Cyr for proposed flashing, yellow traffic signal on Salem Street, vicinity of the new Fire Station. The Board voted to send same to the District Dept. of Public Works to be expedited. PRISON COLONY: Middleton Chairman Farley,sending an informative letter to the Board, re the proposed loca- tion of the prison colony at the Niddleton Saniterium, stated, "it bodes ~othing but ill for Essex County and for the abutting towns." Chairman Finnerun emphasised that they did not want the prison colony in North Andover. ~T.~M ST. CHAPTER () 90 PROJECT: Answering the Boa.~ September 22 inquiry as to why the Salem Street reconstruction had not begun, Commissioner Edward J. Rihbs, stated that the engineering design and estimate work was now in progress and the project should be ready for advertising for bids by December 1, 1970. He also added that the department's engineers design these projects intheir order of priority; that the Salem Street project has the No. 1 priority now out of 33 municipalities N.A.R.R. REPAIR BILL: A letter from NBTA Superintendent stated that the crossing the to~n repaired ~as ~or a machine shop branch, therefore the town should seek reimbursement from the B. & M. The Board voted to send letter to Town Counsel advising him that the grade crossing repaired was on Nain Street, costing the town $262.50, which should be reimbursed by the MBTA. l~r. Salisbury was instructed to proceed with collection action, if possible. NBTA SERVICE COST: A 'letter from the NBT& enclosed bill representing the net community cost of extended pass- enger train service pro~ided by the B. & N.~ railroad to the town for the period Jan. l, 1970 to June 30, i970, in the amount of $20~.42. The Board voted that maid bill be paid. TOWN YARD FENCE BIDS: · The, ~oard voted~ to advertise for, bids. for inet~]~tion of a to~n yard link fence, specs to be made available in the Selectmen's Office. The bid date was set for November 2, 1970, at - C~AWFORD-CU~2IS CONPLAINT: Building Inspector sent copies of letters sent to Town Couneel and~Mr. Bruce Crawford re. complaints on alleged violations of Zoning By-Laws of the town. Nr. Foster stated that further action ~ill be taken upon receipt of a ruling from Town Counsel regarding operatior~ at ~09a F~rblehead Street. Copies of these letters were.also sent to the complainants, Nr. and Mrs. Costello and others. The Board voted to r~qmest a progress report for their next meeting, October 26, 1970. .~ , SIGN BY-LAW CONt~iTTEE PROPOSAL:.. · . . .~ ~ Building Inspector sent· copy of letter oS Planning Board~to John Brown Associates which in- ferred that a study of a new Sign By-Law is going to be included in the master plan for town. Nr. Foster suggested that a committee by appointed by the Selectmen to work along the planner which would result in an up-to-date, more effective sign By-Law. Under existing laws, the town mR no control over rotAting,flashing, blinking or animated signs. He stated that, in his opinion, necessary by-laws would allow the town to control and reg,,late outdoor ~advertising, making a more attractive countryside and retaining the town's ~m~ge. The Board voted to .request Mr. Foster to submit his reco~nendatious to the Board, afterehi~h they send recommendations to the Planning Board. RAYMOND. TURCOTTE COMPLAINT: Mr. Turootte appeared before the Board stating that he has been endeavoring to beautify his property for two years and h~ was in the process of being defeated because of the Junk yard · being created on the land of his nextdoor neighbor~ The neighbor is polluting the area with unregistered Junk vehicles, truck bodies, Junk and other equipment. Mr. Turcotte brought in pictures of same t~ verify his complaint. The Board voted to relay the complaint to the Building Inspector requesting that he take appropriate action and submit results of said action to the Board. INVITATIONS: VFW am~ American Legion Con--ers invited Board to participate in Veterans' Day Observances on Wedmesday,'Nove~ber ~.l, 1970. The Board voted to attend. Municipal munsgement data processing seminar, Nove. 4-6. Select,an Kirk stated that Town Accountant should attend this meeting, if possible, for future refererme. GAROFOLI-NO PA~NG REGUL~TIO~: Superintendent of Schools sent copy of ~_-~o to Thomson School Principal, advising that the School Committee had voted to adopt new parking regulations for teachers and others October 13, 1970. The reg~lat~.ons stated that there would be no parking of any cars allowed in front of the Thomson School, between "he hours of 8aA~ 4 p.m. The Board voted to refer the matter to Chief Lawlor for recommendation. Chief Lawlor instructed Secretary to ~z~ite to Town Counsel to advise if an amendment re this parking restriction could be included in the Town's Traffic Rules and Regulations. 8~ O OCTOBER 19, 1970 (continued) CO COMMERCIAL VEHICLE PARKING: The Board voted to write to Town Counsel to be advised if there was any possible way the Board could legally prohibit the all-night parking, town-wide, cf Just commercial vehicles so that it could be e:~orced by the town's police department. Selectman Puffy, Jr. would be pf any assistance Town Counsel required if f~rther clarification of the Board's intent was desired. APPOINTNENTS: Barbara Lawson, 76 Belmont Street, Precinct I was appointed a spare worker in said Precinct. Dr. Eugene Beliveau, Main Street, was appointed a member of the Board of Appeals to fill vacancy caused by resignation of Donald J. BLUE OR~SS- BLUE SHYw.?.n INCREASE: Town Treasurer advised Board of increased ra~es from Blue Gross-Blue Shield and requested their approval. Selectman Dully, Jr. made a motion to approve new rates, seconded 1by Sol. Kirk and made ,,~-~us by O~rman Finneran. TO~N CHARTER STUDY COI~ITTEE: N_~m_._bere of the above-named committee met ~lth the .Buard to discuss again the basic proposi- tion of .the committee for an Executive $ecretary.to the Town. Chairman Turner stated that they would not proceed with promotion of said position umtil they had the Board's endorse- that their work would be wasted without said endorsement. Selectman Kirk stated that he'was Just as ent~neiasti~cfor the project as he was last year. Mr. Dully, Jr., said he was, of course, always in favor the position. Chairman l~J~n,ran, when asked by Mr. Turner, stated that he would go along with the Board. Mr. Xirk stated town did not realize how town bosiness had grown and the need for help in conducting such a business. Mr. Turner said that the town citizens must be educated to the need for an Executive Secretary before the annual Town Meeting. Jay J~urke stated that he thought the most important duty of 1 the Ex. Secretary ~as to be a liais~-.~officer between the town depar~mente ~ the ~rd of Selectmen. Mr. Turner brought up the replacement of one of their committee members, Mr. Philip Butoliffe, deceased. He requested permission for the committee to select their own replacement. The Board agreed. SENIOR CITIZENS - SURPLUS FOOD PRCGRAM: It was reported to the Board that ma~y senior citizens were interested in~'tha surplus food program...over 40 people attendedlmeeting, October 14, 1970:-~ There was one problem;, the transportation of the elderly peop~, and appeal was made ~o the Board for aid. ~Selectman. Kirk said that he would supervise the transportation and would, through the help of other departments, provide transportation from Franklin Street, Lawrence .to the Town Building or Elderly Housing .Unit whichever was chosen for the Surplus Food' distribution.
