Selectman Arthur ~. Kirk was on vacation The. warrant was approved as submitted. TWo petitions were approved by the Board end the three depts, involved; Highway, Public Wks., and Police Dept.: 1. Installation of buried cable on Waverly Rd., 335 Feet. (2). Ineta!latio of 2 ducts on Turnpike St., w. from Rt. 125 By-pass. STREET LIGHTS: A survey for street lighting on phillips Ct. and Harkaway Rd. was approved by the Board end voted to be installed. GAS EXCAVATIC~S: Three petitions were approved to ~XCavate for gas services at Davis & Furbe~ garage on Elm St.,,,om Sawyer Rd, #35; end on Great PondRd. for Dr. Elias. CIVIL CONSTABLE REQUEST: Clinton p. Vose, COnstable sent letter requesting en appointment as a Civil Constable for ~reater Lawrence. The applicant was referred to Chief Lawlor for reference. NAURICE SELFIN TRAFFIC C~IA]NT: Mr. Self-in appeared in the office end complained to the Secretary of the speed end lack of No Passing si~n~ on Chickering Road from Peters St. to the Village Green apartments. The Board voted to send Mr. Selvin instructions to contact Chief Lawlor for advice who would make recommendations to theBoard. SIDEWALK REQUEST, A. SPIN~.Lr: The Board received a request for the installation of eidewal~ on-.Turnpike Street, from Chestnut street to end including the property of J. E. King, 1000 Turnpike Street. The matter was referred,by theBoard,to Highway Surveyor, Chief Lawlor end Jacob Berkovar, for their recommendations. SCHOOL COMMITTEE REQUEST: A letter received from J. Guthri~, Chairman of School COmmittee, stated that they had en- listed the support of Rep. paul Cronin to obtain the necessary cooperation from the State ~ublic Wo~ks for plowing of sidewalks during the winter months. He also asked the aid of theBoard.~ The Board voted to acknowledge the letter stating the Board's assistence. They also voted to have copies of J. Guthrie's letters sent to J. Berkover. THANK YOU LETTERS: Letters of appreciation end thanks were received by the Board for their efforts to 'e "]/minate heavy truck traffic on Waverly Road. The letters were sent byAtty. Wfll~s end John Richter. The Board received their copy of the '~otice of Intent,, required for the filling in of the mew garage site land. TWo copies end pleas were sent to the Dept. of Nattma! Resources end the State Dept. of Public Works. NBTA - TG~N CO~SEL: A copy of a letter to Town COUnsel from Mr. McLaughlin of NBTA re ~ommuter Service was rec- eived by theBoard. ~. salisbury stated the the 2{BTA service annual cost would be $350. and an article, including that amount, was drawn up for lnclusinn of the next special to~u meeting. Another article was also received for a water system extension on Adams Ave. sub- mitted by .the Public Works end petitioners. CONFLICT OF INTEREST: Two conflict of interest forms (26§A-20) were filled out end sent .to the Board for approval, by Vincent Landers and M. J. Welch. The Board signed them end ordered tham filed with the ~ Clerk. GAS .FITTING LAWS & REGUIATIC~S: Nitohell Bootmam, Gas Inspector, submitted a set of rules governing the installation of gas fixtures end appliences. The Board received them for further study. Notice of change of address of Hud Headquarters end petition deadline date was referred to the Board of Public Works. NOTICES OF MEETINGS: Automated Date Processing, Oct. 22-24, Chicago, Ill. Mass. Municipal Training Institute, Oct. 7, Boston College. Annual T. Meeting, Mass. Selectmen's Association, Oct. 3,4,5. Selectmen Finnaren and Kirk at- D~0VAN TRASH BURNING: tended. A letter from Chief Daw stated that the trash barrel in mmestion had been moved to enother location. The Board requested copy of the letter be sent to Miss Donevan, complainant.. CHARLES PETERSG~ MATTER: , Town COUnsel advised the Board that after conference with Charles peterson, Sal.am S.treet, Mr. petersan was advised to hire a private counse-. Three petitions were received from the Gas Company to ~xcavate for gas service installation: Great pond Road - install 2" steel gas main for Dr. Elias. 841 Chickering Rd..2" stall gas main and gas service. Beverly Street (91,123,118,114,10~,97,89,8-3) to renew gas services. GASO E Brim ( m AL) The Board of Selectmen voted to set October 20, 1969, at 7:3S P.M. for acceptance of gasoline bids for the ensuing year to supply Town Departments. It will be advertised, specifications made awilmble at the Selectmen's office. Copies of ad and specs were sent to 9 companies. STATE O~NED MASS. AVE. N.A. AREAR: A letter from J. Berkover, D.H.Engineer, advised the Board that he had submitted a recmmaenda- tion to the Boston Office to exclude the State owned section of Mass. Ave. in N.Andover, from the Departments Snow and Ice Control including all plowing and de-icing the Dept. has done in the past. If approved, it will take effect as of J~ly 1, 1970. The Board voted to send copy of letter to the Highway Surveyor. NOTICES RECEIVED: Town Treasurer submitted increase in rates of Blue-Cross, Blue Shield to be approved by the Board. They so voted. Stats Public Utilities Hearing, Oct. 16, re rates and charges. Invitation to Electric Light Symposium, Oct. 29, at Marriott Motel, Newton. Chief Lawlor will go. Invitation to attend designation of Parson Barnard House, 179 Osgond St. Oct. 25. The Board voted Selectman Finneran to represent the Board and a letter was sent ~o Thomas Leavitt, Dir. Invitation to Conflict of Interest Law meeting, Oct. 17, Yankee Drmm~er Inn, Auburn~ ' Notice re Federal Grant to Merrimack Valley Health planning COUncil. T~e Board voted to send a letter to express their interest and support of the Federal Grant. TRemBLY BUS HEARING: A letter from Francis Trombly of Andover expressed a request that he have the support of the Board at the Hearing whan~a final, decision will be made whether Trembly Bu.s, on 'their Boston run will be allowed to stop.nat park S~uare. The hearing will be at 10.00 a.m. in the DPU hearing room, Boston, Mass= on October 9, 1969. Chairman Duffy, jr.. will try to attend. ~he Board voted a letter be sent Mr. Trembly assuring him of their support. MASS. ELECTRIC PETITION: A petition to install 1 condit on Chickering Rd., northerly from pleasant Street was set for a hearing on October 20, 1~69, at 7:40 P.M. Abutters will be notified. STREET ADJUDICATIG~: Petition from Board of public Works for the street adjudication of Clark Street was submitted with' the required set of 6 plans. The Highway Dept., Public Works and planning Board will be requested to submit their recommendations at a future date. An Article to be included in the annual T~wn Meeting was also submitted. ~ NEXT MEETING: The building will be closed on October 13, celebrating Columbus Day, and the Board will meet' On Monday, October 20, 1969, because of the holiday. The weekly warrent will be approved on Friday, October 10, 1969. ~ STREET LIGHT SURVEY: The Board requested that a survey be made for Beech Avenue, vicinity of the Devine residence. POLICE PARKING SIGNS: Selectman Finneran stated that now the police station had moved to Main Street the'No parking For police ~chlcles 0nly,, be taken down in front cf the TO~m Building giving more parking space to Town citizens. The Chief was so notified. Mrs. Barton of ~BC called Secretary, A. Letarte, requesting information regarding the the re-building of the razed Richlyn Club which occurred last November, 1968. Mrs. Letsrte said she would go up to the site and report to ~BC as per request. GEORGE~S PACKAGE STORE: A letter from Eugene McAuliffe, Manager of George ~s Package .Store, Inc. ,North Anti, er Mall, requested spproval of change of stock and Men~ger from hime~elf .tq Jam~s B. and Ann Bu~liss. 2~ Totman Rd.
