JURORS:
Selectman Eirk drew the names of John L. Mylott, 90 Pembroke Rd. and John I. Donahue, 5 Walker
Rd. for Jury duty on February 1, 1971, at Salem.
STREE~ LIGHTS:
The Board voted to have a survey made for a street light on 98 Adams Avenue, r~quested by Mr.
Joseph Pyteraf. They tabled a survey made in the vicinity of 910 to 1000 Johnson Street.
The Board also voted a survey 'be made, vicinity of 66-68 Martin Ave. requested by Gas Ins
COMPLAINT:
Mrs. Susan Goselin, 24 East Water Street, told the Selectmen that it was impossible for her
and her children to walk along Water Street to town because of the pack of dogs that are al-
ways running around in that area. The Board voted to refer the matter ~o the Dog Officer,
Stanley Buturlia and Chief Lawlor.
BLIND DRIVE F' ~UEST:
The Board referred to Chief Lawlor, a request for a "Blind Drive" sign to be installed near
the entrance of 300 Dale Street.
PUBLIC WO~XS:
The District Public Works office informed the Secretary of the Board that they would be
at the Jan,,~.ry 18th meeting for the Mass. Avenue acceptance.
SNOW REMOVEL BILL APPROVAL:
Approval from Director of Accounts, Arthur H. MacKinncn was received for payment of b~lls.
SOT.Tn WASTES 'ANENq24EhT:
The Board voted to ~mend the amount requested in Article for Solid Waste Disposal from $1500.
to $3000.00. William King .stated a "Notice of Intent" letter was required for the DPW meeting
The Board so voted.
PROCLAMATION:
The Board of Selectmen, at the request of the North Andover Jaycees, proclaimed the week of
January 18-23rd, "Jaycee Week."
GAS INSPECTOR FEES:
The Board was advised by Mitchell Bootman, Gas Inspector, that the gas permit fees should be
raised. The Board requested that Mr. Bootman submit, in writing, his recommendations and
reschedule of fees to the Board at which time they would vote on said recommendations.
CHAI~ FINNERAN:
Chairman William A. Finneran, a Selectman for 16 years, announced at this meeting that he
no~ seek reelection for the office this coming March. He stated that his reasons were
that he needed more time to spend with his family and his business. Up u~til his ~llness in
December, Mr. Finneran had only missed l0 meetings (weekly) in 16 years, an overwhelming
of iong., faithful service to the town as a Selectmen. His experience and administrative
knowledge of town government will be difficult to replace. His sense of humor, a deep-rooted
sense for fair play in all problems will be deeply missed. He has been a wonderful person
to work for these pass 10 years.

The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Arthur P. Kirk aha William B. Duffy, Jr. with Chairman William A. Finneran presiding
The Warrant was approved as submitted.
TOWN REPORT BIDS:
The Board opened three bids to print the annual Town Report. The bids were referred to the
Town Report Committee for study and recommendation.
MASS. ~VENUE ACCEPTANCE:
Two engineers from the District Department of Public Works office, Danvers, l~ss., Nicholas
Nicetta, Highway Surveyor appeared before the Board to discuss the acceptance of Mass. Avenue.
Charles Nason, D.M.E. and William F~Kay, H.M.E. stated that the Stat, ~ad completed the road
according to specifications 5 years ago. Since then, they had completed several lists of re-
pairs demanded by the Highway Surveyor, cooperated in every way to comply with his requests...
filling in cracks and corr"".ting frost heaves. The present objection of the Highway Surveyors
re areas that still held water after rainstorms, especially in front of the Textile Museum,
had been corrected several times. But, they stated, a road will deteriate, as a new car will
