Co. and Merrimack-Essex Electric Co. for permission to install 1 pole on Rea Street. Mr. Jeremiah Casey of the telephone company was present. No abuttors were present to object to the granting of this permit. Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted Unanimously, permission was granted. RETIREMENT C~ GEORGE FROST - Merrimack-Essex Electric Co. Chairman Finck recommended a letter of congratulations and appreciation for past services to the Town be sent Mr. George Frost who has recently retired -from his duties in the Power Sales Department ~f the Merrimack-Essex Electric Company. Mr. Finneran mede this a motio~ which was seconded by Mr. Sutcliffe and voted. Unanimous. STREET LIGHTING - Greene St. & Waverley Rd. Upon motion of Mr. Sut61iffe seconded by Mr. Finneran, Merrimack-Essex Electric Company recammendation for improved street lighting at the corner of Greene Street and Waverley Road was Unanimously adopted. Mr. Sutcliffe motioned the electric company be requested~to make and addition- al survey of the area between Mass. Ave. & Waverley Rd. on Greene street. for improvedimous, street lighting as requested by Mr. Stackelbeck. The vote was unan- Mr. Finneran motioned the corner of Stonington and Maple Avenue be included in 'the above request and' this was agree to by the board. MEETING: Maintenance of Stree~ Lights Mr. Eric Rothwell, Distribution Department of the Merrimack-Essex Electric Co., appeared at the board's invitation to discuss the replacement of broken or bUrned-out street lamps in town. Mr. Finck stated the problem was relatively simple and based on numerous complaints of street lights being out for as long as 23 days. Mr. Finck stated it was his impression, gained frem a former representative of the company, that a truck toured the tawn nightly for the purpose of replacing broken or burned-out street lamps. Mr. Rothwell stated the:company depends mostly on customer call, that a certain delay will occur due to heavy work schedule but that on the average, a lamp will be replaced on .the same night as the call or the following night. He cited that in only two cases out of 300 in the past six months did it take longer amd this was three and four.days. Mr. Rothw~ll went on to explain a truck patrols the towns and :it~ during the. night strictly on maintenance and would cover the town every 5th day. Mr. S~t~t~T_fe stated a street light at the corner of ~.liddlesex and Annis .Street was out forll8 consecutive days before being replaced. }~r. Rothwell stated~.that was very difficult to Understand. Mr. Sutcliffe stated the tax- payers are paying for the lights amd' are entitled to full service. Mr. Rothwell gave 'his personal t~lephone number to Mr. Suteliffe that he may be called in the revent that a street light remains out over a prolonged period of time. Mr. Sutcliffe stated if he can't get satisfaction through the Police Department contacting the electric company he will call Mr. Rothwell. Mr. Rothwell stated his company is anxious to satisfy the town and the taxpaymrs. The board thanked Mr. Rothwell for attending the meeting. APPLICATIC~ FOR INCORPOR~.TION - Certification of Character Chairman Finck read Secretary of State request for certification of character on application for ~incorporation by Salvatore J. DiPaolo, 5 Beacon Hill Blvd., and others, under the name of Salisbpmy Beach Betterment Assoc., Inc. to be located in the Town of Salisbury. The application had been approved by Chief of Police Joseph W. Lawlor. Mr. Finneran motioned the application be signed by the Board of Selectmen in certification. The motion was seconded by Mr. Sutcliffe and received a unanimous vote. MELAMED JUDGMENT- Herman B. Dine Chairman Finck read notice from Herman B. Dine, Director of Accounts, State House, approving the payeent of a judgment rendered against the Town of North Andover in favor of the estate of Charles G. Melemed and Gertrude Melamed by the Superior Court of Essex CoUnty in the amount of $1,542.05. Chairman Finck stated the sum will-be charged against next years tax rate. Mr. Finneran ~ioned the amount be paid. This was seconded by Mr. Sutcliffe and voted upon unanimously. OSGOOD STREET TRAFFIC - Re: Board request to Widen Road Chairman Finck read letter from Representative Frank S. Giles along with enclosed letter to Rep. Giles from Acting Commissioner of the Department of Public Works Fred B. Dole, referring. ~o the inadequacy of Osgood Street to handle peak traffic and stating that when Ro6te 495 and the so-called 125 Connector between Route 495 and 125 is constructed in Haverhill, that much of this traffic congestion will be 490 September 1~, 1959 - continued: alleviated. Chairman Finck stated this may very well apply to traffic conditions from Western Electric to Haverhill but will be of no advantage to traffic on Osgood Street from Western Electric to Sutton Street. Mr. Finneran motioned a letter be sent Rep. Giles and the Department of public Works stating this fact and that our request to have the road widened was based on the Osgood Street segme~ of highway. Mr. Sutcliffe seconded the motion which carried unanimously. DEPARTMENT OF PUBLYC WORKB - Traffic Survey: Greene St. at Waverley Rd. & Mass. Chairman Finck read letter from the Department of Public Works stating board request for traffic survey at intersections of Greene St. and Mass. Ave. and Greene Street and Waverley Road for installation of Stop signs, was being forwarded to the District Office for survey and report. POLICE DEPARtmENT - Commendation: Sgt. Donnelly, Officers Sullivan & Lafend Chairman Finck recommended the board commend the Police Officers of the late night shift for meritorious action in apprehending the persons responsible for the attempted burglary at the Richlyn Club on Clark Street September 2. Chairman Finck added he felt Sgt. Donnelly, Officers Lafand and Sullivan had displayod fine action in the face of grave danger. Mr. Sutcliffe made this a motion adding the officers be given two d~ys' leave with pay subject to the approval of Chief Joseph W. Lawlor and that Chief Lawlor be so advised. The motion was seconded, by Mr. Finneran and the vote was unanimous. · GAS COMPANY REQUEST ' Upon motion of Mr. LFiuneran se6onded by Mr. SutcLlffe and voted unanimous, Dermission was granted the Lawrence Gas Company to excavate on Milk Stret to install a gas service ~for Daniel Grieco. GAS C~PANY REQUEST Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous, permission was granted the Lawrence Gas Company to excavate 365' on Prospec~ Street to install a gas main and service for James Curtin. APPLICATZON JOINT POLE LOCATZON Upon Motion of Mr. Finneran seconded by Yin. Sutcliffe and voted unanimous, hearing was set for September 28, 1959 at 7:30 P.M. on application by New England Tel. & Tel. Co. and Merrimack-Essex Electric Co. for permission to locate 1 pole on Boston Street. NETHUEN SCHOOL CC~g~ITTEE JOINT MEETING - Vocational Training School Chairman Finck read imvitat~un from the Methuen School Committee to attend a meeting of Greater Lawrence officials at Tenney High School on September 21 at 8:00 P.M. The letter stated discussion would take place on steps to be taken for the establishment of a regional vocational training school in the Greater Lawrence Area. Chairman Finck suggested since this meeting ~uld occur on a board meeting night the Methuen Sup 't. of Schools be advised the board w~uld be unable to attend but that the Selectmen are in favor of such a school in the Greater Lawrence Area and have been since its initial sugges~ ion. Mr. Finneran made this a motion, seconded by Mr. Sutcliffe and voted unanimously. GOVhMNOR'S CONFEP~CE ON YOUTH FITNESS Chairman Finck read invitation from Governor Foster Furcolo to attend his conference on youth at Boston University on September 25. Mr. Sutcliffe made a motion that each member'will make an effort to attend. CATHOLIC LA~F~ERS GUILD - Red Mass Chairman Finck read invitation from the Catholic Lawyers Guild to attend the Red Mass at Cathedral of the Holy Cross on October 3 to mark the opening of the fall season 6f the Law Courts. Mr. Sutcliffe made a motion that the Chairman represent the Board of Selectmen at the Red Mass. Mr. Finneran seconded the motion and the vote was unanimous. POLICE DEPARTMENT - Sgt. Farhhem requests ibree Months' Leave Chairman Ftnck read letter from Chief Lawlor forwarding request by Sergeant A. Houghton Farnham for a three months' leave of absence from the Police Department, for personal reasons. The Chief's letter gave his approval of same. Mr. Sutcliffe motioned the request be granted effective September 28, 1959 as stated. Mr. Fiuneran seconded the motion and the vote wm unanimous. Mr. Sutcliffe furthermotioned Civil Service be requested to hold an exam- ination for position of Sergeant in the North ~ndover Police Department as soon as possible. Mr. Finneran seconded the motion and the vote was unan- imous. September 14, 1959 - continued: LAI~R~CE DUMP - Complaints Chairman Finck mentioned he had received several complaints from residents concerning large fires at the Lawrence Municipal Dump. He reminded the board of regulations set forth by the Mass. Dep't. of Public Health concerning the operation of the dump and recommended a letter be sent to Alderman Gerard Guilmette stating if future violations take place at the Lawrence Dump the board will take action with the State, as we have in the past. OLENIO POND - Complaints .Chairman Finck stated he had received complaints of a man-made water hole or pond on land owned by Mr. Anthony Olenio at the corner of Marbleridge Road and Salem Street. He stated he ~ms aware that the matter wan to be considered at a meeting of the Board of Health this evening but that if the situation consisted of a nuisance or hazard to children the Board of Selectmenwauld be concerned. He suggested the Building Inspector and Chief of Police be contacted to investigate the situation and for~d a report of their findings to the board by next meeting. Mr, Finneran seconded the motion and the vote was unmn'imous. ~I/PLO~EE GRC~PINSURANCE To~n~ ~veasurer James Maker recommended the Selectmen change the renewal date on the group insurance polic~es~for town employees from September 29~ to December 29 as recommended 'by the insurance companiesto facilitate the computation of rates, dividends, etc. The board agreed and the treasurer stated he would contact,the companies and so advise. DEPARTMENT OF PUBLIC WORKS Mr~ Sutcliffe cited the intersection of Peters Street, Andover Stree~ an/ .Chickering Road as a dangerous intersection and motioned the Department ~of Public Works be contacted to make a survey for the installation of traffic signals at this location. STREET LIGHT ZNSTALLATIC~- Boston Street Mrl Sutcliffe stated it was taking the electric company considerable time t0install a street light on. Boston Street near the Joseph Houghton residence and s~ggested a letter be sent the electric company reminding the company of-thms requested installation. Mr. Sutcliffe Mr. Brasseur be requested to draw up plans for the improvement of the Town Garage and Town Yard and thatsuch plans be available to the board by neztMonday evening. It was felt the project should be put out for bid as soon as possible. POLICE DEPARTMENT Cha~_rman Finck suggested the Police Department be requested to disperse teen-age gatherings at the various known locations and~that strict orders be g~e~-e~ imposed and enforced. 'Chairman Finck also requested some action be taken in regard to posting Sutton Street as a 25MPHspeed zone. This meeting adjourned at 9:30 P.M. '~September 21, 19~9 491 The Board of selectmen me~ on this date with all members present and Chairman Finck presiding. The meeting commenced at 7:30 P.M. MARINO HOUSE Chairman Daniel O'Learyand Atty. Harol~ Morl~ofthe Zoning Board of. Appeals appeared before the board to discuss action to be taken in respect to Mr. Carmelo Marimo who had built a house on Marblehead Street without a building permit and whose appeal for a variance had been denied by the Board of Appeals. Mr. Finneran motioned Atty. Salisbury, Town Counsel, be requested to advise the board on the type of action that could be taken and make rec~muendatiom on the matter. Mr. Sutcliffe seconded the motion and the Vote was in the maJoritywith Chairman Finck opposed and stating he felt the Board of Selectmen could make their own deci~iou on the matter. John J. Lyons, Town Clerk, was present to assist the board ~n the drawing of a Juror to serve at Salem Superior Court, civil business, on October 5, 1959.
