The Board of selectmen met on this date with Selectman Fiuneren,land Selectman Kirk present.
Chairman ~illiam B. Dully, Jr. was absent and Clerk of the Board, Mr. Kirk, presided in his
absence. The Warrant was approved as submitted.
HEARING:
The petition of Mass. Electric Company to install 1 duct on Farnum St, n. of Brook street
was approved by the Board of Selectmen after approval was received from the Highway Surveyar
Board of public Works and Chief Lawlor.
Petition was approved (nohearing necessary) for joint pole locations on Glenerast Drive, 8
poles, n.w. of Dale St. and 3 poles, s.w. of Winter Street.
FLAG DG~ATIC~:
Mrs. warren Golf offered, via telephone to Secretary, Mrs. r. etarte, the flag that had been
placed on her husband's bier a year ago. She stated that she would like to havel~ in use.
The Board of selectmen accepted with gratitude and v~ted a letter of thanks and appreciation
be. sent to Mrs. Oof£.
SANTA CIAUS PARADE C2L~:
l~r. WilLiam McEvoy was unanimously appointed, once again, to Chairman the Santa claus parade
Committee for this year.
AIRPORT USES:
A letter from Town ~unsel, Arnold salisbury, advised the Board that the Airport property
if yielding no rent~ was not liable for taxation by the TO~n of North Andover. However,
~e, shall annually, pay to the town en amount equal to the amount the
town would receive for taxes upon the average of the existing values of the land. (G.L.c.~9
p6). Under this statute, buildings at the airport, which are at present ranted and used by
other persons are subject to taxation, and any leased properties which may yield rent in the
future.
J~NK ACCLrMUIATICN CC~LAINT:
Sidney E. Bailey sent a letter (the second one since last December) to the Board expressing
his objections to Junk accumulated behind and beside H. Welch, plumber, property on Main St.
He stated that discarded bath tubs, toilet bowls, etc. were strewned all over ssid.property.
He. stated that his previous complaint about the Trembly sas Station had been respected and
that Mr. Trembly had cleaned up the property behind his gas station. The Board voted to
request the Building Inspector, Ch.-=les Foster, to conduct am~investigatian end submit a
report on same by Sept. 29, 1969.
DALE STREET .- GIE-WAY REQUEST:
The Board received a recommendation, as requested, from ~he Highway Surveyor and Chief Lawlor:
Highway Surveyor: Making Dale $~reet, one-way would be a help to his department after a snow
storm as ro~i is only wide enough for one car. Width of street', 19 feet.
C~IEF'*LAWLOR: Mr. Lawlor stated that~ at the present time, he did not see any reason for
Dale Street, from Appleton Street to Marble Ridge Road to be designated
The Boar~ took the petition under advisement.
D~iOVAN CG~PLAINT:
The Board of Health sent a copy of a previous letter to the Board stating that open fires
were net under their Jurisdiction but the Fire Department must issue all permits. The Board
referred the matter of trash barrel!burning on Sargent street to c~ief Daw for investigation
and report.
DR. ELIAS BUILDING:
The t~o-men Board received a notice from the Building Inspector that TOWn COunsel and Dr.
E~ias' attorney were conferring on this problem. The Board instructed the Seeretary to send
a letter to the Building Inspector with instructions not to allow any construction to proceed
on Dz. Elias' property until TOWn COunsel's decision had been received re the zoning and
Building By-Law.
GAS EXCAVATICUS:
Three petitions ware approved to excavate for gas services on pleasant St., 73 Woodstock Rd.
and 326 Osgood Streem.
