Notice was received of street light changes by the Mass. Electric Co. re the light bulbs;

A letter from J. Berkover re the above-named advised the Board that the towns and cities
affected were the parties responsible for installation of Boundary signs. 'The Boagd voted
to request Mr. Nicetta, Highway Surveyor, to change the locationof the sign to the actual
line.
CYR RESIDENCE - POLES:
A letter from J. Berkover, DPW. advised the Board that the light poles being installed
were a necessary safety factor for the planes landing a% the nearby Airport and that they
~ere taking into every consideration the r~sidence of Mr. Cyr. The Board voted to send a
copy of the letter to Mr. Cyr.

TOWN YARDSE CURIT~:
The matter of vandalismwas discussed with the Highway Surveyor who said that his trucks
were being tampered with and that he would like ~o have the yard inaccessible' to anyone at.

~ FEDERAL AID - TOPIC GRANTS:
Chief Lawlor reported that he had sent in the necessary plans and maps and details as re-
quested for federal aid under the Topic program for traffic safety measures.
ROUTE lla - COTUIT STREET:
~A~letter f~on J. Berko~sr in answer t~ the Board's letter objecting to the closing Off of
'Cotuit Stree~ - stated the'B oard could rest assured that their request would be given
carefulconsideration in the design of Rt. 214 reconstruction.
· MASS. AVENUE ACCEPTANCE:
In answer ~o the Board's inquiry, Town Counsel stated in a letter that the state could,
according ~o the statues, refuse ~o clear North Andover's portion of Mass. Ave, from'snow
and ice after June, 1970. The Town is morallybound, at least, ~o accept Mass. Avenue, as
a Public WaE~byvirtus of the 1966 Town Meeting vote. He has reqmsted the Highway Surveyor
.to compile a list of unfinished work Mr. Nicetta states t~e $~Wehas yet to do; afterwhich
Town Counsel wil~ set up a conference between Nr. Ntcetta and representative of 'the Dept.
of Public Works to see if any discrepanoies can be disposed of. He also stated that he
had spoken with Francis Cobleigh, the Dept.,s Snow and Ice Control Engineer, ~ho says that
from hi~ past expermence he has no doubt that the department will accep~ the reco~enda~ion
of Mr. ~erkover in Sept. 30, 1969, stating that beglnning!with.the winter of 1970-?1, the
town will have to plow Mass. Avenue whether or not it has been accepted as a public way.
ZONING BY-LAW VIOLATIONS: SWEENEY
A letter from the Building Inspector, Charles H. Foster, Jr., enclosed a copy of the violations
of various By-Laws compiled by him, regarding the Sweeney property on~Suttun Street and North
Main Street. He advised the Board that Town Counsel and counsel for the defendent, Atty..Lynch,
also have copies and a conference is being held on November 25 between the above-named on
these violations. A report of ~he conference will be submitted by the Buil~ng Inspector on
dec~ions reached at said conference.
SUTTON POND FILLING:
Before a hearing can be set, Atty Willis, counsel for Charles Construction Co. who wants to
fill in Sutton Pond, mus~ submit details, with plan and file a Notice of Intent to the Dept.
of Natural Resources, Planning Board, Conservation Commission and the Board of Selectmen.
He was so advised by letter. Alice M. Letarte, Secretary**,**~*
