Th~ motion was seconded by Mr. Sutcliffe and voted unanimous. P~LICE DEPARTMENT The Board of Selectmen voted unanimously to send a member of the Police Department to police shhool annually beginning this year. This meeting convened at 10:30 P.M. March 30, 1959 THe Board of Selectmen met on this date with all mambers present and Chairman Ralph E. Finck presiding. This meeting commenced at 7:30 P.M. CIVIL SERVICE - Appointment Perm. Patrolman Chairman Finck stated Mr. Galsazzi had contacted him to state he didinot want to accept or refuse the appointment or lose his status on the. list. Mr. Finck stated he gathered Mr. Galeazzi was not interested in being appointed at this time. Mr. Sutcliffe motioned Mr. Edward T. Su~_livan, second man on the list, be appointed Permanent. Patrolman in the North Andover Police Department. Mr. Finneran seconded the motion and the vote was unanimous. Mr. Sutcliffe then motioned Civil Service be requisitioned for a certified list of those eligible for appointment to the Reserve Force and also request an examination for Reserve Patrolmen take place as soon as possible that a new list may be established due to the fact that there is but one name remaining on the Reserve List. Mr. Finneran seconded this motion and the vote was unanimous. OVERTIME PAY- Walter Stamp Mr. Walter Stamp appeared before the board stating an error appeared in the news- paper concerning the amount of overtime pay he was to receive and asked correct- i~n be made to read $2.00 per hour overtime instead of $3.37 as printed. He mentioned he had received many telephone calls questioning this amount and that it should be made clear to the townspeople. Chairman Finck asked if the amount of weekly sa2ary broken down would not amount to $3.37 per hour. Mr. Stamp answered '~o, since I also work on Saturdays." Mr. Stamp stated the $2.00 per hour was an agreement between the Selectmen and Mr. Carry. Mr. Finck stated this matter was not brought up by the Selectmen but was questioned by another person.' Mr. Stamp stated this matter was brought up at a meeting of the Personnel Board at which time statement was made that overtime pay for Mr. Stamp may be considered at some future date. Mr. Finck stated that at no time had the By-Law been amended in this respect and.repeated his feeling on the matter as voiced at previous meetings. Mr. Sutcliffe reminded those present the matter had now been turned over to Town Counsel. SURPLUS SUPPLIES Mr. Stamp stated he had looked into the matter of surplus e~mipment and stated there is a depot in Pennsylvania where ~a~ge equipment may be purchased. Mr. Finck asked if Mr. Stamp had talked to the Civil Defense Director. about the matter and referred Mr. Stamp to Mr. Dysr. Mr. Sutcliffe stated he weald be glad to make an appointment with Mr. Dyer for Mr. Stamp. MASS. N~RTNEASTERN TRANSPORTATIO~ CO. C~airman PLuck read the amended petition submitted by the Mass. Northeastern Transportation 0o. requesting a license to operate motor wehicles on Osgood Street from the Western Electric Company to the Haverhill line. Mr. Finck stated inview of the present local situation between Eastern Mass. Street Ry. and the Trembly Motor COach Service, he felt the petition before the board should be discussed with a represen~ ative of the company. Mr. Sutcliffe motioned a letter be sent to the Mass. Northeastern Tranasportation Co. requesting a company representative me~t with the beard to discuss their position on this matter. Mr. Finneran seconded the motion and the vote was unanimous. EASTERN MASS~ STREET RY. Chairman Finck brought up the matter of Eastern Mass. Street Ry. having pet- itiened the D.P.U. for a transfer of their local franchise to the Trm~bly Motor Coach Service of Andover. Mr. Finck stated it is his feeling the board should communicate with the Department of Public Utilities requesting a speedy hearing be held on this petition but that the feelings of the board should be held until such time as the hearing takes place. Mr. Sutcliffe made this a motion which was seconded by Mr. Finneran and voted unanimous. DEPARTMENT C~ Public Works Chairman Finck read letter from the Department of Public Works notifying the beard that said department will install a pedestrian actuated traffic signal March 30, 1959 - continued: at the intersection of Massachusetts Avenue and Waverly Road. Mr. Sutcliffe stated his approval and the board accepted this decision of the Department of Public Works. STREET LIGNTTNG ~hairman Finck read Merrimack-Essex Electric Company recommendation for improved street lighting in the vicinity of the Stahley residence at 26 Hemlock Street. Upon motion of Mr. Satcliffe seconded by Mr. Finneran and voted unanimous, street light will be installed on pele45~3 as reco~m,~ended. PETITION- Removal of Poles Chairman Finck read New England Tel. & Tel. Cm. petition for the removal of poles on Johnson and Chestnut Street. Upon motion of Mr. Sutcliffe seconded by Mr. Firmeran and voted unanimous, said c~any was granted pemission subject to provision that residents of the areas involved have uninterrupted s~Tvice. PR(P~AL TO OPERATE TG~N DUMP Chairman Finck read proposal from Emile A. Giard to take over operation of the Town Dump for $3900. per ysar. with his owa dozer, or $3600. per year with use of the To~n 'Dozer. ~irman Finck stated any talk of persons wi~l~ng to take over for salvage purposes must have been s.tric~ly, rmaors. Upon motion of Mr. Sutcliffe seconded by Hr. Finneran the board voted unanimously to refer the proposals to the Highway Department and Board of Health. Mr. Finck stated after giving the matter considerable thought and in order to break the deadlock he felt it ~was his duty to second the nomination of Mr. Demonic Bonanno. The vote was uranimons. SPECIAL pC~ICE u~'~ICERS Mr. sure,fire motioned all Special Police Officers, with the exception of those deleted from the list, be reappointed for the year. This motion was seconded by Mr. Finneran and voted unanimous. Added to the list were WilLiam C. Lafond, Ernest Bryson of 16 E. Water Street and Alfred H. McKee. CALL FOR BIDS -Police ~uisers · Bids on two new police cruisers were submitted by Shawsheen Motor Fart, Inc. and and Woodworth Motors, Inc. The bids as opened and read by Mr. Finck were as follows.- . Shaweheeh Motor. Mart, Inc: Automatic Transmission: $2550. Standard: $~2~0. Woedworth Motors, Inc.: " " $2§12. " $2502.26. Mr. Sutcliffe. motioned the purchase he awarded to Shawsheen Motor Mart, Inc. for their !ow~bid of $2550. which includes automatic transmission. Mr. Finneram seconded the motion and the vote was unanimous. The board directed the company be reminded the cruisers wfll be black +.~ year.
