BUILDING INSPECTOR:
The Building Inspector, Charles H. Foster, Jr., submfbted for the Board's records, a
letter he sent to all of the Inspectors in the town of North Anddver advising them that
the new Building Code requires a "Certificate of Occupancy" be issued by theBuilding
Inspector. Collection of the permit cards at the time of the final inspection will be
filed in the Building Inspector's office. Every inspector must sign the premit card
showing that the work meets the requirements of the law or no occupancy permit willbe
issued by this office. If each inspector will sign the permit card at the time of his
inspection considerable time and effort.will be saved by all concerned, including the
owner of the property.
On another matter re a salary increase, Mr. Poster sent a copy of the letter submitted
to the Advisory Board to the Selectmen which contained ihs reasons for the request.
They were received by the Board for their records.
AIR SERVICE:
Notice was received in a bulletin issue of a pending commuter service to New York and
NewarE from the North Andover Airport (Lawrence Airport). This service will begin on
March 15, 1971 and called the New England Commuter, Monday thr~ Friday. Planes will
take off from Lawrence Airport at 7:30 A.M.-ll:30 A.M. and 4:30 A.M. Flights from

~he regularmeeting of .the Board of Selectmen was held on this date with all members
present;Selectmen Kirk and Duffy, Jr. with Chairman Finneran presiding. The warrant and
minutes were approved as submitted.
JURORS DRAWN:
Joseph Rheaume, 16 Lincoln Street, a planning engineer, was drawn for the March 1 sitting,
at Salem'. Robert C. Seablom, 17 Union Street, a repairman, was drawn for the March 1
sitting, at Lawrence.
CHAPTER 90 WORK:
A letter from J. P. Dunne, State Aid Engineer, advised the Board that Boxford Street would
be included in the Chapter 90 work this year; the letter was referred to the Highway Sur-
veyor.
SPECIAL TOWNMEETING:
Selectman Kirk made a motion, seconded by Chairman Finneran, that the Warrant be opene~ at
7:35 p.m. for inclusion of an Article, submitted by Dr. Donahue, requesting an
for the Greater Lawrence Community Drug problem. The Warrantwas closed at7:36. The

APPOINTMENTS:
Selectman Duffy, Jr., made a motion to appoint Kenneth E. Pick~rd, to fill the unexpired
term of Daniel O'Leary (1972)~ on the Board of Appeals. The vote was unanimous. Mr.~ Picard
and t~e Board of Appeals will be so notified ...also the To~m Clerk~
NEW PRECINCT V workers were appointed at this meeting (24 officers and spare workers) by
Chairman Finneran and Selectman Kirk. The list was referred to the Town Clerk a~d the
Selectmen's Secretary instructed to send out the individual appointments. The list was
also sent to Warden Frank 02ma of Precinct V. Precinct V will be located at the Franklin
Sch0ool, off An dover Street.
HEAR2 SUNDAY:~
Mr. Roger Vaillancout, Chairman of the annual Heart Fund Drive, requested the Board to
announce February 21, 1971, Heart Fund Sunday on which day volunteer workers will make a
house to house canvas for donations to this worthy cause.
TOWN INSUHANCE:~
James Maker, Town Treasurer, appeared before the Board requesting that Prudential Insurance
Company be awarded the contract, once more, for renewal of the Townpolicies. He stated
that the compan~made a generons~dividend to the town on the policies of the employees. The
Board voted the renewal of the' insurance policies to Prudential Insurance Co. and directed
the Town Treasurer to take the necessary and proper steps to renew the policies.
BO~DE~ CHeMICAL C0.: (BILLS)
Representative James Hurrell reported to the Board that the House and Senate bills for
and transparent casings of meats and other produce were still not resolved. It would be a
distinct loss to Borden Chemical, who ncwmakes the foam-type tray, as their new plant
not be convertedto the transparent type of packaging. They are high tax payers in North
Andover and empl~oy many townspeople. Mr~ Hurrell stated he would keep the Board informed.

Financial reports prepared and submitted by the Selectmen's Secretary were approved, as
submitted, by the Board. (Selectmen's E~penses, Contingent Fund, Land Taking, Fire
