STREET DIRECTORY The,board voted to order a new street directory for use of the town offices and to purchased by the Town Building appropriation. GASOLINE STORAGE The board set a hearing for September 29, 1958 at 7:30 P.M. on the application by Joseph E. W. Giard for underground storage of 500 gallons of gnsoline at 7 Hodges St. 1North Andover. Septembe~ 22,: 1958' The Board of Selectmen met on this ~ate with all members present and Chairman Ralph E. Finck presiding. The Weekly Warrant for bills payable and payrolls was unanim- ously approved and signed by the board in the presence of Town Treasurer James J. Maker. DEPARTMENT.OF PUBLIC WORKS The Massachusetts Department of Public Works notified .the Board of Selectmen that request for a survey of traffic conditions'at the. corner-of MassachUsetts Avenue and Waverly Road. had been referred to the Danvers district office for investigation '.for investigation and report. The Department of Public Works notified the board of the. same procedure relative ... to petition'for installation of a traffic control signal at the intersection of. · -Massachusetts Avenue and Middlesex Street. STREET LIGHTING. Upon-motion of Mr. Finneran seconded by Mr. Sutcliffe and vo~ed unanimously, the installation of street lights was approved for Johnson Street in the vicinity of Carter residence, and Second Street in the vicinity of Murphy residence. Recommendations for improved street lighting along. Osgood Street between Nain Street and Stevens corner, were taken under advisement. ANERICAN LEGION. AUXILIARY The board received an invitation to attend the American Legion Auxiliary install-' ation of officers and stated they wou/d make every effort ~o attend. The affair 'is to be held this evening. Board reply was sent last Friday. Essex Bituminous Concrete Corp. request the return of a certified check for. $1000. deposited with the town under contract for the paving of High and Park Streets. The board voted unanimously, motion of Mr. Finueran seconded by Mr. Sutoliffe, to return the check since the work had been performed according to contract. BOARD OF APPEALS A letter from the Board of Appeals requests the Selectmen make arrangements with the Board of FtreEngincers for use of the company room of the Fire. Station on the second Monday of each month in the .event of a hearing when their own office would not offer sufficient space.
