POLE INSTALLATIONS:
A hearingon a petition for Joint installation of poles on Johnson Street was held and inst~-
lation was approved by the Board.
FEDERAL TRAFFIC GRANTS:
Donald Kierstead, member of the Planning Board, was present at this meeting to discuss the
above-named subject with the Selectmen. He stated that he had spent considerable time with
the state department in charge of these grants and that it would be beneficial to the town
to apply for them. A Federal com~mittee would make safety traffic surveys, etc. free of cost,
for the town and donate expense of traffic signs and anything connected with traffic safety.
The Board voted to refer the matter to Chief Lawlor to expedite the application for funds.
NOTICES~ RECEIVED:
From State Dept. of Public Works: $27,024.15 for reconstruction and maintenance of public
roads in North Andover. A~so~ Notice received of $9,008.05 alloted for Highway projects in
the town.
Hearing by Civil Service Commission, Nov. 14, 10:30 A.M. State House on proposed changes in
the Selection and employment of persons in Commonwealth municipalities. The Board voted to
refer same to the Personnel Board.

EXECUTIVE MEETING - 114 RECON~T~CTION:
Chairman Duffy annoUnced that there would be an executive meeting at 8:05 P.M. with the
Planning Board and state officials on the Rt. 114 proposed recousmruction. Selectman Willia~
Finneran stated.that this was the first nomice he had had of the meeting.
The Highway SurVeyor stated in his report from a previous meeting on 114 reconstruction that
he had stressed his objections mo the clossing off of Cotu&t Street. and had sent a letter to
the District Highway Surveyor to that effect. The Board of Selectmen voted to back up his
objections and will send a letter ~o Mr. Berkover st ating their support of the Highway
Surveyor,s request.
REP. CRONIN -' SIDEWALKS:
Representative Paul Cronin appeared before the Board and stated, tham he had received ~he'
Selectmen,s letter requesting his support mo. expedite the installation of sidewalks on
Chickering Rd. and Osgood Street. He said tham he had spent three weeks working on the
~equest and the end resulm or reason why the State had not started the project was the
lack of state money appropriations in the funds to upgrade Highways. He added that he
expected ~o have more information in a week or so.
· He also stated that special appropriations'had been made for the proJec~ on Chestnut Street
re the icing conditions am Rt. ll4. He stated that the drain would be changed to tie in
with the state drain to alleviate this condition.

The regular meeting of the Board of Selectmen was held on this date with all members p~esent;
S.electmen Finneran and Kirk with Chairman Dully presiding. The Warrant was approved as sub-
m~tted.
GASOI~-NE CONTRACT:
The only bid for the coming year's gasoline connract to town departments was submitted by
Gulf Oil Corporation to whom the contract was awarded.
GAS EXCAVATIONS:
Petitions to excavate to repair a gas main on 330 Andover St. and to install a gas serwice
for the new fire station on Johnson Stree~ were approved by the Board.

Public Works sen~ a letter of reco~enda~ion for the Clark St. adjudication he,ring. Chair-
man Duffy requested the letter be referred to the Planning Board.
DR. ELIAS PROPERly:
A letter from Town Counsel re the above-named was received.
TOWN INSUPANCE:
A meeting ~o discuss the town insurance budgets and other budgets was held in executive session.
TOWN TN;ST FUNDS:
The Board voted to send a letter to Town Counsel requesting advice as to has the authority to
dispense Town Trust Funds when for educational purposes.
