The regular meeting of the Board of Selectmen was held on this date with all members present;
Mr. Kirk, Nr. Finneran and Atty. W. B. Duffy, Jr. The warrant was approved as submitted.
BOY SCOUT WEEK:
The explore scouts acted as Honorary Selectmen and participated in the meeting in observance
of Government Day, the beginning of Scout Week.
WAVERLY ROAD:
Truck traffic regulations were prepared for the Board's signatures. The Board voted to
refer them to Chief Lawlor for his study. A letter of protest was received from trucker,
Kenneth Bailey.
DPW: STATE:
Three forms were sent to the Board to be signed by them re bond issues. The Board so voted.
GAS EXCAVATIONS:
Petitions to excavate to repair gas mains on Andover St, corner of Turnpike St, 203 High St.
· 347 Mass. Ave. and 21 Walnut St. were approved by the Board.
COMPLAINT -TNJCK FUMES:
Mrs. Smmia~ 94 Saunders Street, complained about fumes entering her home because of the
continuous Highway Dept. trucks that were kept running. The complaint was referred to the
Highway Surveyor.
ADVISORY BOARD:
Ail department heads and committee chairman were notified to meet withthe Advisory Board
Feb. 10, 1970.
NOTICES RECEIVED:
Financial report from Town Accountant, David Roche. He pointed out the Town was over a
7 Million dollar business.
Letter from Dept. of Public Safety re elevator inspections in North Andover. Building
Inspectors of towns and cities responsible for inspections. There are 23 ~levat~rs in N.A.
Certified mail notice of hearing on petition of Lowell Gas Co. to transport and/or sell
natural gas, 2/17/70, 10A.M.L. Saltonstall Bldg. Rm. 1210.
ROY FARRAPT'S:
Letter from Towu Counsel advised the Board that Mr. Farr would not use Bradford Street
as an exit from his proposed apartments, in Haverhill, bordering the N. A. town line.
GAME WARDEN:
Letter from Town Counsel advised the Board that after state inquiries, Game Wardens do
not have any jurisdiction. All possible violations concerning the resevoir comes under
the Board of Health.
RICHARD YOUNG:
A letter from Mr. Young advised the Board that Federal aid for construction of water treat-
ment plant was available.
SCHOOL BUS MONITORING:
A letter from the School Superintendent advised the Board that he would investigate their
inquiry if school bus monitoring was necessary.
The Board was reminded that the date of next Monday's Selectmen's meeting falls on
Washington's Birthday. The Board voted the next meeting to be held in two weeks, Feb. 26.

and Selectman Kirk present. Atty Duffy, Jr. was absent due to other committments.
JUROR:
Doris W. Lodge, 347 Wood Lane, was drawn for the March 2 sitting at Superior Ct;, at Lawrence.
POLE LOCATIONS:
Petitions to relocate one joint pole on Morth Main St. and one pole on Upland Street was
approved by the Board. No hearing was necessary.
CERTIFICATE OF INCORPORATION:
Referred for references wasa member, Richard Hamel, Perry St., of the Mark WagnerFoundation,
Inc. to Chief Lawlor.
JANE S. WATSON:
Dept. of Natural Resources requested a hearing to be set for Hane S. Watson project.
also to Building Inspector and Planning Board for recommendations.

ROY FAR APT. PETITION:
A letter from Town Counsel re Farr apartments in Haverhill, next to North Andover, line, con-
tained restrictions to the apartment project.
