REQU..~T FOR PERMIT TO SHOOT FIREAP~B ON SLU~DAY
Nr. Robert Anderson of Great Pond Road appeared before the board to request a
permit to shoot firearms on Sunday. Chairman Ftnck checked the law and assured
board it was discretionary to the Board of Selectmen to issue such a permit.
Mr. Anderson stated the area involved would be off Styles Street, No. Andover.
~.~. Sutcliffe mentioned he had received a call from a Mr. Haines of Methuen
who stated his objection to the land being used for such purpose as h~ intended
to move into the area next June and he had two children. ~. Fi:meran asked
Mr. Anderson if he had a plan of the area and Mr. Anderson drew a sketch of
the general location. Chairman Ftnck stated he ~mmld prefer to take the
matter under advisement and investigate the area before taking action on the
zequest. The board agreed to this suggestion and Mr. Anderson ~ms asked to
return next week.
RIDING AOAD~Y- Horse Shows
Mr. Proulx of the Andovar Riding Academy, North Andover, requested the board
grant him a license to hold Horse Shews on Sundays, April 19, 1959, May 2~,
June 28 and October il. Mr. Finneran motioned permission be granted. Mr.
Sutcliffe seconded the motion. Discussion took place on the opening hour of
the shows and Mr. Finck stated he ~uld look into the law regarding Sunday
ho~rs.
DEPARTMenT OF PUBLIC WORKS
(2~irman Finck read letter from the Department of Public Works relative to
board reques~ for early sanding on Osgood Street and ¥~ss. Ave. during icy
road conditions. The deaprtment assured the board the highways will be given
the necessary attention in the matter of sanding and plowing operations as
they relate to traffic volumes and hazardous conditions.
D~AR~I~T OF CORRECTION
· ~hairman Finck read letter from the Department of Correction in respect to
the purchase from said department of the new 49 state flags.
HIGHWAY SURVEYOR- Re: W. Stamp.
Chairman Finck read letter from Mr. Ira D. Carty, Hight*ay in reference to
overtime hours put in by Foreman Walter Stamp and asked for the Selectmen's
advise in respect to method of paying Mr. Stamp since he was on salary rate
without overtime provisions. It was noted by the board that there was no re-
commendation in Mr. Carty's letter in respect to this matter or reasons for
such, as requested in former letter from the board to Mr. Carry. The board
directed Mr. Carty be advised no action can be taken by the Board of Selectmen
until such time as bis recommendation is received.
BOAHD OF EPPEALS
The board received notice from the Board of Appeals of hearing on February 9,
8:00 P.M. in reference to Carmelo Marine request for variation of the Zoning
By-Law. The board noted an error in the street mentioned in the notice and
advised the error be called to the attention of the Board of Appeals.
TC~N A CCOLV~ZCNT
Miss Mary T. Finn, To~.m Accountant asked for vote of the board in regard to
earring over into t~he year 1959 Article 6, June 9, 1958 which appropriated
money for Safety Police Officer and Ele ction Expenses. Upon motion of Mr.
Finneran seconded by Mr. Sutcliffe and voted ~uanimoms, the board voted
the article be ~arried over into 1959.
B~LL - Dr. Lindsay, Veterinarian
Chairman PLuck exp!ain~d bill received from Dr. Lindsay, Veterinarian, in re:
to a stray dog run over by ~rm. McKeller and delivered to her brother, the
veterinarian, for trectment. The board agreed to table the matter for the
time being until ~. Finck had looked into the legality of such a bill.
DANCE B~NDS - Musician's Union
~. Sutcliffe mentioned Mr. Griffin of the Lawr~ce Musicians Union had offered
the Town of North Andover t~ dance bands at no cost to the to~. .Mr. Finck
asked if the matter was not for the School Department. Mr. Sutcliffe stated
the School Department had refused the offer. Mr. Sutcliffe then suggested
turning the matter ~er to the Co,unity Centers, Ymc. and the Recreational
Council for consideration. Both groups to get in touch ~rith Mr. Griffin or
Mr. Sutcliffe. The board agreed to this suggestion.
P~RSONNEL BOARD
~. Finneran mentioned the tx, departments working a 45 hour week and stated
Mr. ~rm had promised the departments a reduction to the 40 hour week. The
report of the Personnel Board was read showing the board was currently work-
ing on a method of reducing the work week in the Tree Department and Board of
Public Works.

The Board of Selectmen met on this date with all members present and Chairman
Ralph E. Finck presiding. The' meeting commenced at 7:30 P.M.
HFARING - Joint pole Location
Joint petition ~Y Merrimack-Essex Electric Company and New England Tel. & Tel
Co. for placememt'of seven poles on Boxfo~d Street was heard by the hoard at
this time. Mr. Antoni Czelests, an abutter, stated he did not ~ant any .pol~s
located too near his drive~a2s at 169 and 193 Boxford Street. Mr. J. Casey
of New England Tel. & Tel. Co. assured the board this ~ould not take.place.
Upon motion of Mr. piuneran seconded'by Mr. Sutcliffe and. voted unanimous, per-
mission was granted subject to Mr. Czeleste's request.
JUROR DRAWN
To~n Clerk John J. L~ns appeared for the drawing, of a Ju~zr for March 2, 19%9
sitting of Salem Su~prioz Court. Mr. Sutcliffe drew the name of Mr..William
Mackie of 33 Maple Avenue. The board directed Mr. Mackie be so advised.
BOSTON & F~NE PETI~ON - North ~ain Street Crossing
The board accepted a.copy of petZtiun of Boston & Maine 'Railroad before the
Department of.Public Works for discontinuance of the grade crossing at North Main
Street, North Andover,
STREET LIGHTING
Chairman Finck readnotice of installation of.,a .1000 lumen, light on Eilk Street
by Merrimack-Essex Electric Company. The company also asked what further in-
formation was desired in respect to lights in the vicinity of Dr. Elias res-
idence on Great Pond Read. The board directed the~ company be advised to in-
stall a 1000 lumen light on Great pond~Road'as, near as possible .to the res-
idence of Dr. ELias.
E~SEX CODI~TY RETL~T .BOARD
Chairman Finck read letter from the Essex County Retirement Board relative to
application by George L. Eane, employee in the Highway Department, for
annnation Re~irement effective February 5, 19~9. The letter advised Mr. Eane
should therefore not appear on the Town Pay Roll subsequent to such date. A
copF of Said letter was sent to the Tows Treasurer.
INVITATION- Post Office, Clerks Spiritual Sunday . -
Chairman Ralph E. Finck received an invitation .from the-National Federation of
Post Office Clerks, Local 366, to their annual Spiritual Sunday on' February 1~.
Mr. Sutoliffe motioned the chairman attend. Motion seconded by Mr. Finneran
and voted unanimous.
UNDERGROUND STORAGE- Fuel Oil
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted.unanimous,
hearing was set for March 2, 19S9, at 8:00.P.M. on application by Mr. Leonard
Oates. for underground storage of 6000 gallons of No. 2 Fuel Oil at rear
%0 Linden Avenue.
GREAT POND ROAD & OSGOOD STREET - Traffic
The board accepted a letter from Mr. Fessenden Wilder of Rrooks School which
conditions at the intersection of Great Pond Reaa
BOARD ~F APPEALS .
The board received a corrected notice of public hearing in respect to applic-
ation by Carmelo Narino for a variance of the Zoning By-Law.. Public. hearing
will he held on February 16, 19%9.
BOSTON ~ S~ AREA
Chairman Finck read into the minutes copy cf Howar~ M. Tho.rosen letter to the
Planning Board in which objection is made to the manner in which the Boston
Hill Ski Area is being conducted. Letter questioned whether, or not present
operations were in violation of the Zoning By-Law..

Letter from Mary C.' Lacy~ 37 North Main Street, made clain against the to~
for damages received on January 1~ 1959 when she sli~ed and fell on the
ic~ road. Letter claimed the street was not sanded at tine of accident.

Mr. George W. Henderson of .Great Pond Road appea~ed before the Board of Selectmen
on his application for a permit to discharge firearms on Sunday. Mr. and Mr.
Raines of Methuen appeared before the board in the interest of this matter as
they intend to move into the area where Mr. Henderson intends to erect his Skeet
Shoot and targets - off Styles Street, North Andover. Mr. & Mr. Haines have .tmo
