DEPARTmeNT OF PUBLIC WORKS - Osgood Street
Chairman Finck read a letter from Representative Giles stating board request
for the widening of Sutton Street fromWestern Electric to the intersection
of Sutton Street had been referred to the Commissioner of Pub!icWorks for
reconsideration.
DEPARTMENT OF PUBLIC WOREB - Stop Signs
A letter from the Department of Public Works in' reference to stop signs
on Davis Street and Middlesex Street at Main Street was read by the Chairman.
The board directed that 40 Scale drawings of the intersection be obtained
from Ralph Brasseur, Engineer, and submitted to~e D.P.W. as requested.

Chairman Finck read letter from Alderman Guilmette of Lawrence concerniuE
fires burning at the Lawrence Dump in contradiction to orders set forth
by the Nass. Department of Public Health. Mr. Guilmette stated teen-agers
are responsible for the fires and not employees of his department. Mr. Finck
remarked he is not interested in excuses but that the city live up to
Public Health regulations. Mr. &Mrs.".~*$~§8 Sutton Street, observing
~his phase of the meeting, stated their 6bJection to the billowing black ~
smoke emanating from the dump into their area. Mr. Sutcliffe asked if~
they had notedthe condition in the past five days and was answered not
since a week ago this date. The board stated future violations would
receive prompt action from the Selectmen with the Department of Pub!lc
Health.
LA%~RENCEAIRPORT - Land 2aking
Mr. Mathe%m of the above-stated address, appeared before the board in regard
to the amount of land %~ichthe Lawrence ALrport Commission has taken in~
connection with the expansion of t%e ~irport. The 1.and taken amounts to
228,775 square feet and Mr. Mathe~m~s is greatly zn access of that
needed for airport development. He a/so mentioned drainage conditions
stating it is inadequate amd that there is the danger that drainage will
flow ontonSutton Street. Chairman Finck asked Mr. Mathews if the A~.rport
Commission had given him a reas6nsble e..~planation on the land-taking.
Mr. Mathews stated he would not have an answer until after the first of
October when the commission discussed the problem. Mr. Sutcliffe motioned
the Airport Commission be requested to send am engineer to next meeting of
the board to ex-plain the reasons for this land taking and the drainage
plans for the area. -
UN DAY - Chairman
Upon request of the United Nations Committee , the board directed inform-
ation concerning the appointment of the local chairman, Rev. Ernest Brown,
be submitted.
APPLICATIC~S - Aboveground storage at Lawrence Airport.
Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimous
hearing was set for October 5, 1959 at 7:30 P.M. on the rolls,Lug applic-

Mr. Flnneran remarked that he had received a complaint that youngsters
had been hurt on the slide at Grogam's Field. He added he had been in-
formed that petitioners had requested the slide he removedby tho Board
of Public O'~orks. Mr. Willis, member of the Boardof Public Warks, in
the office at this ~ime, stated that only members of the Housing Project
had signed the petition and that other residents in the area were interest-
ed in having the slide remain, that x~ith proper supervision such accidents
would not occur. Mr. Willis stated that playground furnishings will soon
be taken in for the winter months and that he will speak to his board
on the matter of removing the slide from Grogam's Playground at the earlisst
date.
~Ag-~O HOUSE - Atty. Willis
Ym. Willis, Counsel for Mr. Carmelo Narino approached the board on the
matter of action to be taken in chastisement of his client. Mr. Willis
mentioned the Board of Appeals this evening had voted for a re-hearing on
the matter and that the hearing will take place October 19. Atty. Willis
stated he had been consulting with town officials concerned in an effort
to reach a solutionto the problem. He added he had also conferred with
Atty Salisbury, ~o%m Counsel, in an effort to determine the type of fine
and manner in whmch it wauld be paid. Mr. Willis urged the Selectmen take

action to determine the amount of fine or action to be taken and so advise
the Board of Appeals. The Board of Selectmen assured Atty. Willis a decision
on the matter will be available in sufficient time. }~. Fimneran referred to
earlier vote of the board requesting Town Counsel advise the board on the
matter.
T~ BUILDING
In the interest of improving the appearance of the Town Building, the board
discussed the feasibility of installing a wrought-iron fence around the outer
edge of the law~ area. Mr. Sweeney, fence dealer, displayed a sample of
fence and estimated the cost at approximately ~8.00 per foot. Chairman
Finck stated the board will consider the economy of the measure and advise
Mr. Sweeney in the near future. The board later expressed the feeling
that the project would be too costly.
TOWN GARAGE - Improvements
The board discussed the need of certain improvements to the Town Garage and
yard with Mr. Ralph Brasseur and requested he draw up plans for only the
necessary improvements at this time since there is only approximately $5000.
to work with. Mr. Brasseur advised the board he would need four~ weeks to
do this work. The board agreed the plans would be available on Monday
evening, fbur~ weeks hence.
STOP SIGNS- Procedure Voted
Mr. Sutcliffe suggested the Department of Public Wor~s be contacted to see
what is holding up action on board request for Stop Signs at the intersection
of Middlesex Street and Beverly Street, and traffic signals at the intersect-
ion of Middlesex and Marblehead Streets. Chairman Fimck explained that the
Department of Public Works has requested "original" 40 scale drawings of
the intersection and have return, ed the copies previously submitted. It was
noted that the engineers usually keep the original in their files. Mr.
Sutcliffe suggested Mr. Brasseur b e contacted and the original copies
obtained for the D .P.W. -----
Chairman Finck stated he felt it was time to set up a new polic~ or procedUre
on Stop Sign requests. He recommended that all requests for any type of
traffic sign be first referred to the Police Department for investigation,
as to the need, and that a report and recommendation be made by the Chief
prior to any action by the board. Mr. Finneran made this a motion which was
seconded by Mr. Sutcliffe and voted upon unanimously. The board directed
the Chief of Police be so advised on all future requests.
STOP SIGNS - Greene St. & Waverley Road
Mr.-~Sutcliffe motioned that 40 Scale drawings be obtained, from Mr. Brasseur
on the intersection of Greene Street and Waverley Road to be submitted
to the D.P.W along with a ~ hour traffic count. Mr. Finneran seconded
the motion and the vote was unanimous'.
LAWRENCE AIRPORT - Clark Street
Mr,' Sutcliffe remarked he is sttl~ receiving complaints on the condition
of Clark Street as a result of airport construction work. Chairman Finck
informed the board a New England Tel. & Tel. Co. truck had become bogged
on. the street during the last rain-fall. Mr. Finck added that itis not
the City of Lawrence but the Town of.' North Andover who is 2ia_b~es£~od~f~cts
~uf~he road and co~:.ented on the complete disregard of the Airport Commissi~
in this regard. Mr. Finck stated he had discussed the matter with Town
Counsel who will submit a recommendation on Town action ~in this reggrd. Mr.
Finck stated he had also spoken to Mr. Kir~an about the condition of the
road and had been given the usual promises and no action.
C(~%~ITY CENTERS iNC. - Band Concert
Chairman Finck stated .Mr. ArthUr Drummond of the Community Centers, Inc.
requests the board extend a cordial invitation to Department Heads and
Town Officials to attend a band concert on Sunday night, September 28
at the Community Center in honor of their Open House. The board agreed
the invitation should be extended.
STREET LIGHT REQUEST
Chairman Finck recommended the electric company be requested to conduct
a survey ~for improved street lighting in the vicinity of ~200 Osgood Street.
Mr. Sutcliffe made this a motion, seconded by Mr. Finneran and voted unan-
imous.
