Finneren, Arthur P. Kirk and Chairmen William B. DaffY, Jr. pre- siding. The Warrant was approved as submitted. TG~N COUNSEL APPOIN~NT: At 7:00 P.E. the designated department heads (J. Lyons, J. Maker, J. Dewhirst, E.Phelan, J. Guthrie, J. Kay, M.D., W~. Chep~lis, Jr., J. Willis, Esq. and Chairmen of the selectmen, William B. Dully, Jr., EsQ.) convened to appoint a Town Counsel for the period of one year. The committee was unanimous in their vote to reappoint Arnol~ H. Salisbury, .Esq. · TREE R~NOVAL HEARING: t petition to remove three trees on the new fire station site at Johnson and salem Streets was approved by the Board. ~ GI POLICE CARS, NN~ POLICE G~ERATOR, OFFICE FURNITURE: Bids were received by the Board on the above-named items and were subsequently awarded to the following: Two, new Police cars, as per specifications to Woodworth. Notors. New police station generator to Vincent Lenders. ~ffice furniture for mew police station to Andover stationers. JUROR DP~N: Selectman Finueren drew the name of Robert C. Hillner, Sr., 193 Niddlesex St., Retired, for the May 5 sitting, at Salem Superior Court. '4TH OF JULY CC~ITTEE APPOINTM~NT~: The Board appointed the same members of last year's committee ~o plan this year's 4th of July Celebration: H. Green,~A. Dru~maond, G. 0sgood, R. Niddleten, J. Thompson, C. FostesJr.I M. Bootman, D. patterson, R. Bodge and E. Burke. 'COUNCIL FOR ~E AGING CG~tITTEE: The Board appointed the following for the period of one year: Elara Haltmaier - Mrs. Albert Taylor - Mrs. Andrew DeBarba - Myron B. LeWis - Mrs. ~nily E-rphy - Charles EcKinnpn - George Dawson - George Eversen - Francis Chadwick ~- Mrs~ JokU Thompson. · The appointments Were recommended by Selectman.~rthur'p. Kirks. state app0~.~'ted advisor of the committee. PRIVATE AMBDIANCE SERVICE: The Board of Selectmen denied the application of Mr. poulin to operate a prlvate~ambulance service in the town of North Andovar for the following reasons: , 1. Chief James P. Daw denied the necessity for additional ambulance service at this time. There are enough call firemen at the present time to ~ake care of any emergencies. 2. Chairman Dully stated that wwnspeople would obviously incur 'greater out pocket expenses for private services. At least one Health plan in Town only provides $1~.00 reimbursemant against $35.00 to $60.~0 cost for private service offered by Mr. poulin.. 3. It would not be eny financial saving to the town. 4. The present system of cover~g for the ambulance when it is in use is, in the opinion of the Board of FLre Engineers, acceptable. The Judgement of this Board, at this time, arises from present circumstances and does not constitute any judgement whatsoever as to what system will be best for the town at some future date. GREAT pC~D ROAD - BERXOVER: In reply to the Board's inquiry regarding reconstruction of Great pond Road, Mr. Jacob Berkover, District Highway Engineer, stated in his letter mo the Board that at the last County hearing, located in salem, the town did not submit Great pond Road in it's list of streets for 1~69 construction. For 1969, the amount of $h6,000.00 for Salem, Johnson Street, or Foster Street are the only streets submitted for construction. Regarding Johnson Street, he stated, because of a sher~age of personnel, a survey and lay- out can be made only for the project that has top priority, which, according to correspOnd- ence frOm North Andover, is salem Street. oLIc . e A letter from the preslden~ cz ~n North Andover Garden Club, Mrs. Eleanor Hayes, advised the Board that they would be pleased to work with the ~ree Warden and would appoint a committee to plandand landscape the grounds arced ~he new police station. April continued) 251 GAS EXCAV~TIC~h A petition to excavate for gas eervice on clarendon and ?leusent Street:s was approved° JOINT POLE LOCATI(N: A hearing was set for April 28, 1969 for a petition to locate 3 Joint poles on Johnson St. AMERICAN RED CRC~S - FALL OUT SHELTERS: · A letter from the American Red Cross enclosed the names of the area's Red Cross Disaster Committee and the locations of the Greater Lawreace Shelters. In North Andovar they are located at campion Center, 1518 Great pond Road end St. Paul's Church, 390 Main St. NOTICES: C.V.M.R. planning District Meeting. Rt. 114 study committee meeting, April 29, 7:30 P.M., planning Board Rooms. Town Charter Study Committee meeting, Tuesday, April 15, 7:30 P.M., Selectman's Office. Town Building Closed, patriot's Day, April 21, Nomda¥. Board of Selectme~'s meeting postponed until Tuesday, April 22, 7:30 P.M. HOOpER PR~LEM: A letter from Mr. Hooper stated that the bus in their yard had been registered. The Board directed that the Chief of police investigate and report to the Board whether a $50. fine should be imposed on the Hooper's non-compliance to remove bus frOm front yard. GO SI~.C~ILDR~N SI~I REQUESTS: Requests for the above-named signs were received by the Bmrd for East Water Street and Neadowview Road. A complain of excessive speeding on N~rblehead Street from Raymond Pike was also received. Ail were referred to Chief Lawlor for investigation and action. RESI~ATIG~: William J. Deyermond seat a letter of resignation from the position as alternate member of the Zoning BOard of Appeals stating that his business_~a~ep~sventing his a%~endence at the Appeals meetings. The Board accepted the resignation with regret end directed that a 'letter of appreciation and thanks be sent to Mr. Deyermend for the time and effort he spent in the interests of the town. MISSILE SITE RD. :. Reco,~endattons from the Highway Surveyor, Nicholas Nicetta, on the missile site road including maintenance, snow removal, etc. was referred to the planning Beard. ~ NOTICES RECEIVED: Material from the special state wide annual town'~meeting from Mass. Selectmen's Annual Report of the Treasurer end County Commissioners. Proclamation .of Drug Abuse Week from Druggist's Association, May 4. APP OIN~T: Selectmen Finmeren made a motion to appoint Attorney James Glynn, 124 Miflin Drive, to fill vacancy created by William Deyermond as Associate on the zoning Board of Appeals. After a discussion, the vote was made unanimous.
