HomeMy WebLinkAbout1959-02-20February 20, 1959 All members were present at this meeting of the Board of Selectmen which took place on this Friday afternoon at 4:45 P.M. instead of the usual Monday evening due to Washington's Birthday being celebrated on next Monday. JUROR DRAWN In the presence of Town Clerk John J. Lyons, Mr. Finneran drew the name of Mr. Philip Clark to act as Juror at the Salem Superior Crimminal Session on March 16. The Board directed Mr. Clark be so notified. APPLICATION FOR INCORPORATION Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, the board certified character of Mr. Charles Dow, 114 Academy Road, on application for tn- corporation filed with the Secretary of the Commonwealth under the name of Porsche Club of America, Northeast Region, Inc. JOINT POLE LOCATION Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, petition' by ~errimack Essex Electric Company and New England Tel. & Tel. Co. for Joint owner- ship of existing pole locations in the Town of North Andover, was granted. DAMAGE CLAIM Saz=~ vs Fire Chief Chairman Finc~ eead letter from Atty. Albert A. Davis in reference to Mrs. Samms claim for damages received to her car when in an accident with Fire Chief James P. Daw in Boston and referring to estimated bill for repairs submitted to the ,Board of Selectmen on January 14, 1959. Mr. Finneran motioned the matter be tabled due to the dis~epencies in estimated bills for repair. Mr. Sutcliffe seconded the motion and the vote was unanimous. MASS. SELECTION'S ASSOCIATION - Sales Tax Chairman Finck read letter from the Massachusetts Selectmen's Association request- ing support of the proposed sales tax before the legislature. Mr. Philip Sutcliffe stated he ~anted to go on record as being opposed to the sales tax. 6OVE~NOR'S RECEPTION - ~all of Flags Chairman Finck stated he will attend the Governor's Reception at the Rail of Flags, State House, on February 23, 1959 at 10:00 A.M. BOARD OF P~BLIC WORKS Chairman Finck read letter from Mr. William B. Duffy relative to the purchase of Federal government surplus equipment through the office of Civil Defense. The board suggested a meeting be held on Narch 9, 1959, to which Mr. Duffy and Mr. Dewey Dyer, Civil Defense Director, be invited for the purpose of discussing the matter. POLICE DEPARTmEnT Due to the retirement of present Chief of Police, Alfeed R. }~cKee on February 2~, 1959, the board voted unanimously to appoint Sgt. Richard S. Hilton as acting chief until such time as a new chief is .appointed from the Civil Service certi- fied list. ~ March 2, 1959 The Board of Selectmen met on this date (Election Day) with all members present and Chairman Ralph E. Finck presiding. Returns from the precincts received previous to the end of this meeting showed present board members Ralph E. Fin=k, Philip Sutcliffe and William A. Finneran had been re-elected as the. Selectmen of the Town of North Andover. This meeting commenced at 7:30 P.M. Mr. and Mrs. Wilbur FmA~ey appeared before the board to protest action of the Merrimack-Essex Electric Company and North Andover Wiring Inspector in not approving the re-wiring of his home. Mr. Harvey stated the electric company had made changes in the specifications required initially and the Wiring Inspector had refused to issue him a permit. Mr. Harvey stated he felt Mr. Thompson had exceed- ed his authority in this matter. The board advised Mr. Harvey the Merrimack-Essex Electric Company and Mr. Thompson, Wiring Inspect~ would be asked to submit a report on their reasons for not approving the wiring Job and that Mr. Harvey wottld be contacted on the matter. ~DERGROUND STORABE Fuel Oil The board viewed application by Leonard Oates for underground storage of 6,000
