An application for a Junk License, Town-Wide, was received by the Board from Robert M. Dalton,
57 Chestnut Street, Andover, Nass. The Board voted to refer the application to Chief Lawlor
for investigation and character reference. Selectman Finneran restated the restriction on
s~ a lic~e,nse that ju~nk could~ot be stored on any premises or trucks at ~ ~

The regular meeting of the Board of Selectmen was held on this date with a full Board nresent.
Selectmen William B. Duffy, Jr. ~ Arthur P. Kirk with Chairman William A. Finneran presideing.
The minutes and warrant were approved as submitted.
HARRY COLE:
Selectman Arthur Kirk motioned to have recognition of the passing of Harry Cole recorded in the
minutes. Mr. Cole, a highly honored and respected town official, had berved the Town of Boxf.
for 56 years as a Selectman. Because of his intelligent, dedicated and non-political adminis-
stration throughout these years, Boxford is a peaceful, clean and beautiful town. The vote
waS unani~noue.
DOYLE-WATSON DISPUTE:
A letter from Town Counsel re the Doyle complaint that Watson was illegally using a portion of
.his land advised the Board that this was not a "municipal,, problem, that the Board could not
take any steps in connection with the complaint. He went on to advise that the matter was a
purely priwte controversy between the landowner and the alleged trespasser and that they
separately seek private legal advice. The Board voted ~o send a copy of Town Counsel's letter
to the parties involved.
SCIRE v ASSESSORS:
A letter from Town Counsel advised the Board tha~ Attorney Anthony Randazzo had obtained an
affirmative decision for the Assessors of North Andover from the Appelate Tax Board. He
closed a bill for $100. for Attorney Randazzo's services. The Board voted ~o accep~ the edic%
and payment of the fee.
POLE LOCATION:
Apetition was approved for a pole location on Mablin 'Avenue, 2 poles. Hearing not necessary.
EXCAVATIONS:
Board voted to approve petitions to excavate on Ohickering Rd. and East Water Street to
install gas mains.
NEW TELEPHONE CO. LOCATION:
A notice from Jeremiah A. Casey, Right of Way Agent, advised the Board that the New Eng. Tel.&
Tel Co. office had been moved from Lowell to 230 Pleasant Stree%, Methuen, Mass.
COMMENDATION:
J. Maynard Austin, Town Manager of Andover, .sen% a letter to the Board thanking and highly
commending the Chief of Police and his depar~men~ for the assistance rendered ~o the Town of
Andover on April 15 at the Internal ~evenue Service location in Andover.
SUMMER SCHEDULE: No meeting next week because of Memorial Day, Monday, Nay 25th.
The Board voted to.. have the next regular meeting on June 1 which will begin the summer schedule
of meetings: June 1-15-29..July 13-27...August lO-2h .... September 7.

~D~TSORY BOARD:
The Board voted to meet with the Advisory Board on June 1, prior to the June 15 Special T.
The matter of Mr. Adam's pipe expense will also be discussed.
ARTICLE: '
The article requesting funds for a sewage installation was rescinded for the Board learned the
expense had been taken of upon the advice of W. B. Puffy, Sr., superintendent .of'Public Works.
An article creating another precinct will take its place. ~
CONMERCIAL VEHICLE PK. IN RESIDENTIAL A~_AS:
Upon suggestion of Selectman Puffy, it was voted ~o send Town Counsel a letter ~equesting a sam-
ple article to be drawn up by him re the above-named problem. The matter will be submitted ~o
the Planning Board for their determination before the ~Selectmen,s summer schedule begins.
