Upon motion of Mr. Finneran, seconded by Mr. Finck and voted unanimot~ the license was granted. DEPARTMENT OF PUBLIC WORKS - Osgoed St. & Great Pond Road Chairman Finck read letter from the Department of Public Works in reference to the traffic p problem at the intersection of Great Pond Road and Osgood Street. The letter stated consideration for any changes at this intersection are being withheld pending further study of the highway construction program in the general area. The board directed a copy of the letter be sent to Mr. Fessendem Wilder, Brooks School, as the board had assured Mr. Wilder he would be kept advleed on this matter. STREET LIGHTING - Mablin Avenue Recc~m~endations for improved street lighting in the vicinity of Mablin Avenue by Merrimack-~-~ Electric Company were adopted by the board upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous. The board accepted notification from Merrimack-Essex Electric Co. of street light installed on Great Pond Road near residence of Dr. Elias. APPOINTMenT - Chief of Police Chairman Ralph E. Finck read Civil Service certified list of persons eligible for appointment to Chief of Police in the North Andover Police Department. Names read in the order shown on the llst were, Norman Fleming, Russell F. Dunnelly and Joseph W. Lawlor. Selectmen Sutcliffe made a public statement for the records, appealing to the persons who did not receive the appointment to co-operate with the one elected. Mr. Sutcliffe then no~-ted .~gt, Fleming. Hr. Finneran then nominated Joseph Lawlor and Chairman Ftnck seconded this nomination. Mr. Sutcliffe made the vote unanimous and stated he wished to go on record as also nominating Sgt. Donnelly. The board then voted to have the new chief sworn in immediately. He ~s called and reported to the Selectmen's Office · In the presence of John J. Lyons and the Board of Selectmen and interested parties, Joseph W. Lawlor took the oath of office and officially became 'Chief of Police of the Town of North Andover, all subject to the approval of the Division of Civil Service. Chief Lawlor received con- gratulations from all present. REQU!SITIO~ - New Patrolman Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted vm, uimous the board made formal requisition for a Regular Patrolman to fikl the vacancy created by the appointment of Joseph W. Lawlor to Chief of Police. The board requested Civil'Service submit the list of those awa~a~te eligible to this appointment as soon as possible. CC~PLAINTS - Closing of Polls Many residents appeared before the board to protest the c~lostng of the polls at 7:00 P.M. when newspaper accounts mentioned 8:00 o'clock as the closing time. Chairman Finck stated the board wished to give every voter an opportunity to vote in directing the polls remain open until 8:00 P.M. but since two candidates pro- tested the extension of time the polls then had to be closed at 7:00 P.M., as stated in. the Warrant. Chairman Finck added an act of validation by the State Legislature was all that was necessary in allowing the polls to remain open until 8:00P.M. Mr; Sutcliffe referred to the newspaper item stat2ng action of the Board of- Selectmen at special session of this date to keep the polls open until 8:00 P.M., and stated he knew of no board meeting today on the matter ~fpolling hours for this date and added he felt the matter a disgrace to the board. Chairman Finck and)tr. Finneran stated they knew of no special meeting of this board and had nothing to do with the newspaper article. March 9, 19%9 The Beard of Selectmen met on this date withallmenberspresent. The board will reorganize at this meeting, appointing chairmen and officers to the %hree boards. Mr. Arthur L. Barr of Brooks School sat in on this meeting of the board as an observer'for educational purposes. DRAW JUROR Town Clerk John. J1 Lyons appeared before the board with the juror box and Mr. Sutcliffe drew the name Margaret M~ynard, 5% Maple Avenue, Housewife, for the April 6, 19%9 session of Salem Superior Court (Civil business). The board direct- ed Mrs. Maynard be so notified. POLE LOCATION The board viewed petition of New England Tel. & Tel. Co. and Merrimack-Essex Electric Company for permission to locate two poles on Innis Street. Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, hearing was set forM arch 23, 1959, at 7:30 PJM.
