STREET LIGHTS: ·
A street light survey was approved to be installed vicinity of William Murphy, 776 Dale St.
The Board voted to have a street light installed at Corner of Prescott end Upland Sts. and
MBTA SERVICE CC~TRACT: 1155 Salem Street.
The Board received a letter end end Article to authorize the Board of Selectmen to enter
into a 0~ntract with the NBTA for continued passenger service. The Board voted to accept
and file the Article for inclusion in the next Town Meeting.
MASS. AVENUE REQUEST: BERKOVER:
A copy of a letter sent to the Highway Surveyor from District Highway Engineer, Jacob Berkover,
was received by the Board. The letter request N. Nicetta, to list final corrections on Mass.
Avenue so they may be finalized and the matter of Mass. Avenue's acceptance by the ToWn of
North Andover be expedited.
A copy of N. Nicetta's letter, listing the corrections, and sent to J, Berkover, was also
received by the Board.
WAVERLY R~&D TRAFFIC AM~NI~NT:
TOWn Counsel advised the Board that he would advertise the amendments to the Town's TraffXc
Laws excluding all truck travel on Waverly Road over 2½ tonnage and advised, also, that the
resolution would have to be taken up again in six months. Chief Lawlor was to be instructed
to post the necessary traffic signs.
BUILDING INSPECTOR REPORT - STEINBURG:
Acopy of a letter from the Building Inspector, Charles Foster, Jr., to Albert steinhurg
advised Er. Steinburg that, due to repeated violations of the town's Building and Zoning
Laws, the said letter was a final notice before court action is taken by the ~own to en-
force the following:
1. Have proper plot plan drawn by a registered lend surveyor showing the various dwellings
existing on your property with e lot and street frontage for each end have said plot
plan signed by the North ~ndover planning Board.
2. Obtain all necessary septic' system permits and all other permits required by the N.A.
Board of Health.
3. Apply for all necessary building permits for the construction done over the last sev-
eral years end at the same time obtain from the Building Inspector a list of the work
that must be done on your various buildings to bring them into compliance with the
Building Code and State requirements regarding apartments.
· Mr. Foster also stated in hie letter to Steinburg that the above stipulated items had to
~ be complied with by September 29, 1969 or court action would be started.
The Board of Selectmen unanimously voted to appoint Attorney James A. Glynn, Jr. as
Attorney for the Town on the Albert A. Steinberg case. ~
N. A. B~ARD GF ~ADE: ~
Members of the Board of Trade appeared before the Board to ef£er any assistance in anyway
· they could in TOWn matters.
· BOARD C~ APPEALS:
Arthur Drummond and Daniel 0'Leery appeared before the Board to make known their defense of
Building Inspector: Charles Foster, who was subject to en abusive letter from Mr. Bevin
a violator of the town by-laws.

Legion .Installation. Chairman Dully end Selectman Finneran will attend the Harry Snook dinner
end the Board will make every effort to attend the American Legion installation.
WILFRED L. CYR CG~PLAINT:
~e Board received a letter from the above-named with the complaint that tall poles were
being installed en Chickariug Rd.(Osgood Street) that ware causing him much inconvenience
and creating a ~raffic hazard because of the pro~imity of the poles to his driveway. ~he
Board voted to send a letter to Jacob Berkover,. District Highway Engineer, as Osgood St.
is a State road requesting an investigation end report of corrective measures taken to
alleviate the situation.
