The regular meeting of the Board of Selectmen was held on this date with all members present,
Selectmen Arthur P. Kirk, William B. Duffy, Jr. with Chairman William A. Finneran presiding.
The minutes and warrant were approved as submitted.
TOWN COUNSEL APPOINTMENT:
The Designabed Committee to appoint a Town Counsel for the ensuing year convened in the Sel-
ect.men's Office and unanimously reappointed Arnold H. Salisbury, Esq. for the coming year.
,~h~y also voted the following: VOTED: ,'That T o~n Counsel's Salary be understood to cover
only the foreseeable services to be expected of him, and that the matter of additional com-
pensation to him for other services be referred to the Selectmen -for action as questions rela%ing

STREET LIGHTS:
.SURVEYS for street lighting on 1537 Turnpike Street - 11 Minute Ave. - Annis Street ~nd Young
Road were tabled for further study. Chairman Finneran stated that since the street light
budget had been decreased considerably, only street lights that were absolutely necessary
could be considered.
A request for a street light installation on 11 Sylvan Terrace was received and the Board
voted to request a survey of same.
GAS EXCAVATION;
A petition was approved for a gas excavation at Gilbert St., corner of Baldwin St. to re-
pai9 a gas main. Also approved, a gas excavation on Salem Street, corner of Stevens Street.
reports were received from the Lawrence Gas Co. and Mass. Electric Company.
POLE LOCATIONS:
A petition for a joint pole location on Russet Lane, 9 poles was approved. No hearing necessary.
BURIED CABLE:
A petition was approved for buried cable locations on Meadowview Rd. and Woodcrest Dr. No.hearing.
LANNI AND SCANLON COMMENDATION:
District Attorney John P. S. Burke sent a letter.of commendation to Chief Lawlor and the Board
of Selectmen highly praising the work of Officers Lanni and Scanlon for their diligent' efforts
that led to the arrest of the men who robbed and terroized the Chandler family in North
The Board voted to send their own personal letter of thanks and appreciation to the two men.
PEDeSTrIAN-ACTIVATED LIGHTS:
letter from District Highway Engineer, Jacob Berk~ver, advised the Board ~th4b, his office
was making arrangements with the Maintenance Section to expedite the pedestrian=activated
lights at the corner of Chickering Hoad and ~tassachusetts Avenue; that ~they ~should~ b~ iN-
stalled by the month of May.
ANDOVER.ROUNDARYMARKERS:
~A~letter from Town Counsel, Arnold H. Salisbury, advised the Board that town meeting Article
81 re the abowe-uamed matter could not be implemented until the state Department of Public
designated the locations for the markers to be placed on the boundary line between
the Town andthe City of Lawrence.
On the NBTA Article.CO concerning Commuter Service, he enclosed a.~py 9f a letter sent to
the Massachusetts Bay Transportation Authority requesting necessary contract to be executed
by the Board for continued train passenger service.

LAW DAY PROCLAMATION:
The Board approved a request that May l, 1970 be proclaimed Law Day. The proclamation was
'posted on the bulletin board.
JANE S. WATSON:
A copy of Mrs. Watson's Notice of Intent was received by the Board and an affirmative motion
from the Board of Appeals was contained in their letter to the Board that everything was in
order . The state department of Public Works also indicated that she did not requAre a license.
The Board voted to concur with the state and Board of Appeals decisions.
PATROLMEN APPOINTMENTS:
Patrolmen appointments were tabled until the designated applicants on the Civil Seri~lce list
had contacted the Chairman signifying their intentions. Annual appointments~re also tabled.

SALEM STREET RECONSTN~CTION - CHXPTER 90
A meeting will be held on April 13, 1970, at 7:30 P.M. in the Fire Station rooms on this yea~
reconstruction of Salem Street. County Engineer, James Carlin and District Engineer, Michael
Lespasio will be present with the Board to advise proposed land-taking to the abutters who
have been notifed of said meeting.
WAVLRLY ~OAD TRUCK ~ESTRICTION;
About fifty residents of Waverly Road attended the Selectme~'s meeting which was adjourned
to the Fire Station rooms to accomodate the group. They were present to urge the Board to
make the truck restriction on Waverly Road permanent. The present restriction would expire
on April 10, 1970.
Chairman Finneran read the recomendation of Chief Lawlor to the group which is as follows:
"The restrictions presently applying to Waverly Road have worked out very well. I would
recommend that it be continued in its present form.' I also recommend that it be extended to
Turnpike Street with the same restrictions, thereby not to jeopardise businesses on Waverly
Road. I would recommend a meeting with the State Department of Public Works with State
· officials to rectify U-Turn on Marston Street in Lawrence."
Chairman Finneran also read a letter from K. Krekorian, Traffic Engineer for the State,
which stated that on two field inspections held on March 25 and March 27, revealed that
trucks, semi-trailers, etc. were not experiencing anydifficultymaklngtha U-turnonMarston
Street, and therefore concluded that the Marston Street ~u~n-a-roundwas adequate and there
was not any reason why they should not use it to exit on Sutton Street instead of using Wav-
erly Road. Another proposal mentioned at the Wednesday, March 25th meeting, was to construct
a direct approach to the southbound ramp at Marston Street. This proposal is being studied
by the state Traffic Engineers. (In a telephone call made to Engineer Vic Cantons by the
Board's Secretary, A.'Letarte, Mr. Cantons further stated"tha~ his department was conducting
a truck and car volume cout using the ramps off Rt. 495,.~ogether with an accident survey.
When the study was completed, his department would submit a status report and recommendations
on the problem~) (When asked if the Board would be granted another 30 day extension ifmatters
were no~ concluded at the April 6th meeting, he replied that"K. Krekorian would consider the
~xtension only if an important and valid reason was forthcoming.")
Chairman Finneran stated that the truckers were not at this meeting. He asked if the Waverly
Road 'residents would consider the Board requesting another 30 day extension until the report
had been submitted by the State. Resident Joseph Lebel said that the peopleon Waverly Road
had been har~assed by truck traffic since 1966, that many meetings and hearings had been held,
postings have not been protested until the past 'month, that the restriction should be made
permanent nowto lift'the burden from.the Waverly Road residents. At Chairman Finneran's
inquiry would the residents consider having the ban for only non-working hours, the answer was
an emphatic,"No.,,
Hr. Doucette stated that the road was in a residential zone, that the Board should consider
'the residents on the street and Chairman Finneran replied that the Board had to consider all
town residents at all times, not Just a segment of the town.
Mr. 'Skinner stated that Route 495 has given the truckers a tremendous advantage...that they
could very easily use the turn-a-round on Marston Street but used Waverly Road to save 5
minutes time.
Representative Crcnin was present and statedthat Chairman Finneran.had covered all the :facts
that the state surveys would be completed in the coming month. If truckers objected to the
grade of the turn-a-round, they should write to the state Dept. of Public Works requesting
correction of the grade.
Atty. John j. Willis, resident of Waverly Road, stated that the Board should make a decision
on the mruck restriction now because the correction of the turn-a-round, or relocation of it,
would never be. accomplished by the state within a 30 day extension if granted.
On the motion made by Selectman William B. Duffy, Jr., seconded by Selectman Arthur P. Kirk
and made unanimous by Chairman WilliamA. Finneran, the Board so voted:
VOTED:
"To accept the recommendations of Chief of Police, Joseph W. Lawlor, that the
Waverly Road TruckRestriction be made 'permanent and that the restriction be
amended to extend to Turnpike Street~at all times.)
The Waverly Road residents present cheered and applauded heavily the Board's decision.
The Board's Secretary was instructed to type up the restriction once again making the ban
permanent to be submitted, in duplicate, attested by Town Clerk, to K. Krekorian, Dept. of
