HomeMy WebLinkAbout1969-08-11 Board of Selectmen MinutesAugust 11, 1969 (continued) CHAPTE~ 90 MEETING: A notice via telephone of the annual Chapter 90 meeting was received. It will be held on September 9, 1969, at 2:00 P.M. in the Salem court House. The Highway Surveyor recommended the Town should request $80,000. of chapter 90 funds for the 1970 year for the improvement of Salem, Johnson and Foster Streets; $3,000. to be applied on Chapter 90 maintenance. After considerable discussion Selectman Kirk made the motion to accept the recommendation which was seconded by Selectman Finneran. Chairman Dully was opposed to the motion stating he felt there were more important streeets in TOWn needing repairs. It was voted unanimously to accept that part of Salem Street completed under the 1968 Chapter 90 contract, based on the recommendation of the Highway Surveyor. Selectman Kirk agreed with selectman Finneran that this work was the most satisfactory work yet accomplished SPECIAL CONGP~SIONAL PRIMARY: Appointments of personnel for the above-named primary was discussed with Town clerk and the Board agreed the matter should have further study and the subject was tabled. ~.W. CTIC~ HOURS FOR PR~2~ARY: Chairman Dully noted that North ~ndover was the only Greater Lawrence community having ~is Special Election and it was an unanimous vote of the Board to have the voting polls open at all four precincts from 12 noon to 8:00 p.M. D.P.U. HEARING: The Board received notice of a public hearing to be held at 10:00 A.M., August 21, 1969, and voted to have a representative from the Town to be there to discuss the subject of railroad SPECIAL TO~N MEETING: A report from Town Clerk on the special To~n Meeting held August4, 1969 was received ~by the Board. STREET LIGHT SURVEY: HARKAWAY RD.- PHILLIPS CT. A telephone conversation with Mass. Electric Co. 's commercial sales representative, Mr. pare re the' town taking over the lighting in this area resulted in the Bcard requesting a street light survey for Harkaway Rd. and phillips court. HORSE CC~PLAINT: A letter from wilfred Cyr complained that a horse owned by Steinberg strolls out onto the highway in the vicinity of the Butcher Boy Steak House causing traffic hazards. The Board voted to refer the matter to police chief Lawlor for appropriate action. NOTICES RECEIVED: Questionaire from Urban Studies center re TO~n problems. Referred to Capital Out-Lay communicat~mns from Mass. Selectmen's Association. MISSILE SITE: Chairman Dully stated that he had attended a meeting re the Missile Si~e disposal and he stated that the newspaper account was correct. TOWN GARAGE: N~N SITE: The Board voted to request the Superintendent of Public Works and Highway Surveyor to advise the Board if further levelling to be done at the new garage site and, if so, to advise what the cost would be approximately. SCHOOL CROSSING GUARD: Mrs. Jane MacKellar, a crceaing guard appeared before the Board and stated that she thought she should be paid more salary. The Board after hearing her reasons for the increase in salary asked if the matter had been taken up with Safety Officer Dushame. She replied that she had not and the Board advised her mo do so. RT. 114 ~D~NING: selectman Finneran stated that there are already matters pending with the CPW for lights at the intersection of Waverly Rd. and Rt. 114 because of the extreme hazards of cross traffic. He stated that making Rt. 114 into a four-lane highway would certainly be a serious mistake.. He also brought out the fact that the trees along this road would be destroyed by the plans of the DPW. Selectman Dully stated that NG~ was the time to have the town's traffic along Rt. 114 straightened out. At the 'suggestion of Selectman Kirk, it was voted to have selectman Finneran set up a meeting with Highway Surveyor, Nicetta to go over these problems further. WAVERLY ROAD TRUCK TRAFFIC: "ORDER" The Board decided that the vote taken at the July 28, 1969 meeting should now be expedited. Itwas VOTED to request the Twwn Clerk sand duplicate~certificates on his official stationery cf said action to TOWn Counsel who will see to their proper disposition. Chief Lawlor should be alerted that once the "Order" is advertised in the newspaper (by TOwn COunsel) the appropriate posting of Waverly Rd. should be done and the new regulations upheld by the police department. MASS. AVENUE ACCEPTANCE: It was voted to refer this matter to the Highway,. Surveyor. August ll, 1969 (continued) JUNK CAR VIOLATION: J. MATHM~S John J. Mathews, r2§8 Sutton Street sent a letter to the Board requesting permission to keep two former mail delivery vans which are used for storing tools and farm implements on his property. The Board voted to ask Chief Lawlor the status of said junk car violation and scheduled a hearing on Mathews' request for August 20, 1969, at 7:30 p.m. ~O~rBROP~TY INSURANCE: Chairman Dully stated that he had been in contact with Richard Lafond relative to the personal property insurance for the town. It was Voted to hold this matter for further study. LIAISON OFFICER - FLOOD RELIEF BGARD: A letter received from David Roche, Town Accountant, requested the Selectmen forward to the FloOd Relief Board the name of the liaison officer representing the town. The Board voted to appoint Civil Defense Director, John H. Farrell, and directed the Town Accountant be so informed with the Flood Relief Board. MBTA PASSENGER SERVICE: ZONING VIOLATIONS: TOWN YARD SECURITY: CAPITAL OUTLAY QUESTIONAIRE: This matter was voted robe held for further study; also other above-named matters. TCWN TRUST F~DS: Aletter from Town Counsel stated that he would check the probate records re three town trust funds. The Board voted to request Town Counsel to expedite the investigation. CAPITAL OUT-LAY QUESTIONAIRE: DRIVE-WAY BY-LAWREPORT: STREET LIGHT SURVEY%~OOD &FIRST STS: SANITARY DISPOSAL SITE: All the above-named matters were voted to be held for further study and plac~on old business. POLICE STATIC~ LANDSCAPING: After considerable discussion, the Board voted to set a deadline of Friday, August 15, for the work to be done satisfact~ril~ by the contractor. CCNFLICT OF INTEREST LAW: Town Accountant sent word that the Building Inspecotr was filing a report and that Richard La- fond desired to talk with chairman Duffy regarding this matter. Selectman Kirk stated that he intended to file a report tomorrow. ADVISORY BOARD MEETING: The AdvisoryBoard meeting with theBoard scheduled for September 15, at 8:00 P.M. was, held for further discussion and study by the Board. FARND~! STREET TRAFFIC: Selectman Finneran brought up the matter of heavy traffic along Farnum Street. It was voted that Selectman Finneran write to the police stating that the heavy traffic be prohibited along Farnum Street and that trucks should travel an alternate route along Rt. 114 and come in ~y way of Brook St. to the development. SARGENT STREET BOUNDARIES: A letter from Mrs. Donovan re boundary disputes on Sargent Street was received. It was voted that Selectman Finneran look ~nto this matter and hold action pending his report. Alice M. Letarte, Secretary ' Clerk August 25, 1969. The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Finneran and Kirk with chairman Duffy, Jr., presiding. The Warrant was approved as submitted. GAS EXCAVATICNS: Petitions to excavate for gas services were approved in the vicinities of 190 Farnham St. 364 Sutton St.(policemen required) and 1423 Salem Street. STREET LIGHT: Notice was received by the Board of the installation of a street light at 105 Autran Ave. HEARING NOTrCE: The Board receive notice of a hearing for Essex County public roads on Tuesday, Sept 9, at 2: 2:00 P.M. Dpw office, Boston, Mass. chapter 90 work will be discussed. Selectman William A. Ftnneran and Highway Surveyor, N. Nicetta will attend. BOILER INSPECTIONS: Boiler inspection reports were received from Lumbermens Mutual casualty CO. and copies were sent to the schools involved. ' INSURANCE: Statement and bill from R.C. Lafond Ins. Agcy re changes of Motor vehicles was referred to the Town Accountant.
