WOODSTOCK STREET EXTENSION: Anderson Bond
The Board of Selectmen accepted from David C. and Barbara B. Anderson an assignment
signed and sealed on this date of a certain bank book numbered 2535AM in the amount of
~12,000 for the performance of work referred to on plan of Woodstock Street extension.
Said plan approved .by the North Andover Planning Board on December 2, 1957. Ail w~rk
in regard to this subdivision shall be complete on or within two years of this date
of asslgm~ent. The heard directed the hank book and assignment be delivered to the
Town Treasurer for safe 'keeping and that a receipt for same be requested.
CHAPTER *) ASSESSM~ITS: Mr. Pleischmann
Mr. Fleischmann appeared before the board on Chapter 80 Assessments and stated he had
received a bill from the town stating wnless the assessment was paid by December 1,
1958 a loin wo~ld be placed upon his property. Mr. Fleischmann stated he does not
fe~l legally responsible for this assessment. He reminded the board of having
appeared before them a year ago on this same matter. Mr. Firck stated the matter goes
.back to the validity of the Chapter 80 Assessment and stated the board wnuld take action on
the matter before next Monday night.
LAWRENCE GAS CG~PANY
Upon motion of Mr. Ftnneran seconded by Mr. Sutcliffe and voted unanimous, the Lawrence
Gas Company was granted permission to excavate on Johnson Street to install a gas main
and gas service.
MERRIMACK_ESSEX ELECTRIC C~MPANY
Upon motion of Mr. Fiuneran seconded by Mr. Sutcliffe and voted unanimous, the board
accepted the reco~endatinn of Merrimack Essex Electric Company for improved street
lighting in the vicinity of 124 Hillside-Road.
FIRE INSURANCE
The board accepted a letter from Mr. Richard G. Whipple, President of the North Andover
Insurance Agents Association in respect to the possibility of changing the fire insurance
classification of the Town from Class C rate ~o Class B.
LENO~A HOUSE - Wire Inspector Report
The board accepted a report from the Wire Inspector on wiring conditions in the
Lenova House, per request of the Board of Health, and decided to hold off action on
the matter until such time as the report is received from the Building Inspector.
STATE HOUSING B~d~D - Housing for-the Elderly
The board received notification from the State H~st.~g Board that in consideration
of the application by the North Andover Houseing Authority to develop housing for ~he
Elderly Persons, an allocation of 32 dwelling accomodations had been granted.
Mr.. Sutcliffe stated a State Real Estate Agent was in town last Wednesday and that
~he, Mr. Murphy, Mr. (hristie and himself had viewed various areas in town for a
possible lo. cation for housing for the elderly in North Andover. Mr. Sutcliffe
stated his opinion that the local Housing Authority is doing an exc~t Job in
attempting to establish this housing program. Mr. Finck stated the full Beard of
Selectmen is in accord with tht~ statement.
D~PAR~N~NT C~ PUBLTC UTILITIES - Marblehead Street Railroad Crossing
Chairman Finck read notice from the Department of Public Utilities of a hearing to
be held on Dec. il, 1958 at 10:00 A.M., Room 166, State House, on petition of the
Boston & Maine Railroad protesting County Commissioners authorization that Marblehead
Street crossing be known as a public way. Mr. Finck stated his intention to at~end
this hearing. Mr. Finneran suggested the board go on recond as in complete accord
with the decision and authorization of the County Commissioners. Mr. Finck stated
this hearing is in accord with the Statutes and that the petition of the Board of
Selectmen and decision of the County Commissioners is on record.
SCHOOL CRC~SING GUARDS
Mr. Finckstated he had been giving the matter of School Crossing Guards 'considerable
attention and that it is his apininn where women crossing guards have worked out
successfully in the City of Lawrence, the same idea could be employed in the town
of North Andover. Mr. Finck asked permission of the board to confer with Lawrence
officials to obtain information on the use of women for crossing guards. Mr.
Sutcliffe motioned Mr. Finck be granted permission to obtain all necessary inform-
ation i~a~espect to th~ matter. Mr. Fiuneran seconded this motion and added that
Andcver also em~loy~ women as crossing guards.
SECRETARY OF STATE - Edward J. ~nin death.
Mr. Lyons, Town Clerk, appeared before the board to state he bad Just received
notice of the death of Secretary of the State Edward J. Cronin. Upon hearing
this information, the Board of Selectmen e~ressed their sincere regret.
