Selectmen Finneran and Kirk with Chairmen Duffy, Jr. presiding after reorgenizattenal
motions conducted by out-going Chairman, Arthur P. Kirk, who has been Chairman of the
Board since his election in March, 1968.
REORGANIZATIC~ OF BCARD:
Selectman Finneren nominated Atty. William B. Daffy, Jr. to be Chairmen for the ensuing
year-which motion was seconded by Arthur Kirk. Mr. Finnaren wished him well for the
coming year end highly co~anded Er. Kirk for doing such a fine Job as Chairman of the
Board in the past year. The Warrant was approved as submitted.
Mr. Dully stated that he wished to thank Arthur Kirk for a fine Job well-done and fur-
thar stated that the Town of North ~ndover is indebted to him for his i~ine end concien-
tious services to the town.
The following will serve in designated capacities:

· FLOOD ~ERGE~CY MEETING:
A letter from the American National Red Cross, Greater Lawrence Chapter notified the Board
of a meeting re a possible flood emergency to be held at the ~aptar House, Canal St. Law.;
on Narch 19, at 12:00 noon. Chiefs Lawlor, Daw end John Farrall, Civil Defense Director
will attend.

MEETING - SOLE WASTE;DISPOSAL:
The Essex Conservation .District sent notice of meeting on the above-named subject to
be held on Friday, March 21, 1969, at 8:00 P.M. at Essex Aggi, Hawthorne, ~ass. Copies
of' invitation ware directed sent to the Board of Health, Highway Surveyor end selectman
Fir~eran stated that the Board should be represented.
CABI~v~SIC~ - HOFF~AN:
~.letter received from H. S. HOffmen, President of cablevision Corp. of America, Boston,
tared that he was withdrawing his application ~or a license in the Town of North Audo~ar.
Chaix~man DUllY~m~tioned that a letter be sent to Term counsel authorizing him to negcitiate
with the Greater Lawrence cablevision, Inc. in reference with the awarding of a license
co,unity cablevision in the town.
GAS EXCAVATION:
A petition to excavate for the installa~ien ~f a 3/4" gas service for George Fart, ~20
Johnson s~ree% was approved by the Board.
GULF OIL - INSURANCE: \
~he routine insurance policey for G,,~ Oil Co. was received and referred to Town Clerk fcc
hiS' filee.
DP~ - BROCHURE:.
A letter from the state Dept. of public Works Advised the Board that a brochure entitled,
.Recommended Highway and Transit plan." would be sent under sep_a~ate cover. The Book was
received later in the week; ~airman Dully h~s it to study.
MOTI _c~.~ RECEIVED:
From 2he Dept. of Mental Health re public hearing, l~arch 11, Wakefield Mass. TheBoard
directed that copies of invitation be sent to theOouncil on Aging, Welfare Dept. and
Board of Hel~lth.
Notice of hearing from Land Court was referx'ed to Town Counsel.
Letter from Commercial paving Co., Inc. re road and street m~tenance was referred to the
Highway Sarveyer.
GIRL SCOUT PROCLAMATION:
Seven Girl Scouts attended the Selectmen's meeting and heard Selectman Arthur P. Kirk read
a proclamation announcing March 9 to 1~, to be Girl Scout Week.
TOWN D~EP:
A member of~ the League of Women voter's was also present, taking notes of town meeting pro-
cedure and asked questions about the to~n dump.
