TREE HEARING
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, hear~
lng on the petition of Mr. Anthony Nicosia of 42 Second Street, North Andover
for the removal of two trees, was continued to next Monday due to the fact that
neither Mr. Nicosia or )~. Connors, Tree Warden, were present. Mr. Connors was
confined to his home due to illness.
D.P.U. NOTICE- Hearing postponed
The board accepted notice fremthe Department of Public Utilities of hearing post-
poned to April 30, 1959 at 10:00 A.M. on the Joint petition of Eastern Mass. St.
Railway snd Tromble Motot Coach Service for transfer of local bus francK/se.
D.P.U. NOTICE- Hearing Postponed
The board accepted notice of hearing postponed to April 30 at 2:00 p .M. on
petition of Mass. Northeastern Transportation Co. to operate motor vehicles
carrying passengers over certain routes in this area.
PLANNING DISTRICT C~ESSION
Chairman Fimck read letter from Mayor John J. Buckley of La~mence requesting
the Selectmen and members of the Planning Board attend a meeting on April 30,
1959, at 7:00 P.M. in the Lawrence C~ty Council Chember to discuss matters
relative to forming a Planning District Commission. Atty. Finck stated he
will attend. It was directed members of the North Andover Planning Board be
advised of this meeting.
DEPARTMENT OF PUBLIC WGRKS - Cor. Gr. Pond Rd. & Osgood St.
Chairman Finck read letter from the Department of Public ~orks stating the stop
sign located at corner of Great Pond Rd. and Osgood Street, North Andover, wins'%,
properly located and would not require relocation~ Mr. Finneran motioned a
copy of this letter be sent to Mr. Fessender Wilder of Brooks School ~h o had
imnittated this request. Mr. Sutcliffe seconded the motion and the vote was

CHAPTER 90 - Dale Street
Chairman Finck read certification by the Commissioners of the Department of
Public Works for payment by the Town of North Andover of $9,508.65 .to Martin
Mallet, Contractor, for work on Dale Street completed on October 6, 1958.
Mr. Sutcliffe motioned payment of this smount be held up and that ~he Depart-
ment of Public Works be asked for a clarification of this account before
such payment is made. Mr. Sutcliffe also requested information on the
present status of this contract. Mr. Finneran seconded this motion emi the
vote wes unsnimous.
D.P.W. ALLOTTNENTS - Chapter 90 Dale Street & Ch.apter 90 Maintenance
Chairman Finck read notification from the Department of Public Works of State
allottemnts to the Town under Chapter 90 for improvement of Dale Street and
for the maintenance of Chapter 90 Ro~ds. Mr. Ftnneran motioned a strong letter
be sent the Department of Public Works relative to the absurd and rediculous
delay of work on Dale Street. That such delay is holding up future Chapter
90 work in the Town of North Andover. Mr. Sutcliffe seconded this motion and
it was voted unanimously to carry out this motion and that copies of the
letter be forwarded to the District Highway Engineer and State Representatives
of this area.
REQUEST - Public Telephone Booth
Chairman Finck read letter from Mr. Arthur R. Murphy, 22 Beaconbtll Blvd.,
for a public telephone booth to be installed on Rout~ 114, between Wilsans
Corner and the Middleton Line. Mr. Sutcliffe stated Mr. Murphy's suggestion
excellent and motioned a letter be sent to the Ne~ England Tel. & Tel. Co.
requesting such an installation in that vicinity. Mr. Finneran seconded the
motion and the vote was unanimous.
NARIN0 PROPERTY
Chktrman Flnck read letter from Hildred and Eva Sharp, 149 Beverly Street,
stating favorable opinion of the six room house built by Mr. Marino on
Beverly Street. Mr. Finneran motioned the letter be referred to the Board
of Appeals. Mr. Suteliffe seconded this motion and the vote was unanimous.
NATIONAL LIBRARY ~EEK
Chairman Flnck read letter from Miss Batchelder, Librarion of Stevens Memorial
Library thanking the board for their cooperation during National Library Week
and the proclamations distributed by the board. The board was pleased' to
accept this letter for their files.
STREET LIGHTING
Chairman Finckreadletter from Mr. Lawrence Stahley thanking the board for
the ~m~ent installation of a street light on Hemlock Street. This letter was
also accepted for the files.

UNDERGROUND STORAGE
Upon motion of Mr. Fiuneran seconded by Mr. Sutcliffe and voted unanimous, the
following dates for hearings were set up on the following applications for
underground storage:
Application by A.H. Donabedian for license to store underground 15,000
gallons of aviation gasoline at the Lawrence Municipal Airport. Hearing
to be held on May 11, 1959 at 7:30 P.M.
Application by A.L. Daniels for license to store seven trucks abovegzsund
and ~0,000 gallons of gasoline underground at 20 Clark Street. Hearing
to be held on May 11, 1959 at 7:35 P.M.
Application by H.L. Fsurnier for license to store underground 20,000
gallons of gasoline, 10,O00 gels. of Fuel Oil and 10,000 gels. Range Oil on
Chickering Road, near Pleasant Street. Hearing to be held May il, at 7:40 P.M.
QUITCLAIM DEED - Article 59, 1959 Annual Town Meeting.
Shairman Finck suggested the Quitclaim Deed submitted the board by Atty. Arnold
H. Salisbury relative toland turned over to the Town of North Andover from the
North Andover Improvement Society under Article 59 of the 1959 Annual Town
"'Warrant, be referred to Town Counsel for proper action. Mr. FLnneran made
this a motion seconded by Mr. Sutcliffe and voted un~imously.

Chairman Finck read Mass. Civil Defense News Release relative to the purchase
of surplace federal property through the Civil Defanse Agency. This was
referred to the news reporter.
p~.v CE DEPARTMENT
Chairman Ftnck read a report from Chief Lawlor relative to signs erected on
Du~ton Court, Perry Street, Pleasant and Linc~lm Streets and Third and Main
Streets.
Mr. Fimck brought~pp matter of new lights for the front of the Police Station
stating it is now impossible to purchase the old type globe as the present
lighting is obsolete. ~. Finck displayed the new type fixture and asked for
a vote of the board on the purchase of sane. Mr. Fimneran motioned the new
mype fixture be purchased .and installed. Mr. Sutcliffe seconded the motion
and the vote was unanimous.
Upon motion ~of Mr. Sutcliffe seconded by.Mr. Finneran and voted unanimous,
pa2ment of 'money due Officers Dyer, McCubbin and Lanni was epproved under
the ~ ~ontingent Fund 'appropriation.
GRA~ REGISTRATION OFFICER
Chairman Finck read letter from the Advisioy Board relative to expenses and
work performed by Mr. Louis Saunders, Graves Registration Officer. The
Advisory~Board recommended paymant for such be made from the Contingent Fund.
Mr. Sutcliffe motioned Mr. Saunders be advised be advised 'to present hills
to be paid.out of the Contingent Fund. Mr. Ftnneran seconded this motion and
the vote was .unanimous.
;' k~TING- Lawrence Gas Cempahy Excavations
Mr..Robert E.1Magnire, General SUper. of the Lawrence Gas Co., a rep of Cyr
Construction Co., Mr. Duffy of the Board of Public Works, Mr. Ira D. Carty,
Highway Surveyor add Mr. Walter Stamp, Highway Foreman, appeared at a meeting
scheduled at this time for the purpose of discussing the restoration of
streets in' North Andover following Gas Company excavations. Applications
for permits to excavate on Elm Street and Johnson Street were held over
from last meeting pending the result of this meeting. Chairman PLuck stated
the Town is most concerned in the condition of the resurfaced street follow-
lng excavations. That in the past, conditions of restoration have been none
too favorable; Mr. Catty referred to the recent excellent patch Job on
Sutton Street and that if ~ streets wore restored in that manner the
Town would be satified. Mr. Duffy explained on Sutton Street a temporary
patch was first put in followed this spring by a finished job. ~r. Finck
asked Mr. Naguire if he wo~d be willing to handle E2m Street in that manner
as Elm Street was completely resurfaced last year and it should be carefully
restored to its presen~ good condition. Mr. Maguire stated they would be glad to
handle it in that manner. Mr. Naguire asked if the Town would submit to the
Gas Company its resurfacing program that any plans for excavation may take
place before the resurfacing Job. The board agreed to do this. Mr. Fiuneran
motioned on the basis of the above conditions permission be granted on the
two ~plications presently before the board. Mr. Sutcliffe seconded this
motion and the vote was unanimous.
RESURFACING C~ STREETS
Acting on the recommendation of Ira D. Carry Highway Surveyor, the Board of
Selectmen approved the following streets be resurfaced under the following
April 27, 1959 - continued
appropriations for 1959:
Chapter 90 Maintenance - Water Street from Elm to Clarenden Streets.
Article 34, 1959 Annual Town Meeting:
The continuation of Waverley Rosd to Massachusetts Avenue
Johnson Street, from Andover Street to the Community Center
gmdover Street, from Johnson Street to as far as the appropriation wit~ allow.
~.~. Finneran motioned the Department of Public Works be contacted to request
their authorization on the use of Chapter 90 Maintenance Funds on Water Street.
Mr. Sutcliffe seconded this motion and the vote was unanimoms. Mr. Dully,
Superintendont of Public Works mud the Lawrence Gas Company shall also
receive notice of the streets to be resurfaced this year.
SURFACE ~RAIN - Mass. Ave. & Waverley Road
Mr. Carty suggested an article be inserted in the warrant for Town Meeting and
the State be requested to aid the Town on the installation of a surface drain
in the area of Mass. Ave. and Waverley Road.
DEPART~T OF PUBLIC WOBY£
Mr. Finck suggested the Department of Public Works be contacted r~.~ative
to the hazard to motorists presented by ~h e stonm wall Jutting into the
intersection of Massachusetts Avenue and Osgood Street. Request survey of
the location for possible tapering-off of the stone wall~ to offer, better
visability to motorists.
POPPY DRIVE - V.F.W.
Mr. Daniel Long and Kr. Hans Christensen appeared befor the board to request a
permit to conduct a Poppy Drive for the V.F.W. on May 22 and 23. In the event of
inclement weather the dates shall be June 5 and 6. Upon motion of Mm. Finneran
seconded by Mr. Sutcliffe and voted unanimous, permission was granted.
APPOINTS
~M. Sutoliffe motioned I~m. Edwin Eoenig, 1st Deputy and Mr. Calvin Snell 2nd
Deputy, present members of the Board of Fire ..Engineers be reappointed to the
board. ~M. Finneran seconded the motion and the vote was unanimous.
Mr. Sutcliffe motioned present Building Inspector Martin J. Lawlor, S~., be
reappointed to the O~fice of Building Inspector. Mr. Finneran seconded the
motion ~nd the vote was unanimous.
Mr. "Ei~u~m~tioned Mr. Joseph Smith be nominated Dog Officer for the term
of one year. Mr. Sutcliffe motioned Mr. Giarruso the present encumbent be
reappointed Dog Officer. Mr. ~inck seconded ;~. SutcLiffe's motion and the
vote ~as un~,limous.
DEPARTmeNT OF PUBLIC WORF~
~airman Finck referred to the Stop Sign at the corner of Park Street and
Osgood Street which was installed by the Department of Public l¢orks follow-
ing a meeting held on April 15, 1959 at said intersection when all present
agreed such an installation was needed. ~. Finck advised the board the
Stop Sign was removed two days later due, as explaLued by the D.P.W., t~athe
fact that the situation does not meet requirements in so far as record of
accidents in the area. Mr. Finck suggested a letter be sent to the D.P.W.,
Commissioner of Public Safety, RegiStry of Motor Vehicles and District
Traffic Engineer stating the facts of the situation and requesting a hearing
on the matter should the State refuse to go along with such an installation.
Mr. ~utcliffe made this a motion. Mr. Ftnseran seconded the motion providing
.~he result of the hearing ~uld bring a conclusion to the problem. The vote
Route 110 Relocation
Mr. Finck mentioned he had discussed Route 110 with the State Department rel~
to its route through North Andover and was asSU~ed the Town will be notified
well in advance of steps to be taken in this area. F~. Sutcliffe mentioned
people in the area to be effected ere uncertain of their future and suggested
the Town is responsible for making plans to take care of these people in order to
maintain residande for these pebple in North Andover. ~r. Finck stated it is
first necessary to know the exact area to be effected and mentioned he intende
to visit the Department of Public Works in Boston to view the plans on Thursday
of this week.
