Chairman Fiuneran seconded the motion. The President of the Jaycess, Mr. Lou Kimec was so notified. LICENSING OOMMISSIO.~ERS: A new application for a Common Victualler's license was received from a Donald Lemire, 198 DoVer Pt. Rd., Dover, New Hampshire. Mr. Lemire would like to sell all kinds of shell food; clams, lobsters, etc. from a mobile unit. The applicatiou was referred to Chief Xawlor for character recommendation. ,~~. Alice M. Letarte, Secretary rk The February 15, 1971 meeting was cancelled to February 22, 1971. The meeting day' fell on Washington's Birthday, a holiday in Massachusettsj moved up one week. February 22, 1971. The regular meeting of the Board of Selectmen was held on this date with two members present; Selectman Arthur P. ~ Kirk with Chairman William A. Finneran presiding. Selectman William B. Duffy, Jr. was absents he was on vacation. GAS EXCAVATION: Petition was approved to excavate for gas repairs on Chickering Rd., corner of Andover St., 48 Harold St., 151 Salem St., Nass. Ave., cor. of Neadow Lane., Highland Terrace near Andover St., Chickering Rd., corner Peters Street. MASS. AVENUE ACCEPTANUE: The Board received a letter from J. Berkover acknowledging the Board's letter, dated Jan. 1971 containing the Board's affirmative vote to accept Massachusett's Avenue. Mr. Berkover stated that, if copies of said vote had been sent to all concerned Town Departments and to the County Commissioners, the T own had done all that was necessary according mo the agreement specified under the Department's letter dated December 28, 1965. He stated that his' office would now initiate the nscessary formalities of the transfer, as' outlined in S.O.P. No. A~M- 03-70-1-000. Secretary Letarte stated~all notifications had been sent and a copy of the S.$.P. outline had been sent to Town Counsel, Arnold Salisbury. Selectman Kirk stated that he would· like TownOounsel's approval on the State's customary procedure. COUNTY CONMISSIONER'S BUDGET MEETING: Notice was received of the above-named meeting, February 23rd. Selectman Kirk stated that he was unable to attend; that he disapproved of the County budget. Selectman Finneran said that he would have to check his time schedule. KI~E COMPLAINT: Mr. Lou Kimec appeared before the Board, on behalf of his parents, ~ith a complaint againSt the H. B. Development Trust of which Mark Henry was a member. He stated that for two years they had requested the above-named company and Mr. Henry to correct the road violations and violations to their property on Chestnut Street and had received no cooperation whatsoever. Selectman Kirk requested'Mr. Kimec to submit his complaints, in writing, and the Board would see what could be done after receipt of same. ~ TRAFFIC P~QUEST: The Board received a request from Chief Lawlor to have a letter sent to Assistant, DPW. Engineer, Paul Leblanc, in the Danvers office, requesting a traffic survey and traffic lights ~o be made for the intersection of Andover, Chickering Rd. and Peters Street. This survey to be expedited under the ,'Topics" Program. The letter, prepared by the Secretary, was voted approval and signed. FREE CASH: A letter from the Director of Accounts, Arthur H. MacKinnon, advised the Board tha~.%he. Town's available funds or "Free Cassh" was $151,823.00 as of January 1, 1971....- '" ARTICLE: John Willis, Jr., appeared before the Board with an Article~ he requested be inSlu~ed ~n~the Special Town Meeting after the annual town meeting. The Article ~ad 125 names which the Board voted to have referred to the P~gistra for checking. SCHOOL BLDG. COMMITTEE: Members of the School Bldg. Committee appeared before the Board to discuss the problem of underground wiring at the new high school site. The Board voted to go into Executive Session after the Selectmen's meeting to discuss the matter thoroughly. LICENSING COMMISSIONERS: The Sunday application from Med-X was denied by the Licensing Board on recommendation of Chief Lawlor that the store was not eligible for said license. ~he Managers of the store will be so notified, in writing. Taxi cab license for ~2 Harwood St., denied, as it is in a residential area. re-- quested a written recommendation from the Bldg.Inspector. ANLetarte, Sec.
