HomeMy WebLinkAbout1969-10-20 Board of Selectmen Minutes 280 October 6, 1969 (ocntfnusd) TRAIN COMMUTER SERVICE: The Board voted to write a letter to General Counsel, Edward McLaughlin, Jr., acknowledging his letter of recent date to advise him that they were still aw~Aiting a favora'ole opportun- ity to present the matter of extended co~ut~rtrain service to the Town's voters. The Hoard stated that a Special Town Meeting with only the continuance of train commuter service on the Agenda presents major difficulties in obtaining a quorum. Town Counsel had advise the Board that, in the past, the town has been able to obtain continued operations of the one train a day on the basis of the Board's committment to present the matter at the earliest favorable opportunity with this Board's favorable recommendation. The Board requested sim- ilar consideration of the presently exisiting train services. ~ Alice M. Kirk, pre= sided as Chairman of the Board because Chairman Daffy was absent because of other committmehts. Selectman William A. Finneran was present. The warrant was approved as submitted. JUROR: John J. Gallagher, 267 Waverly Rd, was drawn for the November 3 sitting 'at Superior Court, Salem, Mass. REAP~ING: CONDUIT: The petition to install a conduit on Chickering Rd., northerly from Pleasant St. for Mass. Electric Co. was approved by the Board. GASOLINE BIDS: The annual opening of bids for gasoline service to mown departments was held on this date. Gulf Oil Company was the' only bid received which was taken under advisement. FUEL OIL BIDS: The Board set a date for fuel oil bids to be opened which will be November 3, 1969, at 7:45 P.M. WELl SUPPLY INSURANCE: · A letter from Supt. William B. Duffy, Sr. advised the Board that the deadline set to apply for the railroad crossing at the Well Supply was'November 3. The Board referred the l matter to Town Counsel for his advice. BOLE lOCATION PETITIONS: A petition to install two Joint poles on Johnson Street was se% for a hearing on Nov. 3, 1969, at 8:00 P.M. by the B card. A petition to remove 1 joint pole on AndoversStreet'was approved by the Board, no hearing was necessary. GAS EXCAVATIONS: ~wo petitions were approved by the Board ~o excavate for gas services and repair~ on 42 Pros- pect Street and Sutton Street. STREET LIGHT SURVEYS: A street light survey was received by the Board and~roved by the Board for installation of said street light at 270 Bradford Street, vicinity of V. Vafiades' residence. A request was received for a street light on Autran Avenue, corner of Mass. Ave. The Board voted to have a survey made on the request. SPARE WORKER: ' Mrs. Eleanor Palmeri, 32 Rosedale Ave. requested an appointment to be a Spare Worker for Precinct ZV. The Board approved the request. CIVIL CONSTABLE APPOINTMENT: Chief Joseph W. Lawlor submitted a favorable reco~nendation on the reques~ of Clinton P. Vose to be appointed a Civil Constable for the Greater Lawrence Area. FLOOD RELIE~ REIMBURSEMENT: The Board received notification through a letter to Town Accountant that the Town's claim for reimbursement of Flood Relief in the amount of $2,373.38 had been approved by the F~ood Relief Hoard. THANK YOU LETTER: A letter addressed ~o Selectman Finneran expressed the appreciation of the YMCA for his:help in the past year. INVITATIONS: The Board received invitations to Western Electric Dedication, Nov. 7 .... to CMVRPD meeting, Octoberl6,...to a TcwnFimance Seminars at Babson Institute,...Natiomal Conference on Mun- icipal Government, Nov. 9 and to the anml,~ Veteran's Day Parade, Nov. llth. The Board will attend the November llth invitation. NOTICES RECEIVED: (see next. page) October 20, 1969 (continued) Personnel Board requesting petitions for proposed amendments to the Personnel By-Law. Notice of ~ergency Communications program. Ambient Air Quality Standards hearing, November 25, State House. Town Accountant Report on uncollected taxes. Flu shot notice for Town Personnel, 10/23/69 4:00 P.M. Request re Sanitary Disposal Site referred to H~.ghway Surveyor and Bd. of Health. Conservation Commission request to meet with Town Boards. 281 TOWN YARD VANDALISM: Highway Surveyor appeared before the Board and requested protection for town trucks in town yard...states two fires set in rubbish trucks, sand put in gas tanks, etc. Would like a fence with locked gate placed around the yard. The Board stated that they would see what could be done about the situation. Suggested large spot light be installed to keep area lighted. ~ RT. 495 STREET LIGHT: Selectman Finneran reported the lights under the Rt. 495 bridge had been out for some time on Mass. Avenue. The Board voted to advise Mr. Berkover of the ~tuation, by letter, re- questing replacement of same. LAWRENCE NORTHANDOVER BOUNDARIES: Selectma~Finneran requested a letter be sent to Town Counsel to expedite the finalizing of the Lawrence-North Andover boundary lines as they were now and to have Town Counsel contact Representative Paul Crcnin to expedite the necessary legislation of same. CHRISTMAS LIGHTING: The Board voted to appoint John Lyons, Town Clerk, as Chairman of this year's Christmas Street Lighting Committee. He, in turn, was to form a committee to work with him. P.A.R. MISSILE SITE: Selectman Kirk requested a letter sent to Representative Harrington to make every effort ~o bring the matter of what was to'become of the abandoned missile site to a rapid con- clusion. Clerk The regular meeting of the Board of Selectmen was held on this date with all members present: Selectmen Finneran and Kirk; Chairman Duffy, Jr. presiding. TheW arrant was approved as submitted. GAS EXCAVATION: A petition was approved by the Board for the gas company mo excavate on Sutton Street, opposite Adley's Express Co. Police Officer required. BUS FARES: Selectman ArthUr P. Kirk advised the Board that the TromblyBos fares ~o Park Square, Boston, from North Andover had increased from $1.C5 ~o $1.25. EXCESSIVE SPEEDING COMPLAINT: James H. Smith, Jr., 175 Forest St. appeared before the Board to complain of speeding on his street. The matter was referred to the Police Dept. for investigation and report, Nov. 3. Selectman Kirk also asked that speeding on Pleasant Street also be investigated. LAWRENCE-NORTH ANDOVERBOUNDARYLINES: A letter was received from Town Counsel in answer to the Board's inquiry as to the status of the~ above-named boundary lines. Atty. Salisbury stated that he understood that the proposed reconstruction of Rt. 114 will require a new relocation of a portion of the ShawsheenRiver, which stream, is atuor near Rt. 114 forming a boundary line between Lawrence and North Andover It seemed ad~isable to wait, in his opinion, for this relocation so that an amendment to the present proposed boundary line could be .made. He stated that the bill could be filed as a "late-filed,, bill and the Selectmen should not be concerned about the December 16 deadline date .Selectman Finneranmade a motion that another letter be sent to Town Counsel stating that th~ Board would like the boundary line, as it now stands, finalized as soon as possible. In 1970, the Selectmen have to "perambulate" the boundary lines of North Andover and Mr..Finneran stated the Lawrence-North Andover boundary line should be settled before the perambulation. The Board so voted to send the letter as per Selectman's motion. MISSILE SITE: A letter from Congressman Michael Harrington advised the Board that they were waiting for a cost of developing the missile site from Commissioner Bro%mell of the Department of Natural Resources. He further.stated that once they had the opportunity of ermm~ning this report, they would contact the Selectmen. SUTTON PONDFILLING: A letter from Atty. Willis, representing Charles Construction Co. requested a hearing on a petition to fill in Sutton Pond. The Board table the matter until naxt meeting.
