He said to another inquiry that it is quite possible that solid waste matter could possibly be converted into useful building products. The Board of Selectmen held their regular meeting on this date, instead of Monday, the because the annual Town Meeting was completed on Monday. All members were present, mon William A. Finnoran, Arthur p. Kirk with Chairman Atty. William B. Duffy, Jr., presid- ing. The Warrant was approved as submitted. Finneran indicated that he would attend. ~ LEAGUE ~F WOMEN VOTERS: Mrs. Mary H. F~enks, President of the local league, appeared before the Board requesting that they declare March 19th, .the opening ~f League of Women Voters of the United StatesI week. LABOR AGRF~T: PERSC~I~AL BOARD: ~ae Board received the agreement between the Town of NorthAndovar and local 6~ Municipal Empioyees Association. The Boardvoted~ on motion of Selectman Arthur p. Kirk, to send a letter to John Coady, Chairman of the Personnel Board to congratulate him and the mom- bars for their successful efforts culminating in the equitable agreement. The Board received the. above-named expenses for dates February 24, $28.361~54 and N~rch 3, $10,834.6~ which had be~ approved by theTown Accountant. BRA D STREET S~COL ~IERG~NCY: A copy of a letter from Town Accountant to Sup't. Garofoli re a Bradstreet School heatinE emergency was received and confirmed by the Board. JAMES CARLIN - DAM SPKTNG FLOOD~G: James Carlin, Asstt County Engineer, sent a letter of caution to all private Dam owners regarding possible spring floods. The Board voted to sand the Civil Dsfonsu Director, John Farrell, a copy of the letter. The Secretary also sent a letter to known Dam owners in the areaS Stevens Mill, Davis & Furber, Charles Construction Co. and John Farnum to alert them of the necessary preparation in case of said flooding. PARKING BAN LIFTED: ~pom~ the motion of Selectman Kirk, the town Parking b.an, in force since December 1st, was lifted because of cars having to park on muddy lawns, etc. and ruining them. The parking ban would have an immediate replacement if another snow storm occurred~ however.' ANTI-BALLISTIC M~SSILE SITE: In regard to the anti-ballistic site in North Andeve~, the following steps were taken by the Board: . Colonel Beattie, Project ~ginear: A telephone call went from this o~ice on Narch 17, requesting the status quo of road and land used by the Army, and what was the official decision of the government. COl. Beattie replied that he had received, to date, not a bit of information on said site but was expecting to hear from the government this week. Congressm~n Bates: The Board sent a.letter to Congressman Bates to advise him once more the Boardts and Town's interest in what happens to the missile site as the decisionof the Army will undoubtedly greatly influence the future development Of a sizeable area of the town. The Board would like to know also what is to happen to the million dollar road that presantly is of no use. They also noted that there might well be substantial legal and administrative problems in connection with the present stat~ of the site. Anti-Missile Site (cont.) The Board concluded ~he letter with a request the opportunity to present to the appropriate federal officials, its concerns and interests in the site problem. Commissioner Julian D. Steele: Dept. of Comn~xnity Affairs: A letter from the Board to Commissioner Steele advised him of the creation of a planning Committee directed to study the impact of the missile installation and the impact of Rt. 495 on the town of North And. ovar. The letter stated that any help the commissioner could give the town in connection with the above-named problems would be appreciated. ~he Board also stated that a substantial segment of the federal taking of lend for the missile site involved state park land. Richard young, Ex. Director of CM~PRPD and john Roberts, Chairman, Conservation Commissinn: Letters were sent to the above-named asking for any information they had received regarding the anti-ballaistic site, particularly, in regard to soil conditions, drainage and future development plans, incb,~4~g any maps or studies of the area. N~N FIRE Selectmsn-~.rthtm P. Kirk, Chairmen for the new fire station, called a meeting far~ Thurae day, March 27, at 7:30 P.M. in the FLre station rooms. Deputy Engineers, Calvin Snell, Dana Fisher, Chief Daw, and Robert O~ens, Chairman of the Ad HoC Committee were notified to attend. Chief Daw was also requested to ask Mr. Goedwin, ArcbiStect for the new fire. station to be present. PRIVATE AMBUIANCE S~VICE: A letter sent by the Board advised A~y. Thomas F. caffrey, lawyer for Mr. poulin requested permission to start a private ambulance service in North Andcver, that there was apparently some misunderstara~E as to the right of Mr. Poultn to operate a~ -m~ul- anco service in North Andover. Atty. Caffrey was advised that the town had not taken a~y official action as yet. The BOard also stated that they would be in touch with Mr. Caffrey at a l~tor date to set up an appointment/for a meeting at which the cost of · service, garage location, financial backing, end other relative matters of the.appllc, a~i~n M. Letarte, Secretary , Clerk ' March 24, 1969 The regular meeting of the Board of Selectmen was held on this date with chaimman Doffy, Jr. absent due to other commit~ments; Selectman W!!!!am A. Finnerau was present with Selectman Arthur P. Kirk presiding as acting Chairman. Th~..~eckly warrant was approved as submitted. JOHN LYONS - GOLDEN - WINN PROGRAM: ToWn Clerk and Mr. Golden appeared before the Board to advise t~e Board of a young lady who could work in the Town Building for different departments for 13 weeks so she could · acquire clerical em~erience. Her ~ will be paid by the Mass. State Employment Agcy.
