The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen William A. Finneran, Arthur p. Kirk and Chairman William B. Duffy, Jr., presiding.
The Warrant was approved by the Board as submitted.
SPECIAL TO~N MEETING:
Upon motion of Mr. Kirk, seconded by Mr. Fiunersn, the warrant for the Special Town Meeting
was reopened at 7:36 P.M. to include two more articles. The warrant was thennclosed at
7:38 P.M. This made a total of ten Articles for the warrant.
TOgN REPAIR BIDS:
Bids were received and opened from ~ sub-contractors; two for the painting and three for
the electrical work. No bids were received from a general eehtractor. The bids were taken
~er advisement and study. La~er in week~Chai~man. Duf~fy~directed that another ad be written
advertised in the Tri~une for a General Con~racmor ext.

It is to ~be recorded that the Board of Selectmen hereby exempt, by unanimous vote, John ...
J.Thompson, from the effect of General Laws, 268A, Section 20, in connection with the
Contract between the Selectmen and John J. Thompson for the installation of a 200 amp
service in the TOWn Office Building and Garages..
~AS EXCAVATIGI:
The Board of Selectmen approved a petition for gas main installation for George Fart on
Salem Street, Lot 4.
POLE LOCATI(NS:
The Board approved a petitio.n for replacement of several poles on Salem Street subject to
the approval of leo Lafond, Tree Warden.
BOOSTER CLUB:
A letter from Chairman McEvoy of the Booster Club advised the Board of the' opening ~of the
North Smdover Booster Clubs 19th Season of Youth Baseball on Sunday, Nay 25th, at 1:45 P.M.
G~BER ~ CG~2~ERCE NEETING:
Selectmen Kirk and Finneran will attend the annual Chamber of Commerce meeting and social
....... width their wives on T~esday evening, May 27th, at the Christian Formation Center in ~ndover.
DROP INLET:
A letter from Jacob Berkover, District Engineer, stated that the drop inlet requested for
station 118+93 on Salem Street would be installed end connected to the state main pipe
across the ~oadway.
G~NERAL FO~ STATUS INQUIRY,~ POLICE STATICS:
An inquiry from ~the bonding company for new police station contractor, Fred DeLisio, was
referred to Selectmen Arthur P. Kirk, Chairmen in charge of the construction.
UNITED STATES S~NATE: :
A letter was sent to Chairman Duffy re a conference to be held in Washing{o~, June 9-10
of Massachusetts state, municipal and county officials. Current national issues, federal
programs of assistance to local co,unities and ways to strmngthen the federal-com~aunity
partnership for development. The Selectmen attending is still to be determined.
SUMMER INTERNS:
A letter from Julian D. Steele, Commissioner, Department of 6ommunity Affairs advised the
Board that they were very pleased at the response the S~mamer Intern program received, but
due to limited funds, they could not plece an intern in every city or town that had re-
quested one. A list of the towns and cities receiving the stoner interns was enclosed ~ut
North Andover was not on the list.
PERNAN~NT POLICE APPOIN~I~NT:
Donald F. Foulds, 31 Phillips Court, North Andover, Mass. was unanimously appointed a
permanant police patrolman by the Board. An additional list will be requested and sent
in with the appointment papers to Civil Service to enable the Board to fill the one
vacency remaining.
REPRES~TATIVE PAUL CRC~UIN -
A letter from Representative Cronin advised the Board that, in order ,~o obtain funds for
eny town project such as cost of new ambulance, police safety traffic equipment, driver
education, police training (school), the project should demonstrate that receipt of such
a grent would ,,improve or expand highway safety activities either now being done or con-
templated:'
CIVIL DEFENSE:
- A letter from the state Civil Defense unit advised theBoard of warning tests to be under-
taken on May 20, 1969. The Board referred the letter to Civil Defense Director, J. Farrell.
4th of Suly Responses:
Letters in response to .the B.O. ard's i.nvitatiens .to narticipate _in the _4th. of July activities
and parade were receives oy xae Boars. Governor's ~ouncilIor, Thomas Lena and Represenma~ve
paul Cronin will attend; Senator Brooke will be unable to attend. Letters were sent to Chairman
Henry Green.

SUMNER S G~F~DULE:
The Board of Selectmen announced their summer schedule of meetings which io as follows:
June 2-16-30... July 7-21...August 4 - 18 .... September 2. Copieswill be sent to all
Town Departments end a copy posted on the Bulletin Board of the Town Building.
T~N COL~SEL - ARTICLES:
A letter received by the Board from Town Counsel advised them on Special TOWn Meeting
'Articles 1 5 6-7-8. A discussion of the Voc School Article ensued and Selectman William
A. Fin~eran made a motion to accept the Voc School reques~ in their Article at Special
Town Meeting stating that if filled a definite need of boy~ end girls in ~he co~maunity.
Selectmen Arthur p. Kirk also stated that the Voc School is very necessary in eny community
~nd seconded the motion. C~hairmen Dully, Jr., made the vote unanimous.
~he Board executed the contract for passenger train service from NBT~ sent to them from
Town Counsel. (3 copies).

IRA CARTY- DONALD HAIGH:
.Selectmen ~rthur p. Kirk made a motion to have the Chairman have recorded on the S~ectmen's
records appropriate words '~N MEMORIAM" of the passing of Ira Catty, Highway Surveyor for
the town for 33 years and the untimely death of Donald Haigh, Zoning Board of Appeals membe=

saddened by the passing of Ira D. catty aud shocked at the sudden passing of

High,ray Surveyor, Ira D. Cart-/amd Zoning Board of Appeals member, Donald ~. Haigh.
The selectmen, om behalf of the town, deeply regret the passing of these-two very
l~e me~o
Nr. carry, a native of Nova Scotia, served the town of North Andovar, well and
faith/~ly~for 33 years as High~ay S~rveyor. He was highly respected and beloved by
~r. Haigh~s untimely death deprived the tow~ of his services at the beginning of
his term of office. He will be well ramembered for his willingness to take on civic
responsibilities including his roles, serving as Chairman of the North &udover cancer
Drive and President of ~the Ltom~s Club.
The Town of North Andovar d~eply regrets the loss of these two, very dedicated
citizens. They will not be forgotten.
