(Mr. Sutcliffe at work) Appointment took place on this date to enable Chief Lawlor to serve a Juror summons. March 12, 1959 SNOW P~NOVAL ~NERGENCY On this date, at 12:~0 o'clock P.M., per request of Highway Surveyor Ira D. Carry, the Board of Selectmen declared a Snow Removal ~ergency. Narch 16, 19%9 The Board of Selectmen met on this date at 7:30 P.M. with all members present and Chairman PLuck presiding. n, wL SERWiCE- Appointment Nr. PLuck read Civil Service certified list for appointment' of one permanent patrolman to the North Andover Police Department. Hr. PLuck stated Hr. Leo Galeazzi, first man on the list, had not reported to ~ as to whether or not he would accept the appointment hut that other members on the list bad stated their willingness to accept. Hr.$utcliffe mentioned he.bad talked with Hr. Galeazzi on the phone and he bad stated he did not want to refuse or accept. Mr. Finseran and Nr. ~Sk agreed Hr. Galoazzi bad refused the appointment by not reporting to the chairman within the time required on the notification form. Mr. Fiuneran motioned Mr. Ernest A. Roberts, second in line, be appointed to position of permanent patrolman in the Police Department+ Hr. Sutcliffe seconded the motion and the v~te was unanimous. CIVIL SERVICE - Requisition ., Mr. Finnerau motioned.requisition be made to Civil Service for the certified. ~t of those eligible for appointment of one additional patrolman in the Police Depart-. merit as voted at Annual Town Meet~j. Hr. Sutcliffe seconded the motion and the vote was unanimous. . , A letter from the Board of,HeAlth calling.attention-of the Selectmen to attache~' new rules and regulations for food establishments was accepted by the board. It was directed that the Building Inspector be forsmx~ed a" copy of the same. ~'AEE DEPAR~N~T Fire Chief James P. Daw appeared before the board to request the Selectmen .re- appoint the same committee, to continue their stndy of a proposed new Fire . Station in the .vicinity of the Old ~enter. Hr. Finneran motioned the same" committee be re-appointed. Hr. Sutcliffe seconded1the motion and the vote Dtssussien took place as to how the departments under ~ivil Service list the ~% cost of living inceease 'in their report of salary increases to Civil Service. Chief Daw stated he bad listed his increase under cob-,~ 2. ~zlrman Finck stated the increase was temporary and did not effect basic salary rates and therefore should 'be listed under column 4, as a temporary increase or bonus, ~ beard directed Civil Service be contacted on the matter to make certain of of the correct procedure. TGSN C~airman Finck brought up matter of insufficient funds raised for operation of the to~m dump as stated by the Highway Surveyor at town meeting. Mr. PLuck cmmaented that since the Board of Health hasn't seem fit to accept the respons- ibility of the proper function of the S~_~tary Disposal Sit%and the-High~ Department bas !m_~mfficient money in its budget for such, a conference should be set up bet~men the Selectmen, The Board of Health and the Highway Surveyor to determine the action to be taken. Hr. Sutcliffe motioned the meeting take place ~enday eve~, March 23, 19~9, at 8:30 o'clock. 'Hr. Finseran seconded the motion and the vote was unanimous* T(~N REPORT John Lyons, Town Clerk, reported to the board that only 25 copies of the Annual Town Report were left and that he may possibly have need of at least 25 more. Hr. $utcliffe motioned the heard get in touch with Spaulding-Hoss to see if~ ~t was possible to order additional copies and hew much they would cost. Hr. Finneran seconded the motion and the vote was unanimous. P~ICE DEPARtmENT The board discussed the calling of bids on the new police cruisers and agreed the specifications should include estimates on standard and automatic tr~_n~- missions. Nr. Sutcliffe seconded Mr. Pinnsran's motion that the color Be black and the vote was unanimous. Mr. Finneran then motioned bids be advertised to be accepted Narch 30, 19~9 at 8:30 P.M.. The vote was unanimous with Hr. Sutcliffe seconding the motion.
