HomeMy WebLinkAbout1959-04-17April 13, 1959 - continued: 451 TU..~N COUNSEL - Article 16 Mr. John Lyons, Town Clerk, was called before the board in the matter of amending the Town By-Laws following town meeting action regarding same. The board was assured by Mr. Lyons that the Attorney General had approved the amendments and tbat the amended By-Laws would bc published and posted within two days. Chairman Finck then set a meeting of the chairman of all boards and department heads, referred to in Article 16 of the 1959 Annual Town Warrant, to be held in the Selectmen's Office on Monday evening at 7:00 P.m. April .20, 1959, for the purpose of appointing Town Counsel. .APPOINTM~T - Special Police Officer Mr. Finneran motioned Arthur A. Thomson be appointed a Special Police Officer in the Town for one year. ~. Sutchiffe seconded the motion and the vote was unanimous. (Meeting adjourned at 9:00 P.M.) April 17, 1959 Due to the fact that Patrio=s Day, a legal holiday in the State of Massachusetts, is being celebrated on Monday, April 20, 1959, the Board of Selectmen canceled their meeting scheduled for this date and postponed all meetings so scheduled with the board to the following Monday evening, April 27, 1959. April 27, 1959 - TOW~ COUNSEL At 7:00 P.M., in the office of the Board of Selectmen, Ralph E. Finck, Chairman of the Board of Selectmen, James Dewhirst, Tax Collector, James Maker, Treasurer, James M. Barman, Chairman of the Planning Board, Joseph V. Sullivan, Chairman of the Board of Public.Works, Dr. Julius P. Kay, Chairman of the Board of Health, ~r.. Frank D. Ashburn, ChXirman of the School Committee, and John J. Lyons, Town ~.erk, appeared at a meeting scheduled for this time for the purpose of appoint- ing Town Counsal under Article 16 of the !959 Annual Town Meeting. Atty. Finck st. ated according to the Lawyers Code of Ethics it is not proper to solicit appointment and added he was disqualifying himself as a candidate for ~his position, due to the fact he is a Selectman and does not feel he should serve the town in both capacities. ~-fter a brief discussion of procedure for ~oting it was agreed to call for ndminattons and to vote by written ballot. Dr. Ashburn nominated Arnold Salishu~-y. The nomination w~s seconded by Mr. James Dewhirst. Mr. James Barman motioned Charles W. Trembly be nominated and w,~ 'Su!lm'~anr~otib~ed John Willis be nominated. Dr. Ashburn moved nominations .be closed and this was unanimously agreed to. Written ballots gave six. votes to Atty. Arnold H. Salisbury, two votes to Atty. Charles ~I. Trembly and one vote to Etty. John J. Willis. It was directed Arnold H. Salisbury be notified he was appointmcll~owppcou~s~l for the term of one yean. April 27, 1959 The Board of Selectmen met on this date at 7:30 P.M. with all members present and Chairman Ralph E. Finck presiding. CAN CER ~USADE Upon recommendation of John J. Lyons, Town Clerk and motion of Mr. Sutcliffe seconded by Mr.. Finneran, it was unanimously voted to hang the flag depicting the Cancer Crusade from the To~ BuiIding on Tuesday, April 28, 1959, the date of the Cancer Drive. JUROR drawn In the presence of John J, Lyons, Town Clerk, Mr. William A. Firmeran drew the name of Mr. Fred Angeloro, 142 Main Street, a shoe worker, as a Juror for the Superior Crimrincl Court to be held at Newburyport on May 18, 19~9. It was directed that Mr. Angeloro be so advised. ~AP~NG - Joint Pole Location Upon motion of Mr. Finneran seconded byMr. Sutcliffe and votedunanimous, permission was granted the Merrimack-EssexElectric Co. and New England Tel. & Tel~ Co. to locate one pole on Turnpike Street. PC~E LOCATION - Innis Street Mr. Bohnwagner of Innis Street appeared before the board to protest the pole recently installed on Innis street was too close to his driveway. Mr. Griffin of the Merrimack-Essex Electric Co. who was pmcsent at the above hearing assured M~. Bohnwagner that representatives of the company would meet at his home on %.Yednesday morning of this week to find a more satisfactory location of the pole.
