MEETING ON STATE WIDE TO~N MEETING on "TAX CHISIS" Stoug~.ton High School, March 15th. The Board, though very interested, will be unable to attend for that is the date of their o~n Annual To~n Meeting. Notice of Annual Rivers and Harbors H~ring, March 27, 10:00 A.M. 100 Nashua St., Boston, referred to William Mooney, Depar~tment of-Public Works. · ARNOLD SALISBURY: A letter was voted by ths~Board to request Town counsel if the Town is responsible for icy conditions on town roads caused by water conditions that arise in the road from private con- struction or topography of the locale. This request is the result of car damage claims received by the Board from time to time and a resolution on this request will enable them to make fair decisions on the ensuing claims. Alice M. Ail members of the Board were present, Selectmen william A. Finneran, Atty. William B. Duffy, Jr. with Chairman Arthur P. Kirk, presiding. Marion Drive, Old Village Lane, Russet Lane, Morningside Lane, Nab!in ADJUDICATION OF STREETS: Ave., Woodcrest Drive, Meadowvie~ Ro~d,' Coachman's Lane. The Board had to adjourn the meeting to th~ planning Board meeting room because of the large~, turnout of abutters in conjunction with street adjudications. Letters of recommendation w.~e received from the Board of Public Works, Planning Board and Highway Surveyor; the planning Board letter approved the acceptance of Marion Drive and Old Village Lane but stated they were unable to make any recommendations On the remaining streets, at this time, since they had not received sufficient information from the Highway Dept., as requested. ~fter considerable discussion on the part of the Board, Highway Surveyor, abutters and contractor, Benjamin Osgood, the Board voted to adjourn the Selectmen 's meeting to Friday, March 7, 1069, at 7:30 P.M., at which time, the Pl~ing Board would have time to peruse the Highway Surveyor's late arriving recommendations. _ and Mabli. n ,Av. en~ue,frRm ~.averley Rd. to Je~od St At this time, Marion Drive and Old Village Lane^were romeo ~o ce aojuc~cated With the re- rosining streets to be considered on Friday, March 7, 1969. pLaNNING BOARD : Notice was received on planning Board hearings, scheduled for March 3, 1969 and a meeting on March 7, 1969, at 7:30 P.M. ~3C SCHOOL: James Booth, Voc School Superintendent-Director, sent a letter to the Board in regard to meeting with them to discuss the Voc School Addition Article in the Town Warrant. The Board voted to receive same. C.V.M.REG. P.DISTRICT COMM: Notice was received from the above-named Commission of a meeting, March 6, 8:00 P.M. The Board was advised by the C~halrman, Arthur Kirk, that John J. Monterio, Jr. would represent the Town at this meeting. STREET LIGHT INST~LLATIONS: Notice from Mass. Electric Co. was received re installation of street lights on Longwood Ave., Great pond Road, Hodges St., corner of Belmont, Chestnut Street, Beverly Street, Sylven Terr- MATTERS T~B~.~: A street light survey at new missile sight road on Turnpike Street was tabled once more. A petition to locate 26 poles on Lacey Street.was also tabled once more. LANDERS ELECTRICAL CO.: A letter requesting the Board to affect cl~.ar.ance of parked cars at bottom of School St. .hich ~ock~d cars and deliver~ trucks getting to his place of business was sent from ~cen~ Lancers. The Board vo~ed to re£er the letter to Chief Lawlor for investigation and cOrrec tion. arch n. 1969 (continued: 243 MASS. SELECTN~NS ASSOCIATION: A letter announ~Lng that the annual "Distinquished Citizens" award will be given out on April 17, 1969, at the Museum of Science, Boston, Mass. They asked for nominations for this award on or befroe Narch 1%, 1969. A repeat notice also received regarding the State Wide Town Meeting, March 15, in Stoughton. The Board sent regrets that they would be unable to attend because their own Town Meeting falls on that date. CONGRESSMAN RATES: A brochure on post office vacancies was sent to the Board from Congressman Bates. T(NN COUNSEL: A letter was voted to be sent to Town COmusel re the procedures end powers £f the Board in regard to correcting water from private ways causing dangerous, icy conditions on the streets of North Andove~ NICK NICETTA: Mr. Nicetta, Nighway Surveyor, said that So. Bradford, Ferncroft Street had several icy conditions due to water running from private property onto public ways. SPECIAL TONN MEETING: The Board voted to open the warrant for a Special Town Meeting to be held after the regular town meeting with the inclusion of two Articles. I. Tb~see if the Town will vote. to its disappnoval of the amount of the indebtedness ($4,250,000) which the Greater Lawrence Regional Vocational Technical High School District Committee voted, on equipping additional facilities on land presently owned by the District at 57 River Road, Andover, Massachusetts~ Petition of the Selectmen. Article 2...To see if the Town will vote by a two-thirds majority, to raise and appropriate or transfer from available funds such sum as it may determine to be the necess.ary cost of .acquiring for the Town, by purchase, eminent domain proceedings or otherwise, the parcel land described below, for the purpose of constructing and maintaining a new fire station th thereon, and to authorize and direct its Selectmen, in the name and behalf .of the Town, to take such steps~as they may deem necessarz or advisable to. effect such acquisition, all as ,provided by Section 14, of ~hapter 40 e£ the General Laws; a parcel ~f land bounded south ~esterly by.; Johuson:~street,.~therlyuby Sale~m Street and southeasterly by an unnamed trav- eled way running from said Johnson Street to said Salem Street and lying between the parcel described hereby and l~nd now or formerly of Alice Morse. The Board 'of Selectmen met again for the second time in a week for the primary purpose of 'considering the adjudication of streets. All members were present, Selectmen Finneran, Duff y, Jr. and Chairman Kirk. The newly re~elected Arthur P. Kirk was sworn in, via the telephone, by Town Clerk, John PLANNING B~RD REcOMMeNDATIONS: STREET ADJUDICATIONS: On the street adjudications, the Planning Board recommended acceptance of Russet Lane, from Dale Street to end of Lot 7 and Woodcrest Drive. The Board of Selectmen voted to edj these streets according to the Planning Board recommendations. Meedowview Road, Morningside Lane and Coachman's Lane were denied adjudication as a result of the Planning Board's recommendations. INSURANCE PREMIUM PAYN~NT: Upon approval of insurance agent for the town, Richard Lafond, the Board voted to pay Lumbermens Mutual casualty Company the sum of $2559.00 on policy # 8CZ ~13 323 - Town · Compensation Insurance. SALEM STREET CONTRACT: Three copies of contract for reconstruction of a portion of Salem Streeb awarded to George Brox, Inc., was signed by the Board of Selectmen.
