Selectmen Arthur P. Kirk, William B. Duffy, Jr. ,Esq. with Chairman William A. Finneran presiding.
The minutes and warran~ we~ approved as submitted.
HEARING:
A hearing was held on a "Notice of Intent" of Raymond Turnotte, Berry Street, who wished to
construct a wildlife pond on his property. Two abutters voiced their reconm~endations. Mrs.
Patricia Santos, Berry Street, stated that she would like a fence erected around the pond for
protection of her small children and other children in the vicinity. Mr. Turcotte stated
that he intended constructing a solid fence, that he had the posts installed already. Mr.
Joseph Coffill, 227 Berry Street, in a letter stated that he could not be present at the
hearing because he worked nights, but could not voice any recommendations on the petition un-
til he knew how it would affect his property.
After more discussion with Mr. Turcotte, the Board voted to approve his petition with the
stipulation that the. fence would be built before the pond was filled. The Planning Bd.
and the Dept. of Natural Resources will be so notified.
JUROR:
John H. Farrell, 411 Main St. was drawn by Selectman Dully to serve at Salem Superior Ct.
on July 20, 1970.
NEW TOWN SITE: (Yard)
Supt. William B. Dully, Sr. requested an amount from the Contingent Fund ($630.) to pay for
spreading fill at the new town yard site. The Board approved the request.
NOTICE OF INTENT-CHARLES T. MATSES:
A letter was received from the Dept. of Natural'Resources and'Atty. Willis, representing
Charles T. Natses petition to fill in Sutton's Pond in North Andover. A hearing was set
for Nonday, July 13, 1970, at 7:45 P.M. Abutters will be notified'and, at the request'of
Selectmen Kirk, the Conservation Commission and Dept. of Natural Resources will also be
notified of the hearing date.
AIR FORCE SHOW:
A letter from the Air Force notified the Board of an annual Open House and Air Sho~ (performed
'by the Air Force Thunderbirds, a Jet aerobatic team) on Thursday, August 6, 1970. They ex-
a h6p~ that a group of young people would be abIe to attend the show.
CABLE:
A petition was received from New England Tel. & Tel. to install 1880 feet of buried cable
on Clark St. A hearing was set for July 13, 1970, at 8:00 P.M. Abutters will be notified.
CAPITAL BUDGET CONMITTEE:
Forms were distributed by the above-named committee to be filled out bY September l, 1970.
Selectman Duffy made a motion the Chairman of the Board fulfill the request. It was so voted.
-- LIGHT SURVEYS:
Approved were requests from Milton Kimmell, Upland Street, for a street light survey in that
vicinity and in the vicinity of the new fire station on Johnson, Salem and Milk Streets. The
last request was sent by Chief Lawlor. The Board voted to have the surveys made.
A street light survey was received for the corner of Pleasant and ELm Streets. The survey
was tabled until the next meeting and given ~o~ Selectman ~irk for recommendation.
GAS E~CAVATIONS:
A petition was approved to excavate on Lot l, South Bradford Street to install gas services
for R. Barbagallo.
Notices received from Gas Company of street excavations on 425 Waverly Rd. and Chestnut St.
Copies of notices were sent to the Highway Dept., Public Works and Police Dept.
BOILER INSPECTIONS:
Notice of boiler inspections received with recommendations. Notices were sent to depts.
concerned and to Richard Lafond.
NEW F£RE STATION - SAFETY PRECAUTIONS:
Chief Lawlor, who had conferred with Chief Daw, sent his safety recommendations, as re-
quested, to the Board for the new fire station. They are as follows: Installation of
"warning" signs at the following locations: "SLOW - FIRE STATION AHEAD."
1. Northerly side of Salem Street, at 70 Salem Street.
2. Northerly side of Johnson Street, at 88 Johnson Street.
3. Southerly side of Johnson Street, at 23 Johnson Street.
4. Easterly side of Milk Street, approaching Fire Station.
The Board voted to have said signs installed and to have Chief Lawlor so notified. Selectman
~Kirk requested that a more adequate, ~isual sign be installed on Salem Street, approaching
Fire Station.

The Board also voted unanimously to amend Article V, Sub Section 2 of the R~!es and Orders
regulating traffic. The amendment was advertised in the Eagle-Tribune on July 2, 1970:
They are as follows:
On and after the effective date of this ORDER, no person, except in the event of an emergency,
shall park, or permit a motor vehicle registered in his name to be parked, or left unattended
on the following streets: Order to take effect upon the day following publication, July 2,1970
The westerly side of Milk Street from the intersection of Johnson Street to the intersection
of Salem Street.
The southerly side of Salem Street from the intersection of Johnson Street to the intersec
of Milk Street.
The northerly side of Johnson Street from the intersection of Milk Street to the inters~
of Salem Street.
RESTRICTED PARKING - JOHNSON STREET:
The Board also voted to send a letter to Chief Lawlor re Mr. Earight's request, owner of Mac's
Store, 7 Johnson Street who stated to the Board that he has nightmares concerning the safety
of the children because of parking cars, especially the vehicles that are double-parked. Chief
Lawlor was asked by the Board to confer with Mr. Enright and submit his recommendations on the
following:

SPECIAL TOWN MEETING RESUME (JU~E 15, 1970):
Article IA: ~Voted $400~00~00~to be appropriated for acquiring, by purchase, eminent domain
or otherwise~ for school purposes, described parcels of land. ( See Article lA)
Article II: Voted $6,500,000.00 be appropriated for construction, equipping, furnishing new
High School building, to be borrowed under Chap. 645, Acts of 1~48, as amended, authority of
School Building Committee.
Article VI: Voted establishment of unpaid committee entitled, '~Capital Budget Committee."
(Amendment of S~ction 12A, Article IV, Town's General By-Laws) See Article VI.
Article I~II: Voted to rescind action under Article 87 of 1~70 annual town meeting warrant
and vote to divide the voting precinct known, prior to that action, as Precinct 4. into
two precincts' toobe known as Precinct 4 and Precinct 5.
REGULATION, COMMERCIAL VEHICLFS, OVERNIGHT PARKING:
As a result'of continuous complaints from a James McCabe, Middlesex'Street, concerning the
parking of commercial vehicles overnight on a residential street by a Mr. Smith, the Board
yeted to hold a 'hearing, July 13, 1970, at 7:30 P.M. on the matter. The hearing will be
advertised in the Eagle-Tribune and notices will be sent to the Planning Board, Town Counsel
and the Building Inspector. The Board requested, also, that To~n Counsel investigate and
recommend the "B" regulation as submitted by the Dept. of Public Works.
FLATLEY DRAINAGE PROJECT:
Mr. Thomas Flatley and Mr. J. Kane appeared before the Board with an urgent appeal for action
on their critical drainage problem. They submitted the necessary documents, filled out by
the State Dept. of Public Works and a letter (copy) that states Mr. Flatleywill be entirely
responsible for the installation and maintenance of said drainage pro~ect. As part of the
project will be un Andover property, the Board asked if they had the town of Andover's per-
mission to install the drain. Mr. Kane replied that they had received a verbal agreement but
not a written agreement. The Board stated that a letter would be sent out by their secretary
to Mr. Dray Mayuard Austin, Town Manager, requesting a letter of agreement be sent to this
office in keeping with proper procedure. Forms from the DPW, submitted by Flatley, will be
sent to Town Counsel for his ad~ice and counsel on them.
SAFETY SURVEY -CLARENDON ST.:
Selectman Kirk requested that Chief Lawlor conduct a safety survey on Clarendon Street, from
Water Street to Pleasant Street. He would like the Chief's recommendations for any parking
regulations.
TRASH BURNING - RESIDENTS:
Selectman Duffy stated that he understood that a state burning ban would go into effect as
of. July 1. After a brief discussion, the Board called Acting Fi=e Chief if he had had any
official notice from the State. Mr. Snell replied that no notice had been received. Town
Counsel will be contacted to inquire from state department (HeAlth) just what the situation
was, to date.
PAINTERS:
The Board voted to senda note of appreciation and thanks to the painter's association who
volunteered, this su~er, to paint all the public flag poles in North Andover at no expense
to the town.
DESKS - OBSOLETE:
At Supt. ~arofoli's request, the Board voted to have their secretary confer with him and set
up a sale date for a number of obsolete desks the school could no longer use.
