The regular meeting of the Board of Selectmen was held on this date with all members
present; Selectmen Duffy, Jr. and Kirk with Chairman Finneran presiding. The minutes and
Warrant were approved as submitted.
SPECIAL TOWN NEETING:
The Board of Selectmen called a Special Town Meeting to be held at the North Andover High School,
on June 15, 1970, at 8:00 P.M. The warrant included 7 articles. It was opened at 8:35 P.M. and
closed at 8:45 P.M. This meeting was called specifically to aid the School Building Committee
who are endeavoring to acquire a site for a new high school. Mr. Duffy made a motion to ask Town
Counsel if Article 5, submitted by Edmund Cormier ani others, was legal.
HEARINGS:
A petition to locate buried cable on Holt Rd. and to locate 9 poles on Chickering Rd. were approved
by the Board. A petition to relocate 1 pole on Andover Street was also approved.
Hearings were set for June 1, 1970, at 7:30 P.M. on petitions to locate 2 poles on Moody St.
STREET LIGHT REQUEST:
A street light replacement requss~ from Mass. Electric's John Pare, vicinity of 26 Harwood St.,
was voted to requesm the survey in writing.
GAS EXCAVATION:
A petition was approved, subject to Chief Lawlor's approval, for an excavation to install a 6"
gas main on Salem Street.

Joint installation of VFW and Ladies Auxiliary, May 23, 7:00 P.M.
Annual Prison Institute Industries meeting, May 20, 11:00 A.M. Framingham.
Chamber of Commerce dinner, May 21, 5:30 P.M.W. Andover.
Salem St. reconstruction, Chapter 90 Hearing, rescheduled for Nay 26, 1:15 P.M.,Salem Ct'. House.
Informational letter from County Engineer, James Carlin, re curve ~o be eliminated, G.Farr property.

FLATLEY DPAINAGE:
A ~etter from Town Counsel advised the Board that Mr. Flatley was considering~anoth~r approach to
his drainage problem and. so, for the time being, the matter is tabled~
NEW FIRE STATION:
A letter from architect Clinton F. Goodwin advised the Board that the co~letion date for the n6w
Fire station would probably be May 23, 1970. SelectmanKirk stated that had a meeting with the
Fire Engineers on Thursday, May 14th, to determine this date.
DOG OFFICER:
..A report from Dog Officer, Stanley Buturtia, advised the Board that the German Sheppard owned by
~Dale Blanchard, Surrey Drive, accused of biting people on several occasions, had beendisposed of
onMarch .31, 1970.
TOWN COUNSEL - MCCABE COMPLAINT:
Town Counsel,in answer to the Board's inquiry Of commercial vehicles parked on a residential
street, stated that, to date, there was no by-law regulating this parking. He stated that it
could not be drawn up until a Planning Board Committee had submitted a report on the matter.
He further stated he wou~d confer withthe Building Inspector re thebylaw iht he near future.
Building Inspector, Mr. Foster, Mr. MaCabe, complminant, and Mr. Smith were present~o discuss
the problem. Mr. Smith stated that he had only one vehicle parked in front of his house and it
only protruded one foot 6nto the smreet. He aleo stated that all winter he plowed out'the side-
-~lks and road for the McCabes' and neighbors s6 their children would not be in the street and
nobody ever complained about his vehicles then. Mr. NcCabe said he didu't like to look at a
truck when he was having a cook-out. Mr. Smith said that it was his livlihood and. he was not
breaking any by law. The Board said that they would also confer with the Planning Board as %o
the by-law.
CIVIL DEFENSE:
Jack Farrell, Director of Civil Defense, requested the Board ~o write a letter of appreciation
to Arthur Wood, Communications Officer, who has resigned as he is moving out of town. The
Board so voted. Mr. Farrell also asked if he had to advertise for bids for %wo genera%ors he
stated were quite worthless. The Board, on the advice of Mr. Kirk, stated that all town
property had to be sold by bids. Mr. Farrell will send the statistics to the Board's Secretary.
WATSON - DOYLE DISPUTE: '"
Mr. John Doyle, 2324 Turnpike Street, appeared before the Board'c~aiming that Mr. &Mrs. Watson
were ill~gally using a portion of the missile site road that abutted hisproperty to haul sand
and gravel in heavy trucks. He objmcted Strenuously to the noise and dust this created. He
also stated.that he had signed a permit for government trucks to use the road when Missile

Site was bemng built but this was not in effec~ ~s all buildinghad stopped through government./
order. The Board reminded Mr. Doyle that the'Board of Appeals had given Mr. Watson a permit t~
haul sand and gravel, not the Board of Selectmen, that he should go to that Board with his obz
Jections. After much discussion hearing both sides, the Boardvoted to request Arnold Salisbury
to decidewhether the Watson's had a Right of Way, or not. They would ask~he recommendation to
be submitted by next Monday's meeting, May 18th. ~ I
