Mr. Finneran seconded the motion and the vote was unanimous. SANTA CtAUS PAP~DE- LAWP~ CE Mr. Finneran mentioned the A. N. Sutherland Parade Committee had called him ~o invite the Board of Selectmen to participate in the Santa Claus Parade to be held on Wednesday afternoon of this week. Ne stated the board was to receive information on the parade roster for tonights meeting. It was decided that when the info~mation was received the beard would be contacted on the matter. POLE LOCATION - Adama Avenue The beard ~irected Merrimack-Essex Electric Company and New England Tel. & Tel. Co. be requested to p/ace the poles in proper alignment on Adams Avenue. Adams Avenue is a private way and a hearing was not necessary on this pole location. This meeting adjourned at 9:45 P.M. December 1, 1958 The Board of Selectmen met on this date with all members present and Chairman Ralph E. Finck presiding. This meeting was called to order at 7:30 P.M. STREET LIGHT REQUEST Mr. Comasso of 855 Foster Street requested a street light be installed near his residence on pole #3993. The beard directed Merrimack-Essex Electric Co. be requested to make a survey of this area for improved street lighting. CHAPTER ~ AGENT - Dale Street Chairman Finck read Chapter 90 Agreement for the continuance of work on Dale St. Mr. Finneran motioned the board sign said contract to be'returned in duplicate to the Dept of Public Works. The Planning Board arrived and Chairman Finck stated Mr. Marine only too glad to finish the work if he knew the drainage and sewer re~t~e- merits. Mr. Nicetta stated no public hearing had ever been held on the acceptance of a definitive plan for Woodstock Street. Mr.. Finck asked ~_f an acceptable p/an was avai2able. Mr. Nicetta stated there was a plan among the records held by Atty. Thomson that could be ~onsldered a definiti~ plan but that a hearing sti~.T have to be held. Mr. Ftnck asked Mr. Nicetta if Atty Thomson had not gtven~ the P~nning Board the Narino file. Mr. Nicetta answered he vaguely remembered receiving a file from Mr. Thomson. Mr. Barmen and Mr. Nicetta went to the Plan- ning Board office in search of said file. Mr. Dully expressed his surprise that a public hearing had never been held by the planning board to accept a definitive plan. Mr. Finck asked Mr. Marine if he had a copy of the same p/an and Mr. Marine stated his lawyer Atty. Sherman had such a plan. Mr. Barmen and Mr. Nicetta re- turned to the meeting with the Marine file containing the bane book and plan. Mr. Flnck displayed the plan for the interest of those present and stated he would discuss the filing of the plan with Arty Sherman. The board flirected the ~ank book be turned over to the Town Treasurer fro safe keeping, receipt requested. BUILDING INSPECTOR Mr. Barmen, as a private citizen, protested the system of obtaining a building per- mit in the Town of North Andover. He suggested steps be taken to facilitate the means of obtaining a building permit. Mr. Ftnck stated he had approached th~ AdvisOry Board some time ago on a clerk to be used in co~mmn by the Part-time boards and departments but nothing had ever ceme of t~. WEEELYWARRANT The board voted unanimously to approve the weekly warrant for payrolls and bills' payable and signed said warrant in the presence of Town Treasurer James J. Maker. December 1, 1958 - continued REGIONALINDUSTRIAL ORGANIZATIONAL NEETING The board received notice of a Regional Industrial OrganizatinnalM~eting to be held om December 2, 1958 at 6:00 P.M. in the Diamond Spring Brewery. Mr. Finck stated he would attend. MASS. ASSO¢. REAL ESTATE BOARDS The Massachusetts ~wwociation of Real Estate Boards requested information on tax rateamd opinion of board on future tax trends tn NorthAndover. A questionaire fom was attached. Mr. Sutcliffe suggested the Chairman fLllin information requested. PC~ICE DEPAR~ENT - Vacation Policy (~airman Finck read letter from the Police Department requesting approval of the Selectmen for a vacation policy in the PoliceDepart~eut that w~uld conform with the vacation policy now in effect in the Fire Department. Mr. Finck stated his ~feeling that Police and Fire Departments should certainly be on au equal basis. Mr. Sutcllffe felt the matter should first go 'to the Personnel Board for recom~end- '~iom. Mr, Finck stated procedure is that Department Head is proper authority to recommend in this instance. Mr~ Sutcliffe motioned approval of the same vacation policy for the Police and Fire Departments and that the Board of Selectme~ would go along with the recomaemdatiom of the Personnel Board in regard to thsi ~matter. Mr. Finnsrau seconded this motion. Mr. Finck stated he agreed with the first part .of the motion, of which he is a proponent ~ut does not feel the board should bind themselves with a decision of the Personnel Board which has not yet been made and w~th which w~ may not agree. RICRARD CAEDr~m~ CUS~ING, Archbishop of Boaton ~hairman Finck read letter fr~m Archbishop Chushing thanking the Board for its ~letter of congratulations upon his elevation to the Sacred College of Cardinals. The board was pleased to receive this reply. STREET LIGHTING ~The bcard accepted a tbankymu note from Rev. William A. Long, pastor of Saint Michael's Parish, stating his appreciation for the recent installation of a brighter street light in front of 'the church. C~airmau Ftnck stated he had met with Alderman Scanlon in respect to the use of Women Crossing Guards ~'t :the School Areas. He stated Alderman Scanlon had ~..exPlained the system in Lawrence and given him a copy of the Rules and 'Regulations and type of application blank used in Lawrence. Mr. Finck also bad information om the Andover system. The Chairman proposed a meeting in the near future with the School Committee. and Advisory Board and stated he would comtac~ Mr. C~andler, ~ Sup't.,of Schools on the matter. PAR~ING BAN ~The'board~voted to place in effect the winter parking ban on December 14, 195§, .at'12~'O1, A;M. Said regulation will remain in effect until April 1, 1959 and .will be so advertized in the Saturday newspaper as ~ display advertisement. T0~N BUILDING JANITOR The BOard of Selectmen voted unanimously to approve th~ payment of $40.00 for the mowing.of lawn and trimming of shrubs around the Town Building to Joseph N0ome, .Town Building Janitor. . The meeting cmm~enced at!7:30 P.M. GAS(~INESTORAGE -Massgau Realtyco., Inc. At a scheduled hearing on the application by Massgan Realtyco.. Inc. for license to store underground 1000 gallons of gasoline and above ground capacity for seven trucks at 20clark Street, Mr. Finneranmotioned license be granted. The motion was seconded byww.~Sutcliffe and voted unanimous. GASC~INESTORAGE Emile A. Qiard Upohnmotion of MrYFinneran seconded by Mr. ~a~ct~fe and voted unanimous, license was granted for underground storage of 5~0 gallons of gasoline at 130 Appleton Street. Application for such was made by Emile A. Giard of same address. JUROR DRAWN Town Clerk John Lyonsappearedfor the drawing~ of a Juror for Salem Superior Court, Civil Business, on January 5, 1959. Mr. Finnaran drew the name ofMr. Warren Stauwood, 2-13 Marblehead Street,.a salesman for Whitworths Sporting Goods Store. The board directed Mr. Stanwend be so notified. LAKE COCHICHEWICK - Colgate Property Chairman Finck read letter from Atty. Allan R. Kingston in reference to the Town o£ of North Andover land taking of C~lgate property adjoining Lake Cochichewtck. It was directed that the matter be referred to Atty. Charles Trembly, Town Counsel in respect to this land taking. STREET LIGHTREQUEST AttM. Anthony J. Randazzo requested a street light be installed at the corner of Main and Russell Sts. The board directed the electric company be requested to make a survey of the location for improved street lighting. BUILDING INSPECTOR Mr. Bannon appeared before the board to ask if the report from the Building Inspector had been received. This was in reference toformer complaint from Mr. Bannon on his difficUlty in obtaining a building permit. Mr. Finckstated Mr.'Barmen had applied for his permit at a time when Mr. Lawlor was in' poor health and during the perlodwhen his daughter, who assists him, was in the hospital. Mr. Finck stated thismatter could not be helped due to the extenuating circumstances. Mr- Barmen there was considerable delay in the building efhis house due tothese extenuating circumstances. SG{OOL CR~SING GUARDS Atty. Randazzo appeared before the board as Chairman of the Safety Committe of''~ the North Audever Teachers Council to ask the Board of Selectmen to start a stSdy program and initiate action as soon as possible that an article may be included' in the Town Warrant for next annual Town Meeting. He stated the protection and safeguarding of children was a most worthwhile project. Chairman Finck stated the problem is mow one of mechanics in setting up the program in time~ for ~Town Me&ting and suggested a meeting take place in the near fu.ture with all the ~ necessary departments. Mr. Sutcliffe motioned the meeting take place next ~ ' '~'/ Monday .night with Alderman Scanlon, Patrolman. Moynihan - of Lawrence and the . Advisory Board, Chief McKee and Officer Lawlor. Mr. Randazzo was invtted~to attend and he requested Mr. William Andrews, President of the Council be in- eluded. Mr. Finck stated a representative of St. Michael's School should also be included. School Sup't. Douglas A; Chandler will also be invited. The meeting will take place at 8:30 P.M. STREET LIGHTING The Board of Selectmen voted to accept the reconneudation of Merrimack-Essex Electric Company for improved street lighting in the vicinity of Old Clark~St. Nemlock Street and Cazney~s Corner, with one exception~ That only one light be installed on Old Clark Street instead of the two recomended; RECREATIONAL COUNCIL Mr. McEVOy appeared before the Board of Selectmen to state he had received the identification cards for Brooks School Skating Rink. He added Mr. Ashburn had suggested ~the townspeople using the rink be charged a small fze' to defray the e~pense of making up the cards. The Board of Selectmen upon recom~eudation' of*' ' Mr. McEvoy decided no fee be involved. Mr. McEvoy stated the article was; set up to include the cost ofpthe cards. It was noted the rink would open December 11. It was also noted the schedule of hours avai/able to the townspeople had been change~ with ~z~yrS~day afternoon a~ailable during the day. LAWRENCE GAS CCEPANY Upon motion by Mr. Finneran seconded by Mr. Sutcliffe and voted unanimoms, per- mission was granted the Lawrence Gas Company on the follosing requests: to exa~ cavate on Mifflin Drive to install gas service for J. Troia; to excavate on Woodbrtdge Road to install a gas main and gas service *.or Mr. McAlocn; to ex- cavate on Spruce street to install a gas main and service to Mr. Pappalardo. GROUP INSUBANCE The Board accepted letters from the Prudential Life Insurance Company and Blue Cross - Blue Shield relative to board request for information on dividends to the town on the group insurance policies. The companies stated they would investigate the matter and advise the town in the near future. C~VIL DEFENSE The board received a request for a form letter signed by the board from Dewey A. Dyer, Director of Civil Defense, in reference to ~vtlrD~enset~p~attons Plan for North Audover. The Selectmen stated they wouldlike to see the plan before signing the letter. LAWRENCE AIRPC~T CC~ISSION Chairman Finck read letter from the Lawrence Airport Commission in reference to the lack of town representatinn at their recent meetings. The board suggested copies of said letter be sent to Mr. Morkeski and Mr. Greeley, North Andover Liaison Officers to the Lawrence Airport Commission, and state that if they so not intend to attend these meetings to so inform th~s board.
