TOWN CHARTER STUDY COMMITTEE: A letter from Harry Turner, Chairman of the above- named committee, advised the Board that the committee were reviewing the possibility of placing the matter of an Executive position before the Town voters again and requested the Selectmsn's recommendations and views on the matter. The Board voted to acknowledge the letter and invited the committee to meet with them on Monday, September 14, at 8:00 p.m. ~TOWNBUILDING REPAIRS: The Board voted to award the town building repair contract to the Sirois Company who sub- mitted the lowest bid. Town Clerk assttred the Board that he had investigated the company and found them to be reliable. The Board designated the Town Clerk to take care of all matters concerning the repair job. LICENSING CQNNISSIONERS: Robert Duncan, who has opened a variety store at 14Main Street requested a "Sunday" license. The matter was referred to Chief Lawlor. Roy Simek, 177 High Street, was granted an anuctioneer's license for one year. Chief. Lawlor submitted an affirmative recommendation on Mr. Simek. Auctions will be held at the Merrimack ValleyMotor Inn every other Monday. Notice received from the Alcoholic Beverages Control Commission of a hearing to be held on TUesday, Sept. 8, at 2:00 p.m. in the ABC office on the Merrimack College appeal of 'L~e Licensing Board's negative action of their application for a Special wi~e and malb beverage license. The regular meeting of the Board of Selectmen was held on this date with all memberspresen~ Selectmen Kirk and Duffy, Jr. with Chairman Finneran presiding. The Warrant was approved as submitted. JUROR: William J. Thomson, 127 High Street, was drawn for Jury duty for the October 5 sitting at Salem. BIDS: No bids were submitted for two, obsolete generators and a pick-up truck. The Board voted to have the Se!ectmen's Secretary call a junk man to pick them up without cost. 'Merrimack Paving Corporation was the only bidder to hard-top the Town Yard. The bid was taken under advisement. POLE LOCATION: A petition.torelocate.a pole on Moody Street was approved by the Board. STREET LIGHT SURVEYS: Taken under advisement for Selectman Kirk's recommendations were three street liEht surveys for Autran Avenue, Intersection Rt. 114 and Berry Street~ vicinity of 91 Boston Street. CO~RCIALVEHICLES:~ A letter from Town Counsel advised the Board that they would have to go along with the state DPW procedure .... if they were to adop~ (b) amendment to the Traffic Rules and Regulations to prohibit commercial vehicle parking they would have to include (~) which would prohibit all vehicle overnight ps'~king. The letter was tabled for further study. MARBLEHF~D ST. R.R. SIGNS: A letter from Town Counsel advised the Board that he had ordered the Warning Signs from the B. ~. M. Railroad, to be billed to the Town. TOWN CHARTER STUDY COMMITTEE: A meeting with the Board with the above-named conm~ittee was postponed as the Chairman would be out of town. They will meet in two weeks. REQUEST: Permission was granted theHighway Surveyor to dispose of (1~ 1930 Buffalo Springfield Road Roller. CHAPTER 9OFUNDS: The Highway Surveyor requested the Board to write a letter requesting Chapter 90 funds for 1971 in the amount of $80,000.00; the amount of $3,000.00 to be applied on Chapter 90 maintenance; improvement of Salem, Johnson and Foster Streets. Krekoriau, State Traffic Engineer, advised the Board that his department was in- vestigating the Board,s request t6 have a "flashing, yellow warning"light installed on Salem Street vicinity of the new Fire Station. PERAMBULATION: ' The Board accepted an invitation from the Town of Andover to perambulate the Andover-North Andover boundary lines on October 17, 1970, at (9:00 a.m. at the Den on Railroad Avenue. CONSERVATION CONMISSION: A letter from Chairman ~ober~s advised the Board that the Conservation CommissioDhad appointed five Associate Members: KarenBarker, Michael Thompson~ Arthur Resca, 2olandC. Middleton and Henry Fink. COMPLAINTS AND REQUESTS: Frs. Philip Br~ant~ ~00 Dale Street, requested a "Blind Drive" sign be installed before her driveway. The matter was referred to Chief Lawlor. Middlesex Street residents complained of violations of the Zoning By-Law and unusedparked cars ~ Crawford~Curtis Co., 254Middlesex Street. The matter w~s referred~to the Bldg. Inspector and Chief Lawlor for investigation and report. C~r Oil Co. compl~inedof excessive water drainage in their service station on Osgood St. The matter was referred to the Highway Surveyor and Board of Public Works for investigation and report. RAILROAD CROSSING REPAIRS: A lebt~r submitting a report on railroad crossing repairs from the Highway Surveyor included a bill showing cost of repaving the Main Street Crossing. Selectman Kirk stated that the Town should be reimbursed bytheMBTA and made motion tha'~ the Highway Surveyor send said bill to the MBTA, seconded by the Board. MISS. AVE. ACCEPTANCE: N. Nicetta sent letter stating that there was s~ill a drainage problem on Nass. Avenue at the old Center. He would like to have Board view the site after rainstorm. Selec~manKirk motioned that Chairman Firmeranview said site and report ~o Board, with his recommendation. CHARLES MATSES' NOTICE OF INTENT: Natses inten~ t~fill in a portion of Sutton's Pond, tabled for four meetings, was tabled once more ~o September 21. The Board voted to make a final determination at .that meeting and instructed the .Secretary to send notices to that affect to J. P. Stevens Co. and tot he Davis & Furber Co., abutters. TOWN - DISPOSAL SITE - NOTICE OF INTENT: The Dept. of Natural Resources sent a letter re the above-captionedma3ter requesting the more detailed information on the drainage pipe to be used. The mat~er was referred to the Highway Surveyor. TOWN BUILDING REPAIRS: The Board authorized Chairman Finneran to sign contract for the Board for repairs to the Town Building. · The Board also authorized Chair~anFinneran to study insurance report submitted by ~ichard Lafond and submit his recommendations to the Board. REFERRED TO CHIEF LAWLOR: A request fo~ a No Parking sign on Allen Street from WilliamArsemault~ A request for a Hidden Driveway sign, vicinity of Campagna residence, ll4.Boxford St. Tree Warden, Leo Lafond, was also requested by the Board ~o investigate bushes hiding driveway. MASS. CO~ITTEE - CHILDREN & YOUTH: A letter on the above-captioned matter was referred to the Recreational Council Chairman, William P. McEvoy.
