The regular meeting 'of the Board of Selectmen was held on this date with all members present:
SeleCtmen Finneran and Kirk with Chairman Dully, Jr. presiding. This was electionday and
Attorney William B. Duffy, Jr. was reelected for a three year term on the Board of Selectmen.
The warrant was approved as submitted.
HE~P~ING: ADJUDICATIONS:
hearing was held on the petition to accept Ferncroft Circle, Meadowview Road and Highwond
Way as a Public Way. SeveraI abutters were present together with Atty. Willis, who represented
the builder and Highway Surveyor. Mr. Nicetta stated that he did not recommend acceptance
of these streets because there was still a serious drainage pro~lemw~th water running from
the development onto S. Bradford Street. Atty. Willis stated that the developer had spent
an additional $1100. to correct drainage problem. Nr. Higginbottom stated also that that
two stone.bounds had been installed. Planning Bd. members, Mr. Chepulis and Mr. Kierstead
verified their recommendation to have Ferncroft Circle and Meadowiiew Road accepted; on
Highwood Way they stated orallyand by letter that a covenant on Lot 4 was still being held
by the Planning Board, though a John Klasker was living there. Chairman Duffy suggested
that the three streets acceptance be tabled until Friday, March 6. Selectman Finneran
stated that from the letter received.from the Planning Board, the developer had complied
with the Planning Board requirements and made a motion to have Ferncroft Circle and Meadow-
view Road accepted and to table the matter of Highwood Way until the meeting Friday, March
6, at 7:30 p.m. when the Planning Board would submit further recommendations. Selectman
Arthur Kirk seconded the motion. It was not unanimous~ Mr. Duffy against motion.
OONUIT PETITION:
A petition from the New England Tel. & Tel. Co. to install conduits on Salem T~rnpike was
set for a hearing on ~onday, March 16, 1970, at 7:30 P.M.'~ Abutters will be notified. Supt.
Dully, Sr. sent a letter to the Board stating that the Public Works approved the petition
with the provision that test holes be dug to locate water and sewer lines in advance where-
ever required by his department. Chief Lawlor indicated a police officer be present when
installations start.
SALEM ST. CHAPTER 90 WORK:
A petition for renewal of Salem Street reconstruction work was to be signed by the Board.
Chairman Duffy motioned that it be t~ble$ until nex~ meeting, March 9th, seconded by A. Kirk.
Matters Tabled until March 9th:
tLetters from Town Counsel on 1970 warrant articles.
Street light survey of Sutton Street, corner of Surry Drive.
STREET LIGHTS:
Street light requests were approved by the Board and a survey voted for Minute Ave., Annis
Street and Young Road.
GO SLOW CHILDREN SIGN:
A request was recemved by the Board to have the above-na~ed signs inst~l ed before the
driveways at 871 Salem Street and 895 Salem Street. Mrs. Mekile stated that the road was
turning into a race track and she feared for the children's safety. The'matter was voted
referred to the police chief.
ROY FARE APAE~MEHTS:
A letter from Town Counsel re the special permit given Mr. Farr for garden type apartments
just over the Haverhill-North Andover line, advised the Board that at no time w~l t4r. Farr
cause any road to be built which will enter onto Bradford St., nor will he cause ar~ building
to be erected closer than 100 feet from said Bradford Street.

BUS INSURANCE:
letter was received from Town Counsel in answer to the Board's inquiry re the coverage of
school children riding in School Busses on Priva%e Ways. Town Counsel advised that they
and the town were fully covered against liability for damage occuring outside of public ways.
The Board voted to send copy of letter ~o superintendent of schools, and Mrs. John )O'Sullivan
Winter Street who made inquiry to Board.

Duffy motioned that a Selectmen's Meeting be held on Friday, March 6, 1950, for High-
~ood Way acceptance petition and the reorganization (annual) of voted.
