present, Mr. F inneran, Mr. Kirk with Chairman William B. Duffy, Jr. presiding. The
warrant was approved as submitted.
GAS EXCAVATION:
Apetition was approved to excavate on Tyler Road to install a gas service.
SALEM ST. CHAP. 90 WORK:
Referred to the Highway Surveyor was estimate of work completed on Salem St. by George Brox
on Contract #24725.
· LUMEERMEN'$ - POLICY REN~NAL:
Notice was received that a policy was due for renewal on Workmen's Compensation and a pre-
mium of $11, 167. had to be paid by January 1, 1970. The matter was referred to R. Lafond
Insurance Chairman for recommendation.
STREET LIGHT REQUESTS:
Street light survey for 190Mill Rodd and Marbleridge Rd. (from Salem St. to Abbott St.)
was voted to be made by the B card.
CIVIL SERVICE AMENDMENTS:
The Board voted to send copies of the above-named to allTownDepts, and to post a copy
on the Bulletin Board.
NEW DISPOSAL SITE LAND:
Atty. Morley sent the Board the deed, registered, covering 9.2 acres of land on Holt Rd.
additional land for the Disposal Site.
MEETING:
A meeting is scheduled tonight, at 8:30 P.M., with the Capital Out-Lay Committee and
the Selectmen in the Town Accountant's Office.
SPECIAL MEETING: (SELECTN~N)
The Board voted to have a special Selectmen's meeting on Thursday, at 8:30 P.M. Dec. ISth,
1969. They instructed Secretary to post notice of meeting on Bulletin Board.
SPECIAL TOWN MEETING:
The Board voted to hold a Special Town Meeting on December 15, 1969, at the North Andover
High School Auditorium~ at 8:00 P.M. Four Articles will be on the Warrant:
1. Forthe ~own ~o accept the sum of $2,000.00 from Fred J. Fichera of NorthAndover
to be expended under the Public W orks for the purpose of extending the.water system on
Adams Avenue from the present terminus, 400 feet mo Wood Lane. (Approved)
2. For the town. to vote to authorize the Selectmen to act for it in executing a contract
between the Town andtheMassachusetts Bay Transportation Authority to provide for railroad
co~mmter service between North Andover and Boston for the period beginning August 1, 1969 -
and ending on July 31, 1970, and to transfer from available funds the sum of 15350.00 to pay
the annual cost to the Town for such service. Petition of the Selectmen. (Approved)
3. To see if the Town will vote to transfer from available 'funds the sum of $4,700.00 to be
expended under the direction of Bernard Bingham, Veteran's Agent, for'Veteran's Benefits,
the approval of the Board of Selectmen. Petition of Bernard Bingham, Veterans Agent.
(Approved)
4. An Article which would prohibit any person, firmer corporation (i~di~tdually, or
agents, servants or employees, ) place or deposit by sweeping, shovelling or the use of
manual or mechanical means, upon any public street or way dedicated to public travel in the
town of North Andover, snow or ice, in 'any form, which has accumulated on the premises of the
above-named; except that snow or ice, in anyTorm, may be removed from the sidewalks adja-
cent ~o the premises of such person, firm or corporation and deposited in that par~ of such
street or way neares the curbing or outer edge of the sidewalk. (Not approved.)
-OUT-OF-STATE-TPAVEL:
Town Accountant, David Roche, wished to be advised on the amount to set for the 1970 budget
for out of state travel, 1969 amount of $200. was inadequate. The Board voted to advise
that the amount of $400.OObeset up in said budget.
THANK YOU NOTE:
A Mr. Wtlliam Murphy, 776 Dale Street, sent a note of appreciation and thanks to the Board
for the prompt attention he received on his request for improved street lighting on his ·
street and the storm drain problem~icinity of his residence.
CEE~IFICATE OF INCORPO~TION:
An affirmative recommendation was received from Chief Lawlor for the proposed corporation
of the Greater Lawrence Ecumenical Area Ministry, Inc. of which Herbert I. Schumm, 250 Nain
Street, North Andover, Mass. is a member. The recommendation was sent to the State Secre-t
ta~y, State House, Boston, Mass.
Capital Out Lay Committee:
The Board of Selectmen met with the Capital Out Lay Committee at 8:30 p.m. in the T o~n
Accountant's Office.
