HomeMy WebLinkAbout1970-03-16 Board of Selectmen Minutes 1 7o The regular meeting of the B6ard of Selectmen was held on this date with all members present~ Selectman William B. Duffy, Jr., Selectman Arthur P. Kirk with Chai~n William A. Finnsran presiding. The minutes of the last meeting and the warrant ~re approved as submitted. Minutes of previous meetings on March 2 and March 6 were also approved. HEARING: CONIYJITS: A New England Tel. & Tel. Co. petition to install undergzound conduits on Salem Turnpike was approved by the Board. GAS EXCAVATIONS: A petition to excavate to repair gas mains at 116 Waverly Rd., 27 Bradstreet Rd., 209 Johnson Street and 21 Merrimack Street was approved by the Board. INSURANCE: ~A letter from Richard Lafond, insurance chairman, advised the Board that he had arranged :to confer with a Mr. 'Markham from Kemper Insurance to discuss the compensation loss afterwhich he will advise the Board the results of said conference. TOWN COUNSEL APPOINTMENT: Chairman F~nneran announced that the date set for the annual appointment of Town Counsel had been set for April 6, 1970, am 7:'00 P.M. As in the past, the following department heads have been notified to attend to expedite the appointment: J. Lyons, J. Maker, J. Dewhirst, E. Phelan, R. Naltmaier, School Committee Chairman, Dr. Julius Kay, W. J. Willis, Esq. and Chairman'Finneran. NOTICES RECW., vED: Bulletins from Mass. Selectmen's Association and Mass. League of Cities & Towns. Nesting, March 19, 1970, C.M.V.R.P.D. Commission. WAVERLY ~0AD TRUCK TRAFFIC: The Board voted to table any action on the above-numed restriction until ncx~ week, March 23, 1970, when a representative group will be invited to attend the Selectmen's meeting am 7:30 p.m. to discuss the pros and cons of the proposed per~nent restriction. The present · restriction will end on April 10, 1970. The following persons were named to attend: Chief Lawlor-Joseph Lebel-John S. Beirne-W~ 1 ~tam F. Curtin-Kenneth Bailey-Harold W. and John Richter. PEDESTE~AN LAW CONTROL: At Chairman FlY-oran's motion, the Board voted mo send a certified copy of the Law vote taken at last Saturday's Town Meeting to Jacob Berkover, District Highway and request once again that the pedestrian activated lights be installed at the corner of Chickering Road and Massachusetts Avenue. Senator Rurak and Representative Croni~-;.will be sent a copy of said letter requesting their support of the petition. Town Counsel will be requested to advise on the advertising of same. him Chi of. Engineer, Daniel Horgan, Mass. DPW in Boston will also be sent a letter advising/of ~he Pedestrian Law that was passed at Town Meeting according to Chapmer 90, Section 1SA. The Board requested Mr. Ho~gan to advise the Board what procedure would be necessary to enabl~ the~ Board to adopm this taw. NI~. POLICE OFFICER APPOINTMENTS: In, reference to the Article for two new policemen that was opassed~ at To~ Nesting, the Board voted to reques~ the required list of eligible appointees from Civil Service. PA~NG BAN: The Board instructed Secretary to advise Chief Lawlor, in writing, of the lifting of the No Parking Ban. Chief Iawlor had previously been advised verbally. A provision to the lifting of the ban was that it would automatically be invoked if an emergency snow storm came. Levesque Complaint: Highway Surveyor stated in a letter re Paul Levesgue's complaint that he was not given steady 'work in the Highway Dept. that Mr. Levesque had been employed from Jan~ 2, 1970 through March 11, 1970 on,~a Wm-rgency~Appointment for 30 days with a 15-day extension. He then stated that Mr. Levesque was no longer employed by kis department. The Board voted to send a copy of the letter to Mr. Levesque. WIRELESS NIKE: A letter .given to Chairman Finneran from Rocreatio~al Chairman William McEvoy stated that ~he would like mo have the Board send a letter of thanks to a Mr. Russell V. Thompson, Sales Nanager of Sylvester Service Laboratories Corp., in New York for lending a wireless mike for use during the Town Meeting on Saturday, March 14, 1970. Mr. McEvoy is very in- terested in purchasing said mike if any other town agencies would agree to donate ~c the cost.
