HomeMy WebLinkAbout1970-12-28 Board of Selectmen Minutes~ECEMBER28, 1970 The Board of Selectmen held their meeting on this date with Selectmen Duffy, Jr. and Selectman Kirk present. Chairman Finneran was still absent because of illness. December 21st meeting was postponed until this date because of the absence of Mr. DuffyandMr. Finneran. ANDOVER STREET LIGHTI~IG: Aletter from the Andover Board of Selectmen Chairman advised the Board that despite numerous street light installations, the town has stayed well within their budget appropriation of $70 TRAFFIC COMPLAINT: The Board received a letter from a resident of the ~oyal Crest Apartments on Turnpike Street, a Mr. Norman Baker, who asked if something could not be done about the hazardous traffic-problem at the lights in front of the apartment. The Board voted to refer the matter to Chief Lawlor will contact the proper State authorities. Mr. Baker was so advised by letter. CERTIFICATE OF INC.: Chief Lawlor sent in an affirmative recommendatior~ for Walter k~itehill, member of proposed ~arly Massachusetts Records, Inc. TOWN MODEPATOR-re REFbSE DISTRICT: Atty. Donald Smith advised the Board by letter that appointments to be made by him to the pro- posed Regional Refuse Disposal District would have to be tabled until after the annual Town meeting pending the vote taken at said meeting. Copy was sent to member, William King. The Board voted to support two Articles on said District .... authorization of the District and appropriation of $1500.O0 for a planning consultant. M. Anthon Lally, P.E. sent letter to Board applying for appointment to the above-named District. ~he application was referred to Atty. Smith. STREET LIGE~ SURVETS: Referred .to Selectman Kirk for approvals were two street light surveys received from the Mass. Electric Co ..... vicinity of 634 Salem Street and Nilk Street. An electric light pole was requested from Bay Fihichiaro on Grosvencr Street. Mr. J. Casey, t~ephone R igh~ of Way Agent stated to Secretary, via telephone, that a pole could not be in- stalled because they had no lay-out plan on the Private Way. Mr. Fihichiaro was given a St. Acceptance timetable. The Board voted to request Town Counsel's advice on the Board's authority in the matter, as the abutters on Grosvenor St. were Opposed to Finichiaro's request for a pole installation. BUILDING INSPECTOR: Charles H. Foster, Jr., Building Inspector, appeared before the Board to discuss two matters; Building fees and the Crawford-Curtis problem. Mr. Foster stated that the Town should go up on rates for building permits. He suggested that he convene the Building Code Committee for perusal of the matter .... said committee would then submit reco~nendations on amendments to the Building Code. Mr. Foster stated that if he went by Atty. Elias' recommendation on the Crawford-Curtis problem many other businesses would be affected. Mr. Duffy stated that the only concern was the above- named ~iolation or problem and that the Building Inspector should abide by the recommendations given. Mr. Kirk stated that hew as aware the decision rendered byAtty. Eltas might produce "uncomfortable" problems concerning general repairs of other town businesses but, agreed with Mr. Duffy, that their only conczrnat the present time was the Crawford-~urtis bnsinsss..Mr. Foster was told to investigate the matter further and render a report for next week's meeting. VOC~SCHOOLBUDGET: The final budget for the Regional Vocational Technical High School was received by the Board. The Board voted to send the budget to Chairman of the Advisory Board, James P. Gordon, noting that North Andover's share of the expense in 1970 was, $84,323.00 and $104,657.38 for 1971. SN~REMOVALEMERGENCIES: The Board declared two snow removal emergencies for Dec. 17, 1970, at 3 A.M. and Dec. 24. 1970, at3 A.M. Another emergency was declared on Dec. 22, at 11 P.M.
