The Board of Selectmen met on this date with all members present and Chairman
Ralph E. Finck presiding. This meeting commenced at 7:30 P.M.
GRAVES. REGISTRATION 0FFI CEE
~r. Louis Saunders, Graves Registration Officer, submitted an estimate of $386.20
for expenses deemed necessary to purchase grave markers, etc. connected with the
care of veteran's graves. The board directed the estimate be referred to the
Advisory Board that an expense appropriation may be set up for th~.~ purpose.
SURFACE WATER DRAINAGE
Mr. John Musumarra, 241 Waverly Road, appeared before the board to request some
action be taken in respect to surface water drainage at the corner of ~ss~cA~.
and Waverly Road. A meeting was set for April 20, 1959 at 7:45 P.M. to which
Mr. Ira D. Carty w~ll be invited to attend for the purpose of discussing a means
of correcting this situation.
DERART~ENT OF PUBLIC UTILITIES
The board received a notice of hearings to be held on April 23, 195~ in the
hearing Room of the Department of Public Utilities, State House, Boston, re!-
ative to the petition of the Eastern Mass. St. Ry. Co. for a trans~or of its
local bus franchise to Trombly Motor Coach Service (hearing at 10:00 A.M)0
and petition of Mass. Northeastern Transportation Co. for a license to
operate motor vehicles over certain routes previously operated by the Eastern
Mass; St. Ry. Co. ( hearing at 2:00 P.M.)
CIVIL SERVICE
Chairman Finck read letter from Civil Service requesting a clarification of
statement by Nr; Galeazzi in respect to appointment of a Regular Patrolman
in ~the Police Department. Latter stated Mr. Galeazzi had reported his will-
ingness to accept the appointment; whereas, Mr. Ga!eaxzzi had reported to Mr. Finck
that he could not accept but did not wish tollose his priority on the list.
Chairm~n Finck stated he would call Mr. Galeazzi on the matter and make
clarification to C~vil Service.
FIRE DEPARTMENT
Chairma~ Finck read letter from the Andover Board of Selectmen relative to
· their appreciation for the assistance rendered the Andover Fire Department
by the North Andover Fire Department through the mutual aid program at a
recent fire at the Reichhold Chemical Plant in Andover. Mr. Finneran motioned
a copy be referred to the Fire Department for their records and an expression
of appreciation by this board be included. Mr. Sutcliffe seconded the motion
and the' vote ~as unanimous.
LAmP, NeE GAS COMPANY
Chairman Finck read requests from Lawrence Gas Company for permission to excavate
800 feet on Elm Street to install a gas main, and to excavate on Johnson Street
to install §as service for Sherman Locke and Wendell Dillon. Mr. Finck suggested
a meeting be held with a representative of the Gas. Co and contractor, if any,
'~ Highway Surveyor and Sup't. of Public Works to discuss manner in which the job
is. to be done and the condition of the road at completion. Mr. Fimmeran motioned
the applications be tabled pending a conference at 8:00 P.M. on April 20, 1959
with the above mentioned representatives of Gas Company and Town Departments.
Mr. Sutcliffe seconded the motion and the vote was unanimous.
LAWRENCE AIRPORT CG$ffSSION
Chairman Finck read letter from the Lawrence Airport Commission to Chief Joseph
W. Lawlor commanding Sgt. Donnelly and Officer Dashame for their excellent in-
vestigation of the malicious drainage at the Condon Airport and their prompt
eprehension of the persons responsible for the dsmage. 2he board accepted
this correspondence. Mr. Finck stated in reference to the Airport Commission,
he had received many cc~$aints from abuttors to the airport of property
damage due to faulty surface water drainage from the airport area, espec-
ially since the construction of the new buildings. Ym. Sutdliffe motioned a
.letter be sent to the Lawrence Airport Commission, copies of same to the
N.A. Liaison Officers to the Airport, requesting property owners be compen-
sated for such damage. Mr. Finneran seconded the motion and the vote was
unanimous.
POLICE DEPARTMENT
The board agreed it was a pleasure to see a Police Officer patroltng the Main
Street ares and that such was worth~ of comment at this time.
HARVEY WIRING COMPLAINT
The board accepted a letter from Mrs. Wilbur Harvey stating the appreciation
of Er. and Mrs. Harvey for the smoun~ of time the Selectmen had given their
problem regarding the rewiring of their home.

DAMAGE CLAIM
Chairman Finck read reports from the Police Department and Highway ~Department
relative to damage to car owned by Mr. Thomas Stack of Buckingham Road. Report
from Bgt. Hilton stated Mr. Stack had decided to withdraw his claim for damages
and that his own insurance company would take care of repairs to his car.
INVITATION- V.F.W.
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, it
was agreed the board would make every effort to attend the joint installation of
officers of North Andover Post 2104 and Ladies A~.~lliary, Veterans of Foreign
War~s, on April 18, 1959, at 7:30 P.M.
APPLICATION - Fish & Game Officer
Mr. Finck' read application by Mr. George A. Carey, 60 Main Street, for appointment
of Fish & Game Warden for the Town of North Andover. Mr. Finck suggested the
matter be tabled until such time as the board has an opportunity to look ifito
the !rows regarding this appointment.
POLICE DEPARTMENT
Chairman Finck explained the present telephone se~-up in the Police Department
involving two separate private lines with two separate numbers, only one listed~
Mx. Finck stated Chief Lawlor recommends consecutive numbers be installed that
calls may come through on both lines and that both numbers be Iisted.· Mr. S~tclif~e
motioned the numbers be changed as recommended. Mr. Finneran seconded the motion
and the votedwas unanimous.
CROSSING GUARDS
Patrolm~ Frank Dushame, School Safety Officer, informed the board that~ms.
Larry Cadogan, 100 Dale Street, had resigned as an Intermittent Reserve Crossing
Guard. Upon motion of Mr. Finneran seconded byMr. Sutcliffe and voted unamim-~
ous, the board accepted Mrs. Cadogan's resignation with regret.
STOP SIGNS - Stevens Corner
Chairman Finck stated due to the displeasure of many persons, including the'local
Police Department, over the present set-up of Stop Signs at Stevens Corner, he
had contacted the State Department of Public Works, ~egistry of Motor Vehicles,
State Police and local police department to meet with him' at Stevens Corner
on Wednesday efternoon, April 15, 1959, at 2:00 oclock, to discuss the re-'
location of the Stop Signs. Chairman Fimck added in the event the State will
do nothing about the situation he will take the matter to court. Mr. Finneras
stated he will reserve a statement until the result of the conference is heard.
NATIONAL LIBRARY ~EEK
Chairman Finck read proclamation by the Board of Selectmen paying tribute to
National Library Week. Said proclamation posted by the Town Clerk in various
conspicuous places throughout the Town.
DEPARtmENT OF Public Works
Mr. Sutcliffe motioned a letter be sent to the Department of Public Works
requesting they include the hot-~opping of Massachusetts Avenue in their
currant maintenance program. Mr. Sutcliffe stated the eonditionOf the high-
way warrants considerable immediate attention. Mr. Finneran seconded ~e motion
and the vote was unanimous.
MASSACHUSETTS NORTHEASTERNTRANSP. CO.
Mr. J. Arthur Ollis, General Manager of the Mass. Northeastern Transp. Co.,
appeared before the board to request the license submitted by the board at
last meeting on Selectmen,s stationary be transferred to a General Licer. se
form. He stated this was a request of the Department of Public Utilities.
Mr. Finneran stated since the wording on the license form was the same as in
the letter, he had no objection to the request. Mr. Sutcliffe .motioned the
license form be sig~ed. Mr. Finneran seconded the motion and the vote was
unanimous.
STREET LIGHT R~UESTS
Mr. Finneran stated he had received a request for street lights from Mr. Bevans ·
of 32 Rosedale Avenue and Mr. Joseph Andre~katis of 554 Foster Street. M~.
Finneran motioned the electric company be requested to conduct a survey for
improved street lighting in the vicinity of the above mentioned residences.
RFSURFACING OF STREETS - Article 34
Mr. Finneran suggested that when the Selectmen meet withMr, carry at next
meeting, Mr. Carry be requested to recommend the streets to be hot-topped
this year. Mr. Finneran added that when this matter is resolved, Mr. Duffy
be so informed.
