Salisbury, Esq. outlining the powers of county commissioners. It was received for study. DRIV~E~ BY-LAW: A By-Law was submitted by Town Counsel on the above-named caption. The Buard voted to have Selectmen Arthur P. Kirk and Building Inspector, charles R. Foster, draw up a BY- Law with recommendations from N. Nicetta, Highway Surveyor; said By-Law to be submitted b~ September 30,19.69. WAVERLEY ROAD TRUCK RESTRICTION: Town counsel submitted amendments to Selectmen 's Traffic Rules end Regulations Order to restrict trucks over 2½ tons from using Waverley Road. Representative paul Cronin was present and stated that the state D~ would make an exception and would approve amendment when notice of Board's adoption of the new regulations. After approval from DPW is ~btef Lawlor w~ll postWa~erley Rd. and it will be sc advertised. Toen counsel's letter stated that two letters cf certification would have to be drawn up by Town Clerk containing the vote of the Board and sent to the ~. Town Clerk was sent copy of letter by Town TheBoard of Selectmen and ~tprney Willis, present as a resident of waverley Rd, expressed their appreciation and thanks to Representative Cronin for his efforts to expedite the DP~ approval on the amendments. ~ISSILE SITE RD...GRAVEL AND SAND HA~LING: A letter from the Building ~nspector advised the Board that he had sent a letter advising Mr. and Mrs. Watson to sto~ hauling sand and gravel in accordance with the Board of Appeals permit that ..all sales end/or deliveries of said sand and/or gravel be restricted to the use of aforesaid access road and missile site and to the Town of North ~ndover." ThiS was in response to the Board of selectmen's letter of july 15 to Mr. Foster to expedite the above-mentioned restriction. N~ FIRE STATICS: .CCONTRACTORS: In response to Selectmen's request, chief DaW, Fire Dept., submitted a list of contractors who submitted bids for the new Fire station, charles Constructtnn CO., the low bidder, plans to use the sub-bids of Lender~ Electrical CO and H. J. Welch, plumbing and Rearing, the Boar~ was so advised. COMMERCIAL VEHICLE PARKING, RESID~TIAL AREAS:' A letter from Town counsel, replying to the Board, advised that the planning Board was presently a sub-committee drawing up recommendations on the above-named By-Law to be sub- mitred to the Selectmen when completed. P~DING COURT ACTION AppRORIATIONS: ~he Board voted, on advice of Town counsel, to send a notice to the Advisory Board that the sum of $1500.00 would be necessary to be reserved from the Town Reserve Fund for future legal fees in connection with court action on Zoning By-L~w violations. APPOINTM~T: Donal~ J. Leonard, ill Glencrest Drive, was unanimously appointed by the Board to fill in vacancy created by untimely death of Donald Haigh as a member of the town's Board of Appeals. TRuLy BUS PETITION: Selectman Finneran urged the townspeople to support Mr. Trombly in his petition to be to take his buses on the Boston run to park Street, Boston, Mass. Re stated everyone should write Mayor White urging a favorable decision. It would mean a saving of $35,000. per year 'for the Town for the reason that if Mr. Trombly could not make th6 Boston trips, he would not be able to service the town and still be financially above water. R~QUEST: ~he personnel ~oard's request to occupy the old tree warden's quarters war tabled until the Board had an opportunity to study the matter of relocating the first floor town officesa VIOLATIONS: charles Foster met with the ~oard to discuss violation progress and it was determ~ed to have a report submitted September 8, 1969. The Warrant was approved as submitted. HEARING: A hearing was held on the petition of Mass. Electric CO. to install, underground, 1 duct Farnum Street.
