Flnneran motioned the board adopt the recommendation of the Fire Chief and Board
of Fire Engineers and so notify the County Commissioners. Mr. Sutcliffe seconded
the motion and the vote was unanimous.
COUNTY C~I~N~SSIONERS
Chairman Finck read vote of the County Commissioners that public necessity and
convenience require that a public way, to be known as Marblehead Street in the
Town of North Andover, be laid out across the Portland Division of the Boston &
Maine Railroad at grade, as shown on a plan by the Town Engineer of said North
Andover, and that the Town of North Andover be authorized to lay out this cross-
ing as requested in their petition, all subject to the written assent of the
Department of Public Utilities. The vote of the County Commissioners was umauim-
ous. '. Mr. Finck suggested the board request the Commissioners forward their vote
to the Department of Public Utilities as soon as possible that the matter might
~i,-~'edited. Mr. Finneran made this a motion which was seconded by Mr. Sutcliffe
and voted'unanimous.
CHAPTER 90 - DALE STREET
The Board accepted certification by the Department of Public Works on estima%es
to be paid the contractor for work to date on Dale Street. Bills to be turned
over to the Highway Department ~or payment.

JOINT POLE RELOCATION
Petition by Merrimack-Essex Electric Company and New England Tel. & Tel. Co. for
permission to remove ~wu poles and relocate one pole om Gremue Street, North Andover,
~was ,viewed by the board. 'It was noted by Mr. Finck~that a hearing on this
petition ~ras not necessary. Upon motion of Mr. Finueran, seconded by Mr. Sutcliffe
and .voted unanimous, permission was granted.
'POLE LOCATIONS
The board received a petition b'Y~Merrimack-Essex Electric Company for eleven
. pole~locations on Town of North Andover property at the rear of the North Andover
~i~.'Bigh SchoolZ Mr. Finneran motioned a hearing be held on this matter on November
17~ 19%§ at 7:30 P.M. Mr. Sutcliffe seconded the motion and the vote was unanimous
AMERICAN LEGION INSTALLATION
-Chairman Finck read invitiation to the American Legion, Post 219, installation of
=mew efficersat the American Legion Home on November 2~ at 4:00 P.M. Mr. Finnerau
motioned Mr~ Sutcliffe represent the Board of Selectmen at this event and that
the American Legion be so advised. Mr. Finck seconded this motion.
BOARD,OF APPEALS - APPOINTMENT
Mr. Finck read letter from Herber~ E. Rarwell, offering his
. resignation as Associate Member to the ~Zoning Board of Appeals. Mr~ Finneran
motioned his resignation be accepted, seconded by Mr. Sutcliffe and voted unan-
imous~ "Mr. Sutcliffe made a motion that Mr. Charles Foster~ 9 Pleasant Street,
~be appointed Associate Member to the Board of Appeals to succeed Mr. Barwell.

Chairman Finck referred to letter of reply from Chief McKee wherein he states there
are no records~in~ his department of any suspensions, reprimands or penalties
against any;of the applicants ~for promotion to Police Chief~ Mr. Sutcliffe stated
· if. there are~any records they ~uld be in the Selectmen's Office and it' was up
to the Board of Selectmen to make a statement, not the Police Chief. C~irman.
~Finck stated the board was following their usual policy in obtaining a recommend-
ation from the Department~Head before taking final action on a matter concerning
~his department. ~ Mr. Sutctiffe,.stated his opinion that ~th~s~ Board of Selectmen
ran the ~Poltce!~D~partment and' referred to the ~e~el Laws. Chairman Finck
stated~that'may~pertain, to cities but not to Towns, .that~ the board acts. in a.
supervisory capacity but the ~ief runs the department. Mr. Finck suggested the
~board'~investi~ate the matter further and in the meantime C~vil Service be called
to..check the title "Temporary Patrolman" accorded Russell Donnelly si~ months
,previous to his permanent appointment as a .Regular Patrolman and to see if ~he
information compiled on the applicants is sufficient.
LAWRENCE GAS' CCEPAN¥
~pon motion of Mr. Finneran seconded .by Mr. ~ Sutcliffe and voted,unanimous, permiss-
ion was granted ~awrence Gas Company to excavate on Moody Street' and Chadwick Street
~o install a gas main.

BOA~ OF PUBLIC WORES SUTTON STREET
Chairman Finck referre~tc a newspaper itemmts-rspresenttngthe Selectmen's
decision cf last meeting to request the Board of Public Works repair a Public Works
excavation on Sutton Street in the vicinity of the lawrence Airport. News
Repb~ter Frank Murphystated he we~ld correct this error in his news column. Mr.
Finck stated the townspeople were entirely satisfied with the road condition after
the water installation along Sutton Street. Mr.'Sutcliffe mentioned Mr. Duffy
and. the Board cf Public Works were womewhat disturbed over the matter.
DEPARTMENT OF PUBLIC WOF~
Mr. Sutcliffe inquired about the Department cf Public Works report following
servey of the intersection cf Middlesex Street and Massachusetts Avenue for a.
traffic signal installation. Mr. Finck referred to the content of the letter
stating since Route 110 is to be relocated in this area, traffic signals would
not be advisable. However, that signs indicating road left and road right were
to be installed on Massachusetts Avenue.
This meeting adjourned at 8:45 P.M.
November 3, 1958
The Board of Selectmen held their regular weekly meeting onthis date with
members present and Chairman Ralph E. Finck presiding. The Weekly Warrant .for
pa2rolls and bills payable ms unanimously approved and signed by the board,
LANTERN CORPORATION
Mr. Narino, representing the Lantern Corporation appeared before the Selectmen to
request an extension of the Lantern Corporation bond for their project off -Dale
Street untiI 1960 as they doutt intend to work on the project until nex~ year.
It was noted that the present contract e~pired April 1, 195§. Coairman Finck
advised Mr. Marine to see the Planning Board on this matter.
PRECINCT
Mre.~ Marion Weeks and Mrs. Mary Flagg appeared before the Selectmen in ~e interest
of a wage.increase for the precinct workers. The board requested the Beard of
Registrars and Town Clerk appear on the matter. Mr. Finck asked the Board of
if they had agreed to a sum £cr each precinct worker. Mr. Lyous stated they had~
agreed to the same salaries as paid in Andover; Warden - $20.00, Clerk - $17.00
and Counters - $1%.00. The Board of Selectmen were in agreement that the moneys
should now be appropriated through a transfer-fram the Reserve Fund since a Special
Towa Meeting did not seem likely in the near future. MrJ Finck added this was the
better method since special town meeting would not deem the request an emergency.
Mr. Finseran stated the request should be initiated by the Board~of-~Registrars and
forms were presented for this-purpose.

At a scheduled hearing on petition of Merrimack-Essem Electric Company for permission
to install a pole on Town of North Andover property off Rosedale Ave, at~hich a
company representative ~as present, Mr. Finneran motioned permission be grmnted.
Mr. Sutcliffe seconded the marion and the vote was unanimous. No abutters present.

Chairman Finck read Department of Public Works letter in reference to board reqUest
for installation of signal lights at the intersection of Massachusetts Avenue and
Middlesex Street, whar~in the department stated traffic signals were not ~m~rauted
in this area due.to the proposed relocation of Route 110. The department stated
they would install signs reading "RG~D RIGHT" and 'ROAD LEFT" on Massachusetts Ave.
Mr. Sutcliffe stated the signs had recently been installed.

Chairman Finck read Department of Public Works letter in reference'-to board request
for a "SL0~ (~ILDREN". sign on Os~ed Street between Sutton Street and Great Pond *
Road. Mr. Finnsran stated Mr..Hughes had complained that only one sign reading
"CSILDREN had been installed and residents request tow signs warning traffic in
both directions and reading "SL~ G~ZLDREN" he installed. Mr. Finneran motioned the
Department of Public Works be requested to consider the above request. This motion was sec.
seconded by Mr. Sutcliffe and voted unanimou~
DEPARTNENT OF PUBLI¢ W~ES
Chairman Finck read Department of Public Works letter in reference to board request
for installation of traffic signals at the intersection of Middlesex Street and
Narblehmad Streets. The letter stated board request had been referred to the
District Eigh~y Engineer for investigation and report. Further information will
be available after receipt of the report. Chairman Fin~k stated local police _.
officers had reported traffic conditions considerably alleviated at this intersec~xon
