beach should not be opened until June 22. That he had stated if the board
was not interested in opening at an earlier date the decision should be
ve~tised for the protection of the children. Mr. Finck added the Board of
Public Works had placed the blame on the Advisory Board for not allowing a
sufficient amount of money in the budget for an earlier opening date. Chair-
man Finck stated there was no Joint decision between he and the Board of Public
Works becanse he did not have the authority of the Board of Selectmen to do so.
Mr. Sutcliffe stated he is of the same opinion as stated last week and feels
the town is very fortunate that the weather turned cool.
TRAFFIC - Marblehead and Beverly Streets
Mr. Sutcliffe stated over a year ago he had brought up the necessity of warn-
lng signals at the intersection of Marblehead and Middlesex Streets and that
the Department of Public Works at that time' stated signals were not warranted.
He added an accident had teken place at the intersection last week end in. his
opinion flashing red signals were needed at this locatinn. Chair men' Finck
read Department of Public Works letter of December 8, 1955 stating traffic
control signals not wmrranted b~rt if the Town wished to install signals the
department would approve. The letter also ~suggestad a 40 scale drawing be
submitted. Mr. Finck suggested the Department of Public Works be requested
to survey the area and that the number of_ accidents within the past two years
Be submitted as required. Mr. Ftnck reminded the board that the cost of
such installation would be the responsibility of the Town, Mr. Sutcliffe
stated that regardless of the cost he felt the signsls should be installed
and suggested the board obtain the accident record for the past % years.
Mr. Sutcliffe referred to the traffic dangers at the corner of Beverly amd
Middlesex Street and motioned a stop sign be instell~d on Beverly Street
and that a survey be requested with an account of the number of accidents
in the last 2 years. Both requests were put to a motion by Mr, Sutcliffe,
seconded by Er. Finneran and voted unanimous.
MASS. AVE. & O~GOOD STREET - Stone Wall
Chairman Finck stated a survey for improved traffic conditions at the inter-
section of Mass. Ave. and 0sgood Street was now in progress and. suggested
a letter be sent to Mr. Segal of 720 Mass. Ave. requesting he consider level-
ing off the s~one wall on his property at the intersection to provide
greater visability to motorists at this location.
REP. LANE PROPOSAL- Samuel B. 0sgood St~mp
Mr. $utcliffe reed newspepar item concerning proposal by Congresaman Lane
for the issuance of a postage stamp cmm~emorating Semuel B. Osgood as the
first Postmaster General of the United States.Mr. Sutcliffe ,stated Mr.
Osgoed maintained residence in the Village of Andov~r now known as the Town
of North Andover sr~ motioned the board go on record'as being in favor of
th~ issuance of such a stamp and inform Congrassman 'Lane that we eadorse his
proposal. Mr. Finnoran seconded the motion and the vote was ~unenimous.
ANDOVER RIDING ACAD~iY ~ Gerard Proulx
Attorney Gallaghar amd Mr. Proulx appeared before ~the board and Mr. Gallagher
was introduced to the hoard by Chairman Finck. Mr. Gsllagher presented his
case referrin~ to no real meeting with the board prior to revocation of
licenses and requested reasons for such revohation. Chsixmmn Finck stated his
feeling that if a license is required in connection with Mr. Prou2x's.bus-=
iness he should make 'a point to procure it. Attorney GaLlagher stated Mr,
Proulx was unaware of the necessity of having a Common Victualer license. Er.
Finck stated, the attitude of Mr. Proulx in ignoring the meeting date was not
appreciated. Mr. Gallagher stated Mr. Proulx is prepared to apologize for
being late and that he wished to 'make amends. Mr. Gallagher stated he hud
advised Mr. Proulx that his attitude must change and stated his ~illingness
to apply for the licenses required. Mr. Proulx stated he'd'had a difficult
business day and was quite disturbed at the time he appeared before the board;
Mr. Proulx then signed applications for Common Victualer and Sunday licenses:
Mr. Finneram motioned the licenses be granted subject to ,paymentof the usual
fee. Mr. Sutcliffe stated he fait the revoked licenses chould be considered
~rst. Mr. Finck stated he was not ready to vote on the licenses as yet. Mr.
Sutcliffe motioned the licenses be taken under advisement. Mr. Finck gecondad
the motion md it was a majority vote with Mr. Finnsren opposed due to the
fact that he took no part in the revohatton.
ROUTE 210
Mr. Sutcliffe referred to the proposed location of tromps for access to Route
ilO at the Mass. Ave. area and suggested the board go on record as to whether
or not the ramps should be installed. Ch~ Finck stated he intended to
confer with the Department of Public Works within the aext two weeks ~n an
effort to learn the final location and Just what the Town of North Andover
can expect in so far as ramps or cloverleaf are concerned. Mr. Finck mention-
ed a representative of the Bureau of public Roads ~ould also attend this meeting.

Mr. Sutcliffe motioned the board go on record as apposed to the rsmps. Mr.
Finck stated he would prefer to obtain aL1 information concerned before voting on this
matter. Mr. Finneran stated he could see no element of newness to the discussion
and that it has always been the intent of the board to see that no person be
hurt or ramoved from his home, but the matter requires ~ntelligent approach and
careful study. Mr. Finneran added he is in favor of securing more detailed
information and will go along with the chairman's suggestion as it shows good
Judgement. Mr. Finneran stated for the record that he is not presently opposed
or in favor of the ramps. Mr. Sutcliffe stated his desire to go on record as
opposed to the installation of ramps regardless of the location of the road.
V.F.W. POST 2104 - Carnival
Mr. Edward C. Garvey appeared in behalf of ~he North Andover Post 2104, Veterans
of Foreign Wars, to request permission to hold a carnival at Rockwell Field
frc~ July 6, *.o July 11, 1959, for the purpse of the Veterans Relief Fund. Mr.
Sutcliffe motioned the permit be granted and that the usual fee be waived.
Mr. Finneren seconded the motion and the vote. was unanimous.
JURY LIST
The board directed the City Clerk of Lawrence be contacted on the type of
questionaire forms being used in preparing the Jury list for 19S9.
ANDOTER RIIENG ACADEMY- Proulx
Chairman Finck stated he felt Mr. Proulx hsd stated his willingness to conform
to the law and added he had no of Jection to the issuance of the licenses hut
that the use of such licenses oonform with state and locsl law. lit. Finck then
motioned the Common Victualer and Sunday licenses be granted and licenses pre-
viously revoked by the board be restored in conjunction with the above qualifi-
cations. Mr. Finneran seconded the motion end the vote was unenimous.
VOCATIONA~ S~O~
Chsirmen Finck referred to memorandum from the La~rence Industrial Commission
of meeting held on proposed vocational school in the Greater Lawrence area
which suggested a meeting be held in the near future to which School Committee
members of Methuen, Lawrence, Andover and North Andover will he invited.
STREET LIGHT SURVEY
The board ~irected the electric company be requested to conduct a survey for
improved street lighting in the vicinity of Mr. WLldism Walsh, 219 Sutton St.
and Mr. James Barman on Court Street.
RECOmmenDATIONS - Special Town Meeting, June 22, 1959
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, the
board recommended favorable action on each article in the Warrant for Special
Tows Meeting on June 22, 1959, requiring the appropriation of money.
DAMAGE CLAIM
Mr. Flnneran motioned claim, for damages by Caroline Dawson be paid upon receipt
of signed and witnessed Release Form. Mr. Sutcliffe seconded the motion and
the vote was unanimous.
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, this
meeting was adjourned at 9:00 P.M.
June 22, 1959
The Bosrd of Selectmen met on this date with all members present and Chairman
Ralph E. Finck presiding. The meeting was mailed to order at 7:30 P.M.
CALL FOR BIDS
Sealed proposals for the resurfacing of Water and clarendon Streets under Chapter
90 Msintenence were received by the Board of Selectmen. Chairman Finck read the
following bids:
Charles Brox, Inc. $5.85 per
Essec Bit. Concrete Corp. 6.25 " "
Representatives of each company were present. County Commissioner John Ahem
of the Essex Bituminous Concrete Corp. called the attention of the board to the
2% discount contained in his company proposal. The board wted unsnimously mo
take the bids under advisement. Later in the evening, the bid was unanimously
awarded to the Essex Bituminous Concrete Corp. One of the contributing factors
to this decision was the fact that this company in presently working in the
Town on the resurfacing of streets under Article 34.
Eoute
Chairman Finck read letter from Senator Kennedy relative to board request for
information on the exact location of Route 110, or Interstate Route ~95,
through the Town of North Andover. The board noted Senator Kennedy had in-
